BACKGROUND: Fairview Vision a) Park Plans Over the last several months, ajointly-appointed committee of Town and County residents have worked to develop a proposed master plan for the publicly-owned lands in Fairview, The primary focus of the work was on the planned Fairview Park, Phase 2, but conceptual outlines of other possible future County and municipal uses are also shown, Attached is a copy of the master plan report (including the master plan map) created by the committee. Once this is discussed and approved by the boards, actions toward permit approval and construction of the park may begin, The 2001 County Parks and Open Space Band included $850,000 for this phase of the park, The Boards may want to hear from staffs and share any relevant information regarding this project, Attachment 1-a -Fairview Public Campus Master Plan (UNDER SEPARATE COVER) b) US Highway 70 Redevelopment Project The Town of Hillsborough and Orange County have identified the US 70 corridor as an excellent economic re-development opportunity, Monies were used from the NCDOT'Moving Ahead' grant project to resurface and widen the roadway, This is a start to improve the corridor through an overall plan that can eventually promote reinvestment through access management, sidewalks, lighting, landscaping, and commitment by local government. The corridor is concentrated around the Ghurtan Street (NC 86)/US 70 intersection, but is important within a mile in either direction as new development invests side by side with redevelopment opportunities. The Boards may want to hear from staffs and share any relevant information on this issue. No Attachments c) Animal Control Orange County Animal Control -now within the Animal Services Department -has historically provided animal control services to the Town of Hillsborough, Staff understands that the Town has adopted the County's Animal Control Ordinances so that these services could be delivered "seamlessly" under identical statutes, Animal Control officers are presently working on three dog-related cases within the Town -nuisance barking, pet contact with a rabid skunk, and a stray, Animal Services Director Bab Marotto is unaware of any other specific animal control complaints or issues within the Town at this time, He has not, however, conducted the same deliberate outreach with the Police Department as done with the Towns of Garrboro and Chapel Hill. The County has annual contracts with Chapel Hill and Garrboro for animal control and/or EARS (Emergency Animal Rescue Services) in the current amounts of $ 71,812 and $6,000 respectively. The Boards may want to discuss any possible issues or concerns related to animal control, specifically in the Fairview community. No Attachments d) Policing This item is included to give the Boards the opportunity to review any possible issues related to law enforcement activities in the Fairview area and discuss any possibilities for future cooperation/collaboration that may be worthy of consideration. No Attachments e) Adequate Use of Space at Community Policing Center The original facility agreement with the Town around 2002 included dedicated space (two offices and a storage area) for projected human service functions. Public Health made brief use of one of the rooms -specially outfitted with a sink for clinical purposes -far its visiting nurse program far about a year or so. Other human services departments (Manager's Office, Cooperative Extension, Housing and Community Development, Recreation and Parks) have also used the shared community room over time for public meetings, training sessions and departmental meetings. In the recent past, Emergency Management has used the larger office on site for occasional overflow capacity to meet their operational requirements, Now that the County has acquired the Tweeter Building, preliminary planning indicates that the need for dedicated County space at the Policing Center may be considerably lessened and pending final review by the Space Needs Committee (Commissioners .Jacobs and Halkiotis serve as BOCC representatives), the opportunity may exist to release any/all County space to address needs raised by the Town. The Boards will likely want to discuss any interests in this possibility, A floor plan far the Center is attached, Attachment 1-e -Community Policing Center Floor Plan f) Habitat for Humanity Project The Affordable Housing Band Project Review Committee (County Commissioner Valerie Faushee serves as BOCC representative) has met to review a "pre-application" request from Habitat far Humanity, Habitat plans to request $116,250 in bond funds to cover 75% of the purchase price for ten lots in the Fairview neighborhood of Hillsborough. The remaining funding will come from private sources, It is anticipated that closing nn the lots will occur by the end of the current fiscal year and that housing constn~ction, beginning in the fall, will occur aver the next 1-2 years. Habitat expects to make its formal application to the Committee later this spring with a final decision an bond fund allocation to be scheduled before the BOGC. The letter from Habitat to the Committee, the Hillsborough Board's resolution regarding