Project List
The following is in response to a June 4, 2017 e-mail from Commissioner Price
requesting that the BOCC receive information on a June 8, 2017 Triangle Area Rural
Planning Organization (TARPO) agenda topic, "TARPO Prioritization Subcommittee
Draft Project List for Prioritization 5.0 (Attachment 1).
A TARPO staff sub-committee is recommending the attached draft project list to the
TARPO Board for any comments through June 30. The staff sub-committee will meet
again to review any comments received and develop a final draft project list for the
TARPO Board to consider for approval in August 2017. Max Bushell, Orange County
Transportation Planner has and will continue to attend the sub-committee meetings.
Three of the six total Orange County projects, approved by the BOCC on its May 2,
2017 agenda, are on the draft TARPO project list for prioritization. The three projects
removed are bicycle projects, which without a Letter of Commitment reflecting 20% local
match and local project management, are not eligible to move forward for SPOT
2
scoring. These bicycle projects were also removed during the last TARPO prioritization
process, which is repeated every two-years. Since bicycle projects remain a high
priority for Orange County they are retained on its internal, BOCC approved, priority
lists. Bicycle and pedestrian funding has been severely limited in scoring and allocation
in the new Strategic Transportation Investments law funding formula. This may be
helpful for messaging purposes in support of multi-modal transportation and could be
helpful to have on a local list of priorities if additional funding is identified in the future or
shifted from the current highway focus.
It should be noted that the Bicycle/Pedestrian projects submitted by Chatham, Lee, and
Moore Counties are all projects that are located within their respective municipalities.
Orange County's municipalities submit their projects to the Durham-Chapel Hill-
Carrboro Metropolitan Planning Organization, which is why it has such a small number
of projects in comparison to other TARPO counties. Since NCDOT will not maintain
and assume liability for sidewalks within its right-of-way, counties have not pursued
sidewalk projects outside municipal boundaries, except in very few cases through multi-
party agreements.
The TARPO project list, as approved by the BOCC last month, is provided
as Attachment 2.
Craig Benedict, Planning Director, has indicated that he will be available throughout the
June 6 BOCC meeting for any additional context or questions.

TARPO Prioritization Subcommittee Draft Project List for Prioritization 5.0—May 1,2017
This is the draft list of projects developed by the TARPO Prioritization Subcommittee at their May 1,
2017 meeting for submittal to NCDOT's Prioritization 5.0 process for funding. This list is being circulated
for review and comment by local jurisdictions and the general public until June 30, 2017, at which time
all received comments will be provided to the TARPO Prioritization Subcommittee for their further
consideration. The TARPO Rural Transportation Advisory Committee (RTAC)will vote on the final list of
projects at its August 10, 2017 meeting.
Please note that in addition to the "new" projects listed below, there are also a few projects that will
automatically carry-forward for consideration from Prioritization 4.0 (which took place in 2015-16).
These carry-over projects are: (1) A130488 and A130489, Raleigh Executive Jetport (Lee County)
corporate hangar apron expansion; (2) H090669,widening US 15-501 between Aberdeen and
Laurinburg; (3) H090296, NC 5 modernization and turn lanes in Aberdeen; (4) H150663, synchronized
street on US 1 in Lee County from US 15-501 to Pendergrass; (5) H150922, Pinehurst Traffic Circle
improvements; and (6) H140374A, NC 54 widening in Orange County from Orange Grove Rd to Old
Fayetteville Rd.
The"new" projects listed below are not shown in any particular order, but are arranged by county to
make the list easier to read. TARPO is limited to submitting a maximum of 22 projects in each mode of
transportation (highway, bicycle/pedestrian, transit, rail, and aviation).
