Commissioners Present: Don Willhoit, Ben Lloyd, Shirley Marshall, Norman Walker and Richard Whitted. A. APPRMAT, OF (11TUTES No Minutes were approved. le D. 1251 FOR DFCIsION Dl. 1 : Elizabeth Walters presented a proclamation explaining that the theme for this year is "Partners in Progress--People Helping People". Don Willhoit moved, Ben Lloyd seconded, the proclamtion. VOTE: Ayes; 5 D2. Parmon Young: (See permanent agenda file for a copy of the Land Use Plan) Susan Smith Presented background, Commissioner Marshall moved approval of the proposed changes to the Land Use Plan with the assurance that if the Town of Hillsborough wished to propose specific amendments relating to the ambience of Historic Hillsborough, that this Board would remain open to making such amendments; Commissioner Whitted seconded. VCTE: Ayes; 5. Commissioner Willhoit moved, Commissioner Marshall seconded that the staff prepare recommendation on a new name for the area. VOTE: Ayes; 5. D3. Mildwood Section II Preliminary Plan : Susan Smith made the presentation. Commissioner Lloyd moved; Commissioner Walker seconded approval of the Planning Board recommendations (see page for these recommendations) with the developer's understanding that approval is contingent on approval of the state for water lines. Commissioner Walker moved, Commissioner Lloyd seconded the approval of the preliminary plan for the property of Glenn T. Sykes, Jr. and Carolyn Lindell with a thirty foot drainage easement shown on Lot 5. VOTE: Ayes; 5 D5. Tloyd Farm subdivision_Preliminary P1 U1 : Commissioner Walker moved, Commissioner Lloyd seconded approval of the preliminary plan for Lloyd Farm subdivision with the following condition: Private road will be built to Class B standards with a note on plat that lots 1 and 2 which should be designated lots A and B have access onto SR 1103 only. Considerable discussion occurred on the necessity for requiring paved roads—the advantages and disadvantages--immediately and in the future. Commissioner Lloyd moved and Commissioner Walker seconded approval of the Preliminary Plan for T.H. Subdivision with private unpaved roads. VOTE: Ayes; 2, Noes; 3 (Whitted, Millhoit, Marshall) Commissioner Marshall moved, Commissioner Whitted seconded approval of the preliminary plan for the T.H. Procedure for Recruiting_ New Agriculture Extension Chairperson : Dr. Hugh Liner discussed with the Board the procedures to be followed in hiring a new Agricultural Extension Chairman. He hoped to have a recommendation to make to the Board by the first Monday in December. Allocation lists showing current and recommended classification assignments for all positions included in the study; (4). Recommended salary structure for the County; (5). NEED: Farm-City Week is sponsored by the N. C. Agricultural Extension Service and is organized in Orange County by a citizen committee working under the local sponsorship of the Orange County Agricultural Extension Service The goal of Farm-City Week is to foster comunication and cooperation between the urban and rural populations of Orange County. ' ovipp A joint meeting of the Hillsborough and Eno Advisory Councils was held on September 8, 1983. Of the five Hillsborough members attending, four recommended approval of the Area Plan narrative, as revised by staff, and map. Theldissenting member expressed concerns about crime, traffic, non- residenti41 development impacts and density. No no TAC members were in attendance. On October 25, 1983 the Orange County Planning Staff presented the Harmon Young Area Study to the Hillsborough Town Board and Planning Board at their joint meeing. A number of concerns about the study were raised by the Town Boards' membersand interested citizens in attendance at the meeting. There w a concensus that the County not adopt the area study until the concerns have been addressed in the proposed Area Plan. A major concept of the adopted Plan is the designati of commercial and/or industrial activity nodes of various types and sizes at major intersections in the County. As part of the on-going process of refining the Land Use Plan, it was intended that the designated activity * .nodes could be subject to further scrutiny and refinement by the Plannino * Staff and Board as area studies. Therefore, a number of area studies were included in the Planning Department's work program. Du to consid rable development activity in the vicinity of the 1-85 and new 1 hiC 86 interchange, designated in the adopted Land Use Plan as the HB-4 Harmon Yqung Commercial Transition activity node, the Board of Commission on January 4, 1983, following consideration of the Piedmont Power propose amendmen to the Land Use Plan, rezoning and special use permit, directed the Planding Department to review and revise the adopted plan