the project, and a map noting the Habitat lots are attached. The Boards may want to discuss and share any relevant information regarding this project. Attachment 1-f-1 - 1/5/06 Habitat Letter to Affordable Housing Band Project Review Committee Attachment 1-f-2 - 12/12/05 Hillsborough Board Resolution on Habitat Project Attachment 1-f-3 -Map Showing Habitat Lots g) Town Public Works Facility Siting This item provides the opportunity far an update on progress and other information related to the Town's Public Works Facility siting and for the Boards to discuss as necessary, No Attachments h) Temporary Solid Waste Convenience Center The County was notified in August 2005 that its lease for use of the Highway 57 Solid Waste Convenience Center (SWCC) would not be renewed by the owner upon its expiration on April 1, 2006. Since that time, the County has been exploring options for bath long-term and temporary replacement of that SWCC. There are three footprints for a small, temporary SWCC site at the County's Public Works site on Highway 86N that remain under consideration. However, the principal focus is on identifying a passible permanent replacement SWCC site, perhaps to be co-located with one or more other County facilities, such as a park.. The owner of the Highway 57 SWCC site recently agreed to extend the County's lease on a bimonthly basis until his plans for future use of the site become clearer.. However, County staff are continuing to examine permanent replacement options and welcome suggestions from the governing boards and the community. The Boards may want to hear from staffs and share any relevant information on this issue. No Attachments 2. Planning & Inspections a) Courtesy Review/Planning Process Courtesy review serves to comprehensively evaluate the impacts of a development upon both jurisdictions in a coordinated manner, consistent with good planning and good fiscal growth management practices, Therefore, courtesy review sharing of information should be at the outset of an application for annexation so the analysis (fiscal or otherwise) of bath jurisdictions can collectively assess the proposal. Also, to improve public information release and reaction, would be advantageous for the County to know of an impending issue because area County residents will be asking questions early in the fiscal analysis process. The Boards may want to discuss any issues related to current courtesy review activities as well as any opportunities to improve the process far both the Town and County, No Attachments b) Eno Mountain Road/Mayo Street Realignment Excerpt from the Executive Summary of the Access Management Awareness Project & Report - Orange Grove Road -Town of Hillsborough and BOCC Orange County, NC -March, 2Q03 Access management in the Orange Grove Road corridor includes recommendations fornew roadway connections from Orange Grove Road to other major roads in the area as new development takes place. Orange Grove Parcels show potential access points for construction of new roads in the corridor to help manage congestion by limiting the points of access to the corridor. The arrows also indicate where extensions of existing subdivision roads can be used to connect with proposed access points and provide a road network within the area between Churton Street, Orange Grove Road, Interstate 85 and Oakdale Drive. The proposed access points can be used as a guide for the design of future development proposals. This plan recommends that the Town pursue the realignment of Ena Mountain Road to align with the intersection of Mayo Street at Orange Grove Road to resolve traffic conflicts caused by the close proximity of the intersections of two urban major thoroughfares with another urban major thoroughfare, That intersection would potentially warrant a traffic light. The plan also recommends the extension of Orange Grove Road from Churton Street to US 70 Business. That connection would provide an alternative access to the US 70 Business/NC 86 corridor and alleviate congestion on Churton Street, The connection would also provide a more direct route to Eno Mountain and western Hillsborough from the US 70 Business corridor, Session Law 2005-276, Section 28.27 allocated twenty-eight million dollars to the 14 Highway Divisions for economic development transportation projects. Each Highway Division will be allocated an equal share of two million dollars for fiscal year 2005-2006. The NCDOT has developed the following project selection criteria: Economic development transportation projects should contribute to further economic growth and development. Funds in each Division not needed for economic development projects shall be used on spat safety needs to enhance safety, reduce congestion, improve traffic flow, reduce accidents, and for system preservation. Any remaining funds in each Division shall be used on Transportation Improvement Program projects, Right-of-way should be provided at no cost to NCDOT. Utility relocations should be accomplished at no cost to NCDOT. Economic development funds on each project should be limited to $400,000, Waiver of this limitation will be approved by the Board. The Boards may want to hear from