PURPOSE: To provide an opportunity to receive and discuss the Durham Technical Community
College — Orange County Campus FY2017-18 budget request and Capital Investment Plan
Project; to receive a Legislative Update Informational item on K-12 Education Bills; and to
receive and discuss the Chapel Hill-Carrboro City Schools and Orange County School Boards
of Education FY2017-18 budget requests and Capital Investment Plans.
BACKGROUND: Each year at the April County/Schools Joint Work Session, both School
systems present their Board Approved Annual Budgets to the Board of County Commissioners
for review and discussion. Tonight, Durham Technical Community College — Orange County
Campus will also present their Annual Budget request. The following agenda items have been
established for this Joint meeting:

1. Presentation of Durham Technical Community College — Orange County Campus FY
2017-18 Budget and Capital Investment Plan Project discussion
Attachment A includes the College's Orange County Campus FY 2017-18 Budget Request and
Capital Investment Plan project.
2. Update on School Related Legislative Matters
Attachment B includes an Informational item related to a Legislative Update on K-12 Education
Bills.
The Orange County Attorney has also provided the following additional information and update
on House Bills 406 and 436 related to Impact Fees:
HB406, which only affects Orange County, and HB436, which would affect Orange County and
numerous other cities and counties across the state, were introduced by Representative Sarah
Stevens, a Republican who represents Surry and Wilkes County. Both bills were discussed in
the House Committee on State and Local Government I on April 5th. Both received favorable
reports and advanced to the House Committee on Finance where they await hearing.
House Bill 13 — Class Size Reductions for Kindergarten through Third Grade
School representatives will be present to provide any additional information and/or answer
questions regarding HB13.
3. Presentation of Chapel Hill-Carrboro City Schools Board of Education FY 2017-18
Budget and Capital Investment Plan
Based on the North Carolina Department of Public Instruction's projected Average Daily
Membership (ADM) enrollment for FY2017-18, Chapel Hill-Carrboro City Schools enrollment
would increase by 222 students, while charter students of 217, less Out-of-County tuition paid
students of 241 remain the same as in the previous year.
Chapel Hill-Carrboro City Schools is requesting an increase in the local per pupil allocation of
$377.50. This requested increase in the local per pupil allocation for current expenses would
increase the per pupil allocation to $4,245.50. This funding level would represent an increase of
$5,469,806 in the current expense for Chapel Hill-Carrboro City Schools.
Chapel Hill-Carrboro City Schools Capital Investment Plan projects for FY 2017-18 totals
$4,673,027, with a 5-Year total of $71,580,346.
4. Presentation of Orange County Schools Board of Education FY 2017-18 Budget and
Capital Investment Plan
Based on the North Carolina Department of Public Instruction's projected Average Daily
Membership (ADM) enrollment for FY2017-18, Orange County Schools enrollment would
decrease