PURPOSE: To approve an amendment to the HUD Cooperative Agreement Between Orange
County and the United States Department of Housing and Urban Development (HUD) for
services previously performed.
BACKGROUND: On September 29, 1998, the Board of Commissioners approved a
Cooperative Agreement with HUD for the period beginning the first (1s) day of October 1998 to
the thirtieth (30") day of September 1999. That contract was executed for Capacity Building
funds in the amount of$100,000 and those revenues were received by Orange County. Since
that time, Orange County has renewed its contract with HUD for fair housing on a yearly basis.
HUD proposed an amendment to Fair Housing Assistance Program Agencies in a variety of
amounts. HUD did not obligate these funds to agencies.
The attached Cooperative Agreement would authorize the obligation funds "not disbursed
during a previous contract period" to the Department in the amount of$115,000. These funds
are to be used for travel, training, education, outreach and administrative costs of fair housing
education, outreach and training.
FINANCIAL IMPACT: HUD proposes that the Human Relation Commission/Orange County
receive $115,000 for services previously performed.
RECOMMENDATION($): The Manager recommends that the Board approve the Cooperative
Agreement and authorize the Chair to sign the agreement.

Undisbursed Obligations
As discussed with a member of my staff, we have enclosed five copies of the HUD
form 1044 for your signature and immediate return. Please sign five copies with an original
signature, and retain one of the copies for your records. Return four signed copies to
Atlanta at the above address to the attention of: Ophelia T. Dargan, Chief, Program
Operations Branch.
As stated, this Cooperative Agreement must be executed solely for the purpose of
obligating the funds which were not disbursed during a previous contract period. In your
case, funds in the amount of$115,000.00 were undisbursed during FY 1998.
Upon receipt of the contracts from you, you will be notified to prepare your voucher
for reimbursement. If you have any questions, you may contact Ms. Dargan.

I hereby certify that at its regular meeting on May 8, 2002 the Orange County Board of
Commissioners took the following action: "to approve the transfer of the appropriation
of$300,000 in Housing Bond funding from the Freedom Parks Apartments to the Club
Nova Single Room Occupancy Project being sponsored by the OPC Foundation and the
N.C. Mental Health Association."
