SUBJECT: Resolution To Recognize Sheriff Lindy Pendergrass for Expenditure
Reductions Through Alternative Funding

PURPOSE: To consider a resolution recognizing Sheriff Lindy Pendergrass and the Orange
County Sheriffs Department for implementing significant improvements in County law
enforcement services without increasing costs to County taxpayers.
BACKGROUND: The Orange County Sheriffs Department under the leadership of Sheriff
Lindy Pendergrass has aggressively pursued grants and alternative funding while providing law
enforcement services to County citizens. The Sheriffs Office has purchased and equipped a
Special Response Team truck with donations from private citizens. Department members have
received specialized Homeland Security training through federal grants. By observing fuel
conservation vehicle mileage has been reduced an average of 10,000 to 15,000 miles each
month. Over $1,000,000 worth of equipment has been acquired through the Federal Surplus
program at no cast to Orange County taxpayers.
FINANCIAL IMPACT: NONE
RECOMMENDATION(S): The Manager recommends that the Board adapt the attached
resolution recognizing Sheriff Lindy Pendergrass for providing and improving law enforcement
services without increasing costs, and authorize the Chair to sign the resolution.

RESOLUTION TO RECOGNIZE SHERIFF LINDY PENDERGRASS
FOR EXPENDITURE REDUCTIONS THROUGH ALTERNATIVE FUNDING
WHEREAS, Sheriff Lindy Pendergrass has served the citizens of Orange County since 1982
and has successfully implemented significant improvements in County law
enforcement services without increasing costs to County taxpayers; and
WHEREAS, the Sheriff s Office recently purchased a Special Response Team (SRT) truck and
equipped it with bazricade shields, tactical lights, and weapons, all through
donations ($40,000) from private citizens; and
WHEREAS, deputies and members of the depaztment have received specialized Homeland
Security training at a cost of over $45,000 funded tluough federal grants; and
WHEREAS, by housing Federal Inmates for the U.S. Marshal's Office, the department for 2005
provided a revenue stream of $1,780,470 to the Orange County General Fund; and
WHEREAS, Sheriff Lindy Pendergrass has instituted energy conservation measures by reducing
vehicular mileage by ] 0,000-] 5,000 miles per month without comprising citizens'
safety; and
WHEREAS, the Sheriff s Office worked with the Orange County School System and received
over $240,000 in grant funding from the COPS Program for cameras and video
equipment to enhance school security; and
WHEREAS, since 1994, by participating in the Federal Surplus program, the Sheriff's
Department has received equipment (trucks, ballistic helmets, weapons, etc.) worth
$1,084,633 at no cost to Orange County tax payers;
NOW, THEREFORE, be it resolved that the Orange County Boazd of Commissioners does
hereby acknowledge the fiscal creativity and hard work in providing security and
safety for the people of Orange County by Sheriff Lindy Pendergrass and the entire
Sheriffs Department.
