HomeMy WebLinkAboutAgenda - 03-13-2006-2ORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: March 13, 2006 Action Agenda Item No. 2 SUBJECT: Confirmation of Timetable for CHCCS Elementary #10 DEPARTMENT: County Manager/CHCCS/ERCD PUBLIC HEARING: (Y(N) No ATTACHMENT(S): None INFORMATION CONTACT: John Link/Rod Visser, 919-245-2300 Neil Pedersen/Steve Scroggs, 967-8211 David Stancil, 245-2590 PURPOSE: To discuss the anticipated timeline for the construction and opening of the planned Elementary #10 school in the Chapel Hill-Carrboro City Schools (CHCCS) system, and related issues. BACKGROUND: Elementary School #10 has been designed to be situated on the educational campus portion of the Twin Creeks (Moniese Nomp) Park site in the vicinity of NC86 and Eubanks Road.. The school will be based on the Rashkis Elementary prototype and would become the first school to be built on the 76-acre Educational Campus portion of the 193-acre Twin Creeks site (the district park site is approximately 96 acres, with 21 acres left undisturbed, including an archaeological site). This work session provides an opportunity for the Board of Commissioners to receive and discuss information related to the Elementary #10 and Twin Greeks Park development projects. Topics for possible discussion include: • Discussion and feedback from the Carrboro Board of Aldermen to information presented to them at a recent meeting by the Chair of the BOCC, the Director of the Environment and Resource Conservation Department (ERCD), and CHCCS representatives • Considerations affecting the timeline for development review, bidding, construction, and opening of CHCCS Elementary #10 • The implications of the annual report from the Schools Adequate Public Facilities Ordinance Technical Advisory Committee (SAPFOTAC), tentatively scheduled for presentation at an April BOCC meeting, for the timing of all new schools that may be needed during the 2006-16 ten-year capital planning period • Discussions between CHCCS and the University of North Carolina's School of Education regarding a possible "First School" initiative, and the implications of that program for elementary school capacity in CHCCS • The passible ramifications, particularly with regard to the Town of Carrboro's development review process, of separating the Elementary #10 site from the remainder of the Hunter tract and the rest of the future campus (the estimated 17 acre elementary school site is part of the 44-Hunter Tract acre parcel that was purchased by the County in 2001 as part of the Twin Creeks assemblage -the educational campus portion of Twin Creeks includes this parcel as well as a segment of an adjoining parcel), County and school staff will present information for the Board's consideration regarding each of these points and be available to respond to BOCC questions. FINANCIAL IMPACT: There is no direct financial impact associated with this work session discussion, although guidance provided by the Board will influence the development of the Elementary #10 and Twin Creeks Park capital project budgets, There is $12,8 million programmed under the County s Debt Issuance Schedule far the construction of Elementary #10, although there are insufficient funds programmed to fully fund the project, As CHCCS continues to refine its estimated project budget for Elementary #10, the BOCC will need to consider at some point in the future approving the total amount of funding the County will appropriate for this project and how and when it wishes to incur the necessary debt to do so. RECOMMENDATION(S): The Manager recommends that the Board receive and discuss information related to the Elementary #10 project, as noted above.
