A RESOLUTION MAIUNNG A RECOMMENDATION TO THE ORANGE COUNTY.
BOARD OF COMMISSIONERS REGARDING THE ETJ SEAT ON THE CHAPEL
HILL PLANNING COMMISSION(2017-03-06/R-11)
WHEREAS,the Orange County Board of Commissioners has a resolution regarding the Orange
County Appointment and Orientation Process for Boards and Commissions that specifies"...
When a vacancy exists,the municipality will be requested to provide to the Board of County
Commissioners a resolution with a recommendation for that vacancy;"and
WHEREAS,the Chapel Hill Planning Commission has reviewed the viable application and
made a recommendation to the Chapel Hill Town Council.
NOW,THEREFORE,BE IT RESOLVED by the Council of the Town of Chapel Hill that the
Council recommends the Orange County Board of Commissioners appoint Michael Everhart to
the Chapel Hill Planning Commission ETJ position.

action-I want to be engaged in our local government. I am a life-long resident of the Triangle,
and I want to give back through public service to the community that has given me so much. I
was bom and raised in Durham, having lived in Chapel Hill ever since I first came to UNC in
2003. 1 am a local homeowner and have owned two local businesses over the past 10 years-
including*my present business. I am a committed and contributing citizen who is concerned
about the future of our city and of our state.As an undergraduate student at UNC I received a
BS in Environmental Science,with a concentration in Ecology and a focus on water use and
planning. I have stayed informed about local,state, and national environmental issues, and I
wish to seek progressive and unique solutions to these complicated concerns.Through my
formal education and personal inclinations, I have cultivated a thorough and ranging knowledge
of our local landscapes,their flora and fauna. I understand the underlying ecological and
environmental processes at work within them,and ways in which these processes and
resources can be protected, managed,and sustained. Likewise, I understand the nuanced
social structure of our community in its own right, and against the backdrop of our complex state
and national politics. I have a strong capacity to connect and communicate with people from all
walks of life,to foster positive relationships and engender trust.As a dedicated member of this
community, I am pursuing a graduate education here, and see myself and my family as part of

Reasons for wanting to serve on this board:
As a fairly new resident of this community with a family that includes two younger children, I want
to play a part in helping make the right decisions for the future of the area.A community needs

I have a Masters degree in Architecture. 1 have worked in Architecture in both large and small
firms. I worked at URS in Columbus,Ohio where the engineering was done in house.I had the
opportunity while there to be a part of very large projects that impacted the community. Part of
my job involved making sure that the building codes were adhered to. I have been a part of
community discussions on planning on both sides of the table. I think that experience would be
useful on the Planning Commission.
I have lived in various places.We moved to Chapel Hill from Germany. Living in another country
can open your eyes to different ways a community can be and what can be possible. I have
been a part of many different pieces of Chapel Hill. I have been an assistant to local artists. 1
am a substitute in the local school system. I am a certified teacher in mathematics in the state of
NC. I have had a child in the public, private,and now homeschooling group here in Chapel Hill.
While part of the Community Design Commission I have taken developers on tours of Chapel
Hill more than once.My knowledge of NC and other areas has given me the ability to explain to
developers what could be. For instance I was able to explain to the developers of the Shortbread
Lofts that they awed a streetscape to Rosemary Street.What followed from those discussions in
the Design Commission later developed into great attention to Rosemary Street. I became a
Certified Document Technologist(CDT)while at URS which means I have studied the code and
had being clear,complete,and concise drilled into me. I have written specifications for

architectural projects. I have been a part of committees where various views are expressed and
been a part of coming to a consensus. I have planned and worked with a school in implementing
a student planted green roof and organized students planting 21 trees on their school property.
Reasons for wanting to serve on this board:
While being on the Community Design Commission and living in Chapel Hill, I have observed
the effects of the Planning Commission on the community. I would love to join this insightful
group as they plan the future for the people in Chapel Hill. I would like to be involved in the
discussions while the decisions and recommendations to council are being made. I think I could
provide another perspective and insight into the decisions of the planning board especially with
the background I have. I think that there should be a voice of a person that has worked this
closely with design and planning of the built environment on the planning board.

Being a young, but relevantly educated resident, I have a strong sense of the years to come and
the need for good,long-term planning.
Furthermore, utilizing the strategic thinking methods handed down to me in my military
education, l find it easy to look at issues and break them down into basic ideas for effective
planning and communication to others.
What do you see as the responsibilities of this board,and what do you hope to
accomplish if appointed?
I think the responsibility of the board is to assist local governance by providing foresight in the
development and use of public assets. If appointed, I hope to help guide the community along a
thriving path for future success.
What do you consider to be be the most important issues facing Orange County related
to growth?

As part of the ever-glowing Triangle, I see issues such transportation, housing, and education
being vitally important. We must successfully tackle these issues for the purpose of
accommodating higher levels of commerce,growing neighborhoods, and the needs of the
children that live in these growing neighborhoods.
What role should the Planning Board take in guiding and regulating growth?
To make an effective plan for any group or organization,you need to be a step ahead. The
Planning Board should therefore take a leading, proactive role in guiding and developing
growth. It has to set the pace.
Additionally,we should have a role at the end of the process, in order to hear feedback from
other entities and determine how successful our planning as been so far. Foresight requires
hindsight.
How would you,as a member of the Planning Board,contribute to the Implementation of
the Board of Commissioners'adopted Goals and Priorities?
I would be a pert of those informing the Board of Commissioners about what those things should be. Once those
goals and priorities are handed to us,ft would be up to us to envision how to make them possible,much like how
orders are passed a"in the military to next level down.

Jurisdiction Resident(ETJ)and Joint Planning Area Resident(JPA)seats which shall be
appointed by the Orange County Board of Commissioners.
All non-voting liaisons are appointed by the group or organization that they represent.

(1) A planning board or commission of any size(with not fewer than three members)or
composition deemed appropriate,organized in any manner deemed appropriate;
