BACKGROUND: The Clerk's Office has received a letter from the Recreation and Parks Adv. Council, which outlines current Recreation and Parks Advisory Council recruitment efforts and recommends two individuals for appointment.. The Recreation and Parks Advisory Council would like to recommend moving Floyd Bridgwater, who currently is in At-Large position, to the Chapel Hill Township vacancy. At that time, twa At-Large positions would be vacant. The Recreation and Parks Advisory Council would Tike to appoint Keith eagby and Chuck Hobgood to those vacant positions, Appointees would be serving partial term, which would end 3/31/2007. Also, the term of Lorraine Parker will expire 3/31/2006. Ms. Parker is not eligible far reappointment. Ms Parker is currently in a Little River Township position and there is no one on the interest list from the Little River Township. FINANCIAL IMPACT: None. The second vacancy was occasioned by the resignation in November, 2005 of Torn Sievert, from the Chapel Hill Township, RPAC has undertaken a recruiting effort since then, in an attempt to recmit minorities and/or balance the council with male/female representation. The council has already unfavorably considered both the applications of two women, previously on file. Since November, we have received only one new application, that of Mr. Keith Bagby, a minority candidate, and no other new application. The council agreed that Mr Bagby is a worthy candidate and Mr. Chuck Hobgood (not a minority or female) remains our top choice because of his experience and qualifications as well as the fact that he has selected only RPAC on which to serve. After cazeful consideration of the ten current applicants (see list attached) this Council voted unanimously to recommend the following action to the Board of Commissioners: • To re-designate Council member Floyd Bridgewater (currently an "at ]azge" Council member) as the Council member for Chapel Hill Township, If this action is approved by the BOCC, two "at large vacancies would exist, • Appoint applicants Keith Bagby and Chuck Hobgood as "at large" Council members of RPAC.. Bagby and Hobgood aze well qualified by virtue of their backgrounds, education, and experience, We believe that their considerable experience in organizing, coaching, and officiating recreational athletic activities will be invaluable in accomplishing the mission of the RPAC Their experience will supplement and enhance the diverse backgrounds and experience of current RPAC members, Please keep in mind that at least two additional RPAC vacancies need to be addressed by the end of March 2006 for wlilch we have no applicant.
