Summary Report
PURPOSE: To award two housing rehabilitation contracts for the County's HOME Investment
Partnership Program.
BACKGROUND: The Housing and Community Development Department solicited bids from
qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation
Program for the general repair portion of the work specifications. Bids were also solicited from
lead based paint abatement contractors for items containing lead based paint as required by
federal regulation.
The informal bidding process is governed by the North Carolina General Statues §143•-131 and
does not require a minimum number of bids. Additionally, present program procedures provide
that housing rehabilitation contracts be awarded to the lowest responsible bidder. Additionally,
ali contractors participating in the County's Rehabilitation Program are required to utilize current
deconstruction and material recycling methods during the repair process.
Sealed bids were solicited from participating contractors on March 1, 2005 and August 23, 2005
with a bid opening on March 10, 2005 and September 8, 2005 respectively with three bids
received for the general repair portion and the lead based paint portion of the work
specifications for 8109 Atkins Road. Bid results are attached.
Also attached as additional information is a summary report of housing rehabilitation activity
since Fiscal Year 2001. During that time, a total of 19 substandard dwelling units have been
repaired at a total cost of $535,096.
FINANCIAL IMPACT: The HOME Investment Partnership Program provides grant funding for
this repair program.
RECOMMENDATION(S): The Manager recommends that the Board award the fallowing
housing rehabilitation contracts:

Exterior:
Install 12 automatic foundation vents around the perimeter
foundation walls. All vents shall be secure,

base coat of cement based stucco, Apply one coat offiber-reinforced
cement to strengthen the foundation walls. Color white, _
3. Install a new treated crawlspace door and frame, hrstall a 2x4
treated frame and 3/4 inch treated plywood door, Install new
galvanized hinges and locking hasp.
4, Install D-5 vinyl siding over all existing wood siding, Install ''/a"
fan fold insulation before the siding is installed. Cover the gable
vents with vented soffit. Install all necessay vinyl trim and
corners,
5, Prepare the fascias, eves and overhangs for aluminum coil trim,
Install all necessary gutter boards and wood framing to properly
install the white aluminum coil stock.
Wrap all door & window frames with white coil stock. Wrap all
exterior boxing with white coil stock, Install vented soffit on the front,
rear and porch overhangs. Install solid soffit on the three gables.
Install solid soffit on both front and back porch ceilings. _
6. Install two, 32 inch six panel metal exterior door units on the back
porch. The new door units shall have an aluminum threshold and
weather-stripping, Install a keyed lockset & deadbolt keyed
the same. Install a wide view door viewer in bath new door units,
Install all necessary framing and trim on the interior to finish the
unit's interior. Prime and paint the casing with asemi-gloss latex
paint.
A Lead Paint Abatement Contractor will remove the existing
doors,
Remove the existing handrails on the ramp, Install new pressure
treated handrails. The handrails shall be 36" tall and placed on both
sides of the ramp. The railings shall be secure and meet the NC
Building Codes for Ramp Handrails.

plastic splash-blocks under each downspout. Attach a 10 ft
section of soliddrain-tile to the front downspouts to divert
water away from the unit.

Install four (4) vinyl replacement windows on the 2"d floor.

Plumbing:

primer, Paint the ceiling and bed molding with semi-gloss latex
paint, The paint shall cover completely.
6, Prepaze the floor for vinyl. Install 1/4 inch plywood and a new
vinyl floor. The vinyl to cost not less than $ 14 sq yd, Install metal
trim at the door openings. Install painted shoe molding at all wall
and cabinet azeas,
Bathroom:
Remove the bed molding, Install % inch MR sheetrack on the
ceiling, Finish the sheetrock smooth. Prime the new sheetroclc
with a construction primer. Paint the sheetrock with semi-gloss
latex paint. The paint shall cover completely,

Hallway:
Install 3/$ inch sheetrock on the ceiling. Finish the sheetrock

Bedroom # 2:
Prepare the walls and ceiling for 3/8 inch sheetrock. Remove all

Note: Prior to conducting Lead-Based Paint Abatement activities, all personnel
associated with the project should review and fully understand the requirements of
ALL applicable local, state, and federal regulations that may apply to the worltsite.
Worksite Preparation:
Ground Containment:
1.
Before exterior construction, constmct a wont site perimeter curb
of 2x4 timbers ten (10) feet from the house exterior, Create an outer
barrier of flags and/or plastic tape 3 feet on center and 20 feet from
the worksite. Post proper signage in the work area. All warning signs
must remain posted until cleazance is passed.
2. During the period of work on all exterior components attach one
layer of 6-mil polyethylene to the building exterior with furring
strips, extending 10 feet past the work site. Wrap the plastic under
the perimeter 2x4's, Change the plastic daily.
Clearance Examination:
After completion of all work that disturbed LBP and any other lead
hazard reduction activities, a qualified person shall perform a
cleazance examination. Worh disturbing lead-based paint is not
considered complete until clearance is achieved,
Pre-Clean:
Pre-clean the interior of the unit in all areas that Lead Paint was
disturbed. HEPA vacuum all horizontal surfaces, to include all
floors, windowsills, troughs, baseboards and casing.
Exterior:
Remove the crawlspace door and frame. Pacltage in 6 mil
polyethylene and properly dispose of,
2. Remove approximately 241inear ft of rotten siding.

3. Remove the wood between all rafters to allow ventilafion into the
attic. Package in 6-mil polyethylene and properly dispose of.
4, Remove the windowsills on the right/reaz side of the unit. The
sills shall be flush with the existing siding,
5. Remove the two doors on the reaz porch, Cut a 34 1/2 x 82 %z inch
opening in the siding to receive a 32 inch door unit.
(Note) The rehab. contractor shall frame the opening to receive
new door unit.
6. Remove the four (4) windows on the 2"~ floor.
7. Prepare the siding, soffits and rakes for vinyl and coil stock.
Remove loose chips of 1"minimum dimension and stabilize
deteriorated paint that does not break off in place to a moderate
touch, Apply a Tyvek, or similar vapor bamer to enclose the lead
containing paint on the siding, Prevent paint chip material from
falling out of the barrier by lapping the successive lower layers a
minimum .3" and over the top ofthe upper barrier. Lap and turn all
corners and ends a minimum of 12", Apply a Lead Block primer
to the soffits and overhangs to stabilise the existing paint,
Note: All lead paint debris including paint chips and wood shall be double
bagged and goose neck tied in 6-mil poly, All debris shall be properly
labeled and disposed of at a Licensed Landfill,
A copy of the Lead Abatement Contractor's License shall be submitted
to the Orange County Housing/Community Development Office,
All permits and applications shall be acquired before work is to begin.