staffs and share any relevant information on this issue, No Attachments c) Renovations/Inspections for Historic Structures The Orange County Historic Preservation Commission working in tandem with the Orange County Inspections Division has established a 'Quick Response Team' and demolition permit process to prevent loss of important historic buildings to demolition. A similar process could be discussed with the Town of Hillsborough Historic District Commission. Historic buildings or any existing building can be renovated, altered, reconstructed or repaired under either the North Carolina Building Cade, chapter 24, Volume IX of the Existing Building Code or the North Carolina Rehabilitation Code, The choice of which code best fits the scope of the project is made by the project designer. However only provisions of one code apply, codes cannot be mixed. To date, only the Paliouris Truck Stop has selected the 'Rehab Code' to design their renovation, The Boards may want to hear from staffs and share any relevant information on this issue, No Attachments 3. Justice Facilities Update The Justice Facilities Expansion Project has been expanded to include 38,000 square feet, rather than the original 25,000, This was necessary in order to meet the current demands for Sheriff Department and direct Court-related program space. Further, County Commissioners have expressed a desire to limit expansion of the Courthouse to a single phase, Rather than constructing four distinct 25,000 square foot expansion phases over the course of twenty years, as was prescribed in earlier studies, the single 38,000 square foot expansion will be the sum total of expansion at the courthouse, The expansion project will also include two additional elements: development of River Park and the construction of a Farmer's Market, Construction on the projects is anticipated to begin in fall, 2006, Parking will be significantly limited during construction, Post-construction parking is likely to be reduced overall as well. The County is planning off-site parking with shuttle service to address parking needs both during and after the completion of the facility. A parking plan is being developed through the Orange County Planning Department and will be unveiled in April 2006. The Boards may want to hear from staffs and share any relevant information on this issue. No Attachments 4. Hillsborough Strategic Plan Update The first meeting of the Strategic Growth Plan Steering Committee was held on January 26, 2006 with nine committee members in attendance. The meeting was conducted by Roger Waldon of Clarion Associates, Key interests and issues as well citizen participation methods were discussed, The second meeting is scheduled for February 22, Primary items for discussion will be a draft Statement of Common Goals and review of opportunities/constraints to expansion of water/sewer service, The Town of Hillsborough and Orange County jointly funded a strategic growth plan for the Hillsborough area, which includes certain 'fringe' urbanizing areas with Orange County's planning jurisdiction. Haw much to grow, where to grow, what should it look like, and will growth be fiscally efficient, are some of the questions that will be addressed with specific action strategies for each local government to implement, The Boards may want to hear from staffs and share any relevant information on this issue, No Attachments 5. Mountains to Sea Trail North Carolina's Mountains-to-Sea Trail (MST) is planned for a nearly 1,000-mile route from Clingmans Dame in the Great Smoky Mountains National Park to Jockey's Ridge State Park by the Atlantic Ocean. As planned, the trail would pass through 37 counties, including in the Piedmont (from west to east) Guildford, Alamance, Orange, Durham, Granville, and Wake counties. The MST is currently a combination of old foot trails (same centuries old), trails constructed in the 1930s by the Civilian Conservation Corps, and by more recent outdoor groups such as the Carolina Mountain Club. Many miles through the center of the state follow the road shoulders of bicycle trail routes. In 2002, there were about 530 miles of the MST on foot trails and about 445 miles on back roads. The State of North Carolina is currently working with the Friends of the Mountains-to-Sea Trail, local governments, land trusts and other entities to identify a preferred MST corridor through Orange and Alamance counties, In October 2005, representatives from Orange and Alamance counties met with the State Trails Coordinator (Darrell McBane) in Hillsborough to discuss potential MST alignment alternatives, A second workshop is scheduled for February 3. Participants from Orange, Alamance and Chatham counties will use base maps and base data to identify potential routes and to build consensus for a primary MST trail alignment and also some alternative or secondary trail routes. A map showing the more promising alternatives is attached, At this point, it appears likely that the Orange County portion of the MST trail would pass from Durham County to Hillsborough along the Eno River, including portions through Eno River State Park, West of Hillsborough, however, the trail route is