for the HB-4 activity node as the priority area study. The stud , hereafter to be referred to as the Harmon Young Area Study, is currently underway. The study area includes the area in Hillsborough Eno Townships generally defined by the Eno River in the north; Lawrence and Colonial Hills subdivision in the east; Duke Forest - Eno Division 1 in the south; and Cornwallis Hills subdivision, Flint Ridge Apartments an NC 86 in the west. Portions of the Town of Hillsborough and the Town's extraterritorial planning jurisdiction are included in the study area. 1 areas will be considered throughout the study period in cooperation with Town of Hillsborough which has indicated an interest in and desire to wor with the County regarding development south of the Town. The remaining portions of the study area are under the jurisdiction of the County. Considerable effort was made to inform and involve as many residents of the study area, as well as any other interested individuals and groups the development of the area plan for the study area Appendix A contains schedule of events for the Harmon Young Area Study. The type of soil which characterizes au area is one of the most important natural environmental factors in determining land development. In general, as the severity of soil limitations increases in an area, construction costs will esculate because of the site preparation necessary prior to construction. Important soilsIcharacteristics that influence land use include premeability, shrink-swell potential and drainage capacity. The land in the study area south of Interstate 85 features a large amount of Georgeville and Herndon soils. These soils tend to be more suitable for septic tanks and development than many other soils in the County. There are also several large areas of Tatum soil through the study area. This type of soil is associated with the streams that flow into the Eno River and, due to slope in the area, tend to be less suitable for development. Goldston and Wilkes soils also tend to be less suitable due to slope problems. Altanista, Chewacla and Congaree soils are associated with wetness and flooding problems and are therefore poor for development. Much of the land north of Interstate 85 in the study area is developed. The areas which are not developed are generally suitable for development be-- ` cause of the large amount of Georgeville soil present. However, two of the most prominent locations which are not suitable for development are Occonee- chee Mountain and the landsalong the Eno River, Goldston soil which is found around the mountain is not suitable for development due to the slope of the land, while Tatum and Congaree soils along the river are unsuitable due to slope and flooding problems respectively. Although there are other locations where soils are marginal for development, the majority of soils located in the study area are suitable for development. To classify the soil suitability for various uses, the report entitled a Planning Guide to the Oranee Countv,_ North Carolina Soils Survey was used. This report prepared by the Orange County Planning Department and Soil Conser- vation Service combined soil types into suitability categories based on simile characteristics) These urban suitability groups are shown below matched with the soils found in the area study. The reasons for a poor rating are footnoted at the bottom of the table. Elevations range from a high of 8S9 feet at the tap>of Occone, Mountain to a low of 490 feet along the Eno River. The most severe slopes a located in the northern and northwestern part of the study area along the E►2, River and around Occoneechee Mountain (See Topography Map) . Relatively flat between 600 ar+d 700 feet in elevation are scattered throughout the study are, but are most noticable south of Interstate 85 between Old 86 and New 86. Generally the area slopes in a northerly direction toward the Eno River It also slopes easterly away from the high elevations in the western section the study area. Numerous ridge lines run in a north south direction through the study a These ridge lines vary in elevation. Poplar Ridge located in the northwest ner of the study area, has a high point of 733 feet, while a ridge line just south of Oakdale Drive has a high of 716 feet. Another ridge line runs sou along New 86 from the intersection of Old N.C. 10 to the approximate souther border of thelstudy area. • Slope isle major element impacting the suitability of land for various Slopes exceeding 15% (15 feet of vertical change per 100 feet of horizontal tance) present a constraint for the potential development of the land. Slop, of this nature are also economically infeasible for utility facilities. More spe cifically, analysis of the hydrology of an area includes consideration