"Welcome Home - A Bold Proposal to End Homelessness"

PURPOSE: To present to the BOCC the final report produced by the Human Services Advisory
Commission (HSAC) on the proceedings of its Human Services Issues Fon~m 2005: "Welcome
Home - A Bold Proposal to End Homelessness".
BACKGROUND: HSAC is responsible for making recommendations to the BOCC on issues
concerning human services programs. Its membership consists of representatives from a wide
array of county agencies and community partners. Each fall HSAC hosts an issues forum that
brings administrators, advocates, consumers, and educators together to discuss human service
needs facing the county, The forum held an September 14, 2005 at the United Church of
Chapel Hill attracted over 200 participants who examined through guest speeches,
presentations, and audience participation how the greater community through the Orange
County Partnership to End Homelessness can join to create a plan to end homelessness within
the County over the next decade,
The final report to the BOCC on Forum 2005 takes the unique form of a one-hour DVD
especially edited to capture the event highlights and serve as a public outreach and
education tool. (NOTE: The DVD will not be shown at the BOCC meeting; BOCC
members will each receive their own souvenir DVD copy.)
In presenting the final report to the BOCC, the members of HSAC request that the BOCC
maintain its high level of interest and involvement in the goal to end homelessness in Orange
County by 2015, and consider applying its full arsenal of affordable housing resources to foster
the implementation of community oriented solutions as they emerge,
HSAC thanks the BOCC for its financial support through the years for conducting the annual
forum. Also, it was through permission of the BOCC that HSAC was able to direct one hundred
percent of Forum 2005 registration proceeds to the local non-profits, Interfaith Council and
Orange Congregations in Mission, largely involved in homelessness prevention and assistance.
Each non-profit received a check in the amount of $557 last October.
Copies of the Fon~m 2005 report - in either DVD or VHS format -are available to the public
and participants upon request in the nominal amount of $5,00 to cover postage and handling.

FINANCIAL IMPACT: Acceptance of the Forum 2005 final report as information involves no
commitment of County finances.
RECOMMENDATION(S): The Manager recommends that the Board accept the report from
the Human Services Advisory Commission on Forum 2005.