more uncertain, One scenario is to run the trail from Hillsborough in a southwesterly direction along Seven Mile Creek, Crabtree Creek and Cane Creek to the Haw River, then (in Alamance County) follow the Haw River upstream to Burlington. A second scenario would have the trail go west from Hillsborough along the Eno River and McGowan Creek through Efland, then overland to Lake Michael in Mebane and into Alamance County along Back Creek to the Haw River. The proposed MST corridors described above were discussed at recent meetings of the Commission for the Environment (CfE) and the Intergovernmental Parks Work Group (IPWG), but neither body stated a clear preference for a recommended trail alignment, Representatives from both groups have been invited to participate in future meetings, On December 12, 2005, the Hillsborough Board adopted a resolution recommending that the State of North Carolina select a trail alignment through Hillsborough that would incorporate Hillsborough's planned Riverwalk along the Eno River, A copy of the resolution is attached. The Orange County Board of Commissioners received information from staff on the MST proposal at the Board's Febn~ary 9, 2006 regular meeting. Items of Mutual Interest a) Eno River Confluence It has been proposed that a meeting of interested stakeholders and related interests be planned for a broad discussion of issues related to the Eno River, The meeting would bring together all parties interested in the preservation and protection of the Eno River, its watershed, and its tributaries for environmental, economic, public safety, and aesthetic reasons. The Boards may want to confer on the this proposal and the draft format far such a meeting, which is attached. Attachment 6-a -Draft Eno River Confluence b) Library Facilities in Hillsborough The Library Services Task Force (reconvened, 2004) expressed its support, within the context at that time of relocating the main branch to Waterstone as part of the DTCC-Orange campus) of keeping a library presence in central Hillsborough. Many central Orange residents and members of the Town Council were also concerned about the possibility of losing a library in the downtown area. The BOCC agreed to discuss with the Town how serious its interest was, using the example of Garrboro and its financial participation in the creation and operation of the Cybrary in the Century Center. Since the Task Force issued its report in the fall of 2004, the BOCC has adopted "challenge' resolutions issued to both Garrboro and Hillsborough on their willingness to make financial contributions to the broad goal of establishing "free standing" libraries within their corporate limits. Attachment 6-b - 11/15/05 Orange County Resolution to Hillsborough Regarding Library Funding FINANCIAL IMPACT: There is no direct financial impact associated with discussion of these topics. There are no action items requiring formal Board decisions. Habitat already awns eight lots in this subdivision, which were donated to us by the same owner at the end of 2005. Habitat, along with the owner of the ten lots we have under contract, will seek voluntary annexation of all 18 of the lots by the Town of Hillsborough in the next few months, The Town of Hillsborough has also committed to extending sewer and water to the lots, once the town annexes the lots. (See attached resolution from Town of Hillsborough) The contract price for the ten lots is $155,000. Habitat will be requesting 75% of the purchase price, or $116,250, from the Affordable Housing Bond Program, with the balance of $38,750 plus related pre- development and closing costs, coming from Habitat's funds. We would like to close on the lots by the end of our fiscal year, which is June 30, 2006. ORANGE COUNTY BOARD OF COMMISSIONERS RESOLUTION CALLING UPON THE TOWN OF HILLSBOROUGH TO PARTNER FIFTY/FIFTY FINANCIALLY WITH THE HYCONEECHEE REGIONAL LIBRARY SYSTEM AND COUNTY IN THE DEVELOPMENT OF AFREE-STANDING BRANCH LH3RARY IN ITS DOWNTOWN AREA WHEREAS, the Board of Commissioners of Orange County, North Carolina is dedicated to providing comprehensive library services to all County residents, in both urban and rural areas; and WHEREAS, Orange County recognizes and values the opportunity to collaborate with the Town of Hillsborough toward the development of branch library services as desired within its corporate limits to augment the services and opportunities available at the central library in Hillsborough; and WHEREAS, the Town of Hillsborough along with the County recognizes the vital role that libraries play in the lives of our residents and our communities, providing resources for lifelong learning, an outlet for recreational reading, a bridge across the digital divide, a slate of cultural programs for all ages, and a community center for all to use; NOW THEREFORE BE IT RESOLVED that the Board of Commissioners of Orange County, North Cazolina does hereby call upon the Town of Hillsborough to affirm its commitment to afree-standing branch library in its midst by agreeing to establish a 50/50 financial partnership with the County to provide the capital funding for the implementation of this important public purpose.