of th factors preci:pitation, stream drainage systems , surface and subsurface water resources and potential for flooding. Orange County receives about 43 inches of precipitation a year. AlthoL the precipitation is fairly evenly distributed throughout the year, the drl-e season is the fait . July and August are the wettest months with the precipi tation total augmented by thundershowers. Major Features. The Eno River is the largest flowing body of water in Harmon Young Area Study. It is located along the northern boundary of the study and is one of the main streams in the Neuse drainage basin. The Eno drains into the Flat River in Durham County. Cates Creek is the second largest stream in the area study. This Cree flaws in a northerly direction into the Eno River and is located between 01 and New 86. �t. Stoney Creek, the next largest stream in the area study, originates in the southeastern corner and flows in a southerly direction, where it inter- ^' sect with a second branch of the Creek. Stoney Creek eventually flows back to the Eno River. There are a number of small impoundment areas located throughout the study area. Most of these were, or are, being used as farm ponds. Drainage Patterns. With the numerous ridge lines running In a north- , south direction throughout the area, the majority of surface drainage flows in an east-rwrs t- direction. . £ ' The surface drainage in the north-west section of the study area flows into a number of small unnamed streams and creeks that empty into the Eno River. Runoff from the central portion of the study area flows into Cates Creek wi also empties into the Eno. Stoney Creek, in the southeastern corner of the study area, collects the majority of drainage in that area. Floodplains. Floodplains are those areas which will be inundated y t in a specific storm event, normally defined as that storm whose probabilit. occuring is once every one hundred years. Land with mature existing vegetation is more valuable for residential devel- opment purposes than land that has been cleared. Subdivisions and other residential developments with large trees and a fair amount of vegetation are more environmentally pleasing than developments with cleared land. Although evision aesthetically pleasing if retained in the development of the site, mature existing vegetation may pose a considerable development cost in the clearing land for non-residential purposes. A -large part of the land in the Area Study is forrested. Vegetation includes mixtures of poplar, elm, pine, oak and cedar trees. Several large areas of mature trees include Poplar Ridge, the area south of Interstate 85 between Old and New 86., Duke Forest, areas along the Eno River and around OcconeecheelMountain. Residential Areas. The predominant land use in the Harmon Young Area Stui is residential . Residential development is characterized by single family structures, apartments, and mobile homes. There- are a number of small mobile home parks scattered throughout the al the largest eing Byrdsville with approximately 46 mobile home spaces. Orange Mobile Estates is the second largest with 42 spaces. Both of these are locate off Old N.C. I10. The Area Study can be divided into four major residential areas: I) Old N.C. 86 south of Interstate 85 which includes Flint Ridge Apartments, Flint Ridge subdivision and Cornwallis Hills, a subdivision which is currently in th process of being developed; 2) Tuscarora Drive area subdivision; 3) Colonial Hills subdivision and the residential area along US 70-A; and 4) Joppa Oaks Su division area, which includes Byrdsville Mobile Home Park, Orange Mobile Estat and WildwoodISubdivision.Phase I . Commercial Areas. The majority of commercial uses in the Harmon Young Are Study are located along Old N.C. 86- north of Interstate 85. All of these con cial uses ar! in the Town of Hillsborough's corporate limits. These commercia uses include the Daniel Boone Complex? Daniel Boone Square and a number of otl smaller individual commercial uses. There are also four mobile home sales lot; that are located in this area. Commercial uses located in the Town of Hillsborough's Extraterritorial Ply ning Jurisdiction, but not in its corporate limits, include the commercial com- plex at the northwest intersection of New N.C. 86 and Interstate 85, FCX and tt Farm Bureau office located off Nev N.C. 86, and McDonalds located at the south- west corner of the intersection of Old N.C. 86 and Interstate 85. There area three concentrations of commercial uses in the County's jurisdici These include the commercial uses along New NC 86 at Interstate 85, the uses on the south side,of Old NC 10, the Woods Brothers commercial complex along New NC vision and proposed PLedmoat office/warehouse complex along new NC 86 at the southern boundary