Harvey Deputy Town Clerk f---41/40-41N OA i €1..k., 4 A RESOLUTION MAKING A RECOMMENDATION TO THE ORANGE COUNTY BOARD OF COMMISSIONERS REGARDING THE ORANGE COUNTY RESIDENT SEAT ON THE CHAPEL HILL PARKS, GREENWAYS,AND RECREATION COMMISSION (2017-06-12/R-7) WHEREAS, the Orange County Board of Commissioners has a resolution regarding the Orange County Appointment and Orientation Process for Boards and Commissions that specifies "... When a vacancy exists, the municipality will be requested to provide to the Board of County Commissioners a resolution with a recommendation for that vacancy;" and WHEREAS, the Chapel Hill Parks, Greenways, and Recreation Commission has reviewed the viable application and made a recommendation to the Chapel Hill Town Council. NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council recommends the Orange County Board of Commissioners appoint Emma Armstrong- Carter to the Chapel Hill Parks, Greenways, and Recreation Commission Orange County Resident position. Boards/Commissions applied for: Chapel Hill Parks, Greenways and Recreation Commission Background, education and experience relevant to this board: I am a recent graduate of UNC, with a Geography and Psychology double major. With this line of study, I have learned and explored through research and other intellectual work the ways in which public spaces, especially outdoor spaces, can contribute to our psychological and physical wellbeing. Promoting these kind of spaces, and their development and use, has become a passion of mine, as I have seen and learned about the innumerable benefits that they offer. Furthermore, I used to volunteer for the Triangle Land Conservancy, and Hope Gardens, which are experiences that have contributed to my experience and passion for the maintained and supported natural environments within in Chapel Hill. Most importantly though, I am just a townie who LOVES going to all the bike trails,walking trails, paths, and parks that the town has to offer. I want to promote these, help them flourish, and help everyone access them! These spaces have brought me so much enjoyment, and contributed to my development, and the development of my friends and family, in invaluable ways. Reasons for wanting to serve on this board: 6 Page 2 of 2 Emma Armstrong- I would like to serve as a member of the Parks, Greenways and Recreation advisory board for a number of reasons. Mostly, I just have a ton of thoughts and feelings about Chapel Hill. This stems from my relatively long history and personal development in this town. I grew up here, and graduated in May from UNC-CH. I now work here at UNC in as research staff. I have lived here 17 years. As such, my experience of Chapel Hill has been informed by a variety of experiences and perspectives. I have experienced this place as a child, student, and young professional. I have been a part of both the private and public school systems. I have taken advantage of the tremendous resources, including public spaces, parks and paths, offered to me by the town. I have been enormously grateful for these public resources, and pleased with the new additions (for example, the extension of Bolin Creek Trail, the new sidewalks throughout the town, and increased use of public spaces, particularly as facilitated by the Chapel Hill Downtown Partnership). I have watched Franklin street and the surrounding area burgeon from a small, college town to an up-and-coming intellectual and commercial epi-center. However, as a part of Chapel Hill s growth, I have also seen changes which have surprised me and at times even disappointed me. Some of these steps back have been made in the name of economic development. I want to join this Advisory Board so that I can help to guide Chapel Hill in right direction, promoting the creation, development and use of public spaces outdoors, in tandem with the need for economic growth and planning that I know the town faces. I want to give back.
