B. Orange County Success Stories
PURPOSE: To renew a contract to continue support of small business development services
for Orange County citizens, as stated in the Economic Development Strategic Plan adapted May
14, 1996, and reaffirmed by the Economic Development Commission in its new strategic plan,
Investing in Innovation: 2005-2010.
BACKGROUND: A primary goal of the Economic Development Commission since its inception
has been providing assistance to small businesses to enable them to grow and prosper in
Orange County. The Small Business and Technclogy Development Center (SBTDC) provides
significant services to local businesses and has operated under contract with Orange County
since 1990. The contract provides for $10,000 to be paid in two installments of $5,000 each.
The first is to be paid on or about April 15, 2006 and the second on or about June 15, 2006.
During calendar year 2005, the SBTDC staff (which included one bi-lingual counselor) served
212 Orange County clients far a total of 1,992 hours of counseling time with an additicnal 200
hours of travel time. Nearly 50 percent of clients were non-white and nearly 50 percent were
women-awned businesses. Businesses were evenly split between existing businesses and
those just forming their enterprises; 17 were home-based businesses.
Additionally, the SBTDC helped 13 Orange County businesses secure $8.6 million in capital (the
majority of this from federal Small Business Innovation Research/Small Business Technology
Transfer Program grants to small businesses doing innovative research). Attachment B
describes local business success stories for last year.
Annual economic impact assessments undertaken at the state level (performed by an
independent assessment firm) show that SBTDC clients significantly outperform the average for
all North Carolina small businesses in both sales and employment growth.
FINANCIAL IMPACT: The annual budget for the Economic Development Commission
approved for Fiscal Year 2005-06 includes $10,000 for professional contract services for the
renewal of this contract with the SBTDC,
RECOMMENDATION(S): The Manager recommends that the Board approve the contract
renewal and authorize the Manager and the Clerk to the Board to execute the contract.

B. Orange County Success Stories
7
#1 A struggling frame shop business requested help to determine why it was losing money.
The SBTDC conducted a financial analysis benchmarking study. Recommendations based on
the study included:
• radically reducing inventory
• having only three instead of a dozen suppliers
• a series of marketing efforts with timelines and ways to measure success
As a result, the company is now more profitable than industry standards, has expanded to a
second location in western Orange County, has added a jab, and was nominated by the SBTDC
as the SBA Small Business of the year in North Carolina,
#2 A former client returned for advice regarding adding a second business (a fitness facility)
to her now-successful tanning salon. The SBTDC assisted the client with securing a bank loan,
negotiating a favorable lease/purchase for the exercise equipment, and conducting a customer
preferences survey to better understand the business clientele. During the first month of
operation, the company sold more than $60,000 in memberships. The business owner will soon
exceed a million dollars in revenue between the two businesses, and has now added 4 full-time
and 6 part-time jobs.
#3 Through the Global Scholars Program at the Kenan-Flagler Business School, two Orange
County businesses were assisted with international trade concerns. One firm is a medical
device company naw expanding into Japan and other Asian markets. The second company
imports dinnerware; the program provided extensive market research to add less-expensive
product lines from vendors in several Asian markets and recommendations for promoting the
new lines.