of tills area study. Industrial Areas. There are seven industrial uses located in the Harmon Young Area Study. of these seven._four are located in the central section of t area study a and U.S. 70A and New N.C. 86. These four include: White Furr (Furni- ture Company, Wilmore Electronics, Champion Products and Hines Liner Corpora- . tiom. All of these are within Hillsboroughs extraterritorial zoning jurisdic- tion. The only other industrial use in the Town's extraterritorial jurisdic- tion is the Brady Company, iocated :partially within the north central portion of the study area. Piedmont Minerals is the only industrial use located with- in the corporate limits of the Town. This use is located in the northwest section of the area study. Other uses not considered commercial indu! or residential in nature would include the prison and the North Carolina De; ment of Transportation property located at the southeast corner of 1nterstat and Old N.C. 86. In the Harmon Young study area, th road system serves two functions: .traffic movement .land access For an individual , the performance and adequacy of the road system is ev by objectives!I such as speed, convenience, safety and cost. For the county as whole,eveluatipn is based on broader objectives such as the impact on the econ growth protenitial for an area and whether the existing character of the area disturbed. The Harmon Young Study area contains a relatively adequate road network. This network is comprised of roads classified as interstate (1-85 and Propose arterials (NC 86, old 86, and US 70); and collectors (old NC 10, SR 1006 Oran Grove Road) . The classification system used describes roads according to the of service. In general , the higher the road classification, the more intensi service provided; that is the greater the access provided to large land areas within longer distances. Lower road classifications indicate the primary ser provided by the road . is access to individual land uses and access to roads se a traffic movement function. interstate and arterials are designed to provide the best service and sh travel times linking employment, shopping, education and population centers. roads provide, area with access to arterial and interstate roads. All other r are classified as local roads which provide the least intensive traffic moverr the greatest land service. There are three major areas in the study area that presently are not ser by the road system. This is due primarily to absence of development in the a These areas include the area south of 1-85 between NC 86 and Old 86; the area. between 1-85 and US 70 bounded by Old 86 and the Colonial Hills subdivision, the area loc ted south of the Eno River outside of the Hillsborough extraterr planning jurisdiction in the north eastern corner of the study area. The proposed 1-40 corridor will link 1-85 near Hillsborough to the exist 1-40 terminus at the Research Triangle Park. Where this route crosses orange access to other employment certers such as Durham, Raleigh, Chapel Hill and F Triangle Parki will be improved, thus increasing development pressures at the interchanges. Between 'Chapel Hill and Hillsbor©ugh,four interchanges will be sited: (1 and Weaver Dairy road, just north of Chapel Hill ; (2) New Hope Church Road, j east of NC 86; (3) Old 86 just south of.. Public water lines are available throughout the Harmon Young Area St The Town of Hlillsborough's water treatment plant, located on Ben Johnson Roa has a capacity of 3 million gallons per day.' Water is distributed throughou the area via a 16 inch water main which parallels Faribault Lane. This 16 i line feeds smaller lines thoroughout the area. A 12 inch water main extends down U.S. 70-4 to the eastern boundary of the study area. A 12 inch line wi also be extended down Valley Forge Road and will follow Cates Creek and the Southern Railroad to the property presently being developed as Wildwood Sub- division. An 8 inch main extends down and parallels Orange Grove Road. An 8 inch line also extends down Old N.C. 86 close to the intersection with In- terstate 85. A 6 inch line runs under Interstate 85 to the prison. Along old N.C. 86 flrom Oakdale Drive south to the boundary of the study area runs a 3!' line. ( EE Utilities Map) . SEWER. Sewer, lines serving the study area range in size from 4 inch to 10 i lines. The Town of Hillsborough's sewage treatment plant, which is located the Eno Rivericlose to the Brady Plant, has a capacity to treat 2 million ga per day. Sewer lines are not as prevalent as water lines and only cover a p tion of the study area. A main 10 inch gravity line beginning at the pris runs along Old N.C. 86 back into town. Along Orange Grove Road runs a 4" fc main which connects to a 10 inch gravity flow line on Old N.C. 86. Cornwall