HomeMy WebLinkAboutAgenda - 03-02-2006-10aORANGE COUNTY BOARD OF COMMISSIONERS ACTION AGENDA ITEM ABSTRACT Meeting Date: March 2, 2006 Action Agenda Item No. ~~-g SUBJECT: Efland-Mebane Small Area Plan DEPARTMENT: Planning PUBLIC HEARING: (Y/N) No ATTACHMENT(S): Draft of Efland-Mebane Small Area Plan (Under Separate Cover) INFORMATION CONTACT: Craig Benedict, 245-2592 Perdita Holtz, 245-2611 PURPOSE: To receive a report on the draft Efland-Mebane Small Area Plan, BACKGROUND: In December 2004, the BOCC appcinted a citizen Task Farce to assist Planning staff in developing a Small Area Plan for the Efland-Mebane area, The planning area was defined by the BOCC at that time, The Task Force met for a series of ten (10) meetings in 2005 to develop the ideas and recommendations presented in the draft plan, The draft plan was completed by Planning staff in late January 2006 and an internal staff review was conducted. The revised draft plan was mailed tc Task Force members on February 14, 2006 far their review prior to a final Task Force meeting that will take place on February 28, 2006. Further revisions to the draft plan may be done after the Task Force meeting if Task Farce members have comments that should be incorporated, The draft plan contains an Area Analysis, a synopsis of the status of recommendations made in the 1991 Efland Area Study, a discussion on Current Major Issues, and Recommendations on various issues. Recommendations on the following topics are included in the plan: • Water and Sewer Intergovernmental Issues • Land Use Other Recommendations, including: • Transportation o Potential Transfer of • Community Character/Design Development Rights (TDR) Program • Housing o Emergency Shelters • Parks, Recreation and Open Space o Impact Fees • Communications o Historic Preservation z A meeting to receive community comments on the draft plan is scheduled far March 20, 2006 from 6:00 p.m, to 7:30 p,m, at the Efland-Cheeks Community Center, The draft plan will be available an the Planning Department's website far easy accessibility and two copies of the draft plan will be made available at the Community Center for citizens to review on the premises, The community meeting will be advertised in the "Northern Orange' section of the News of Orange and in the Mebane Enterprise. After the scheduled community meeting, any comments received will be incorporated into the plan, as appropriate, and the final draft of the plan will be brought back to the BOCC for adoption via resolution. FINANCIAL IMPACT: There is no financial impact involved in reviewing the draft plan, Implementation of the plan will require County funding, RECOMMENDATION(S): The Manager recommends that the Board receive the draft plan for informational purposes and review..