Hills, a new subdivision off Old N.C. 86, is served by a 4" force main which pumped back to Oakdale Drive. Wildwood Subdivision will be served by an 8" gravity line which will flow to a pump station on the south side of the Sout Railroad. It will then be pumped by a 6" force main back to another pump st located at Cates Creek just south of U.S. 70-A. A 4" force main runs from t pump station to the Hillsborough sewage treatment plant. Since the Commissioners directive, the Planning Department has held a, serieslof Township Advisory Council meetings and public meetings for the residents of the area within the- jurisdiction of the County. Through- out the months of June, July and August, three (3) Township Advisory Council meetings were held.with- the Hillsborough TAC, two held jointly with the Eno TAC. Four (4) public meetings were held following notifi- cation by letter and in the local newspaper of all property owners in the study area.under the County's jurisdiction. The meetings were held to inform the residents of the purpose and scope of the study, to review the results of the community survey mailed to each resident of the study area Fri the County's jurisdiction, to consider development problems and concernsland draft goals and objectives and to discuss the proposed and preferred-plam alternatives.. The adopted Land Use Plan contains land use goals and policies for the county, as well as designates land use plan cetegories for development applicable county-wide. The following land use plan categories are designated for the study area: Urban. Land that is within the corporate limits of the Town and, therefore, under the jurisdiction of the Land Use Plan for the Town of Hillsborough. Ten Year Transition, Land located in areas that are in the process of changing from rural to urban, that are suitable for urban-type densities and should be provided with public utilities and services within the first 10 year phase of the Plan. Twenty Year Transition. Land located in areas that are in the process of changing from rural to urban, that are suitable for urban type densities and should be provided with public utilities and services within the second 10 year phase of the Plan. Rural Residential . Land in the rural areas of the County which is appropriate for low intensity and low- density residential development and which would not be dependent on urban services during the plan period. Agricultural Residential . Land in the rural areas where the prevailing land use activities are related to the land (agriculture, forestry) and which is an appropriate location for the continuation of these uses. kA' Commercial Transition Activity Node. On November 22, 2982, a public hearing was held concerning a proposed Land Use Plan amendment to extend the Commercial Transition activity node along the right-of-way of NC 86 to allow Piedmont Power to construct an office building and maintenance/warehouse facility. A request for rezoning of the property and approval of a Special Use Permit was also considered at that time. On January 4, 1983 the Land Use Plan amendment, the rexoning request and the Special Use Permit for Piedmont Power Electric Corporation were approved. 1 e�" E 0.F Subsequenly, a public hearing was held on January 24, 1983 to consider an amendment to the Land Use Plan for a 149 acre tract of land located at the southwest corner of the 1-85 and NC 86 interchange. The amendment involved changing the designated 20 Year Transition Area north of the `.' railroad track and the Rural Residential area south of the railroad track to Ten Year Transition. The Land Use Plan amendment, as well as a rezoning, for the southernmost ten acres to R-4, called Wildwood Phase l were approved on March 7, 1983. A second rezoning application for 35 acre to R-5, called Wildwood Phase 11 , was approved on August 1 , 1983. A third rezoning application for 3-01 acres on the east side of NC 86 to R-4 is cu rently under consideration by the County. VOTE: Unanimous 040 Pac AGENDA ITEM #3: Matters heard at August 22, 1983 Public Hearing Board Decision AGENDA ITEM #3a: Harmon-Young Area Plan - text At the September 19, 1983 Planning Board meeting, the Planning Staff reviewed proposed changes to the text of the Harmon-Young Area Plan. The Board wished to have more time to review the proposed changes and asked staff to bring the item back for discussion at the next Planning Board meeting. The Board approved the Area Plan map with the extension of the Industrial-Commercial Transition area south of 1-85 west to the Hillsborough extraterritorial planning jurisdiction line at the September 19, 1983 meeting. The impact of this item is further review, revision and adoptior of the narrative for the Harmon Young Area Plan. Smith noted that the revisions presented at the last Planning Bc meeting had been incorporated into the text. Gordon noted on line #6 page 1, that the wording should be node: could be subject . . . instead of would be . . The next phra: "To achieve this objective, "should be changed to therefore". Irvin concurred with these two changes. Collins inquired if it was ever the Intention of the Planning B1 to refine nodes by property lines. Irvin responded that it was implied if not expressed that something like this would be done Gordon commented it was not the Planning Board's intention to do this to every node. Smith noted that it had always been intended by Planning Staff the nodes would have to be refined over time as part of the war gram and in response to changing ing conditions.P 9 Gordon responded that it had never been the Planning Board's Intent to go back and modify every node. Greenberg requested to delete the reference to animal control $" ordinance from page 19 and retain it on page 23, and to note that it will be effective January, 1984. Irvin concurred with this suggested change. There was no objection from the Board. Pearson requested deleting the reference to non-state maintair roads and water lines from page 19 under public safei. Smiti indicated this was included as a statement of local concerns. Greenberg inquired about the added item "Promote interovernmel coordination and review of development proposals through cour review procedures." on page 20. Smith responded that for th. Chapel Hill-Carrboro area there agreement, but there was inf ormal courtesy rev Smith continued that staff would like to establish a courtesy review process with the Town of Hillsborough. As a blanket statement, however, she suggest< that it be deleted from the objectives. ,,- k-, Irvin commented that one problem with cluster development is that essentially it presumes to preserve open perpe en s s ace in uer ld 1 but perpetuity cannot always be assured. I am a property owner residing on the northern edge of the study area and on the eastern side of the Hillsborough town • limit. I find that this document neglects entirely two of the most important issues relevant to the planning of this part of Orange County, and I hope that before any action is taken by the County Commissioners these issues will be addressed and fully explored. First, this report ignores entirely the fact that the Harmon Young Study area (an ill-chosen title to designate this area because already it connotes commercialization, Occoneechee Farm1Study area might be more appropriate) includes one of the most€ important, and still` most beautiful, entrances to Hillsborough, the most lovely and historically significant town in Piedmont rr North Carolina. Many citizens of this town and county are Vie.. working diligently to protect and preserve the character of it j! 2 and commercialization which are taken for granted in this report would work squarely against this effort and destroy the quality of one of the few remaining attractive approaches to the town. Second, the report ignores entirely the costs and disadvantages for the existing citizens of Hillsborough and Orange County of the industrialization and commercialization of this area. The report "recognizes" "the locational advantages and opportunities for non-residential development of the area". "Advantages and opportunities" for whom? And upon whom do the costs of this development fall? Evidence seems to be very strong that development of the kind assumed here brings higher taxes not lower ones. The tax base is enlarged but so are the demands for services even more: for schools, water and sewer, polite and fire protection, etc. It is clearly evident that the tax rates of larger, rapidly-growing cities in North Carolina are far higher than those in Hillsborough. Does anyone believe that with development Hillsborough's taxes will not foil w suit? Should the report not point out that this increase in taxes will surely be a result of the "non-residential development" here proposed and estimate what this cost will be to taxpayers? .: i But in addition, the proposed development will bring other a• Ci a, 3• 9' [l costs to the community which are nowhere discussed in the report: pressure on already strained public services thereby reducing their quality, crowding, 'noise, pollution, crime, and stress on the fragile Eno River ecosystem which is threatened today by the encroachment of development and the removal of water for residential and commercial use. It is well—known that northern Orange County has one of the highest employment rates in the United States, the result in no small part of its economic base in education, health care delivery and other service activities. What possible advantages to the present citizenry can further industrialization bring? A more stable economy? Not when you are the most stable economy in the country. Better paying jobs? Not likely when wages in service sections are rising more rapidly than in manufacturing! A better relationship between people and natural resources? Not when the pressure is already clearly visible on water, sewer, and transportation facilities. Clearly some land owners may benefit from the land use assum d in this report. But who else? Will this change take place at the expense of the quality of life of other citizens of the county? The planning report should tell us. NEED: The Northern Human Services Center has been in need of roof repair for some timle. There is also a need to insulate that building to reduce energy costs. The polyurethane roofing system which places a minimum 1" insulation covered by a water proof plastic membrane on the roof would solve both these problems at a considerable savings over the traditidinal built up roof. With the knowledge that only limited funds were available for this project, bids were solicited for 3 phases of roof inStallation, with Phase I and Phase II covering most of the problem areas. IMPACT: $31,000.00 has been budgeted for this project in the capital improvements account' Awarding of Phase I & 11 to the low bidder would result in covering 12,900 sq. ft. of the 35,500 sq. ft. roof. Child Care COundil The Board at it's October 3, 1983 meeting approved establishment of a Council to, among other things, look at how to create a department, integrate the money avail. from State and private sources and map out goals and objectives. Solicitation of nominations has been by means of advertising (November 1 and 6) and letters requesting nominations from the University, Memorial Hospital , and Chambers of Commerce. State Health Dire RE: New Statutory Provisions Concerning the Appointment of Members to the County Boards of Health I am writing concerning a change in the North Carolina Public Health Law that affects the appointment of members to county boards of health. Present law, G.S. 130-13(c) , provides that a county board of health shall consist of nine members, including one physician, one dentist, one pharmacist, one county Commissioner, and five public members. Ratified Senate Bill 141 of the 1983 liSession of the North Carolina General Assembly, effective January 1, 1984, increases the membership from nine to eleven by adding one optometrist, one veterinarian, and one registered nurse, and by reducing the number of public members from five to four. (G.S. 130A-35) Section 14, page 124 of Ratified Senate Bill 141 establishes the procedure for making the change in membership of the county board of health. That section requires the county board of commissioners to appoint a veterinarian member and an optometrist member to the county board of health, to assume office on January 1, 1984. The county board of commissioners is also required to appoint a registered nurse member to the county board of health to replace he first public member of the board of health whose term expires on or after January 1, 1984. As you <now, our Board has lacked an appropriate scope or breadth of knowledge in the area of research and if Dr. Clemmons were appointed, we feel Dr. Clemmons could provide this. Dr. Clemons has expressed an interest in serving on the Board should he be so designated by the Commissioners. C. 27278 Dear Kenneth: In accordance with our conversation of November 2, I will outline the conditions of the proposed position classification and pay plan study. - As soon as is convenient for your staff and employees, Mrs. Pace will meet with approximately 222 general county employees and explain the pro- - posed study! Mrs. Pace will ask each employee to complete a questionnaire describing Lis or her duties and responsibilities. We will ask supervisors to review the questionnaires completed by their employees and on a separate sheet to indicate any difference of opinion and to answer additional questions. We will contact at least one half of the employees and ask them to provide such additional information as necessary to clarify duties and responsibilities and to resolve differences of opinion. We will prepare class specifications for each class of positions in non-competitive service departments'. We understand that staff of the Department of Human Resources will review all competitive service positions in order that similar class titles can be used where possible. We are looking forward to working with their staff in order that all county positionS can be evaluated by the same standards . We plan to survey public salaries and fringe benefits and present comparative salary data from Alamance, Durham, and Wake counties, and from Chapel Hill!p Durham, and the State of North Carolina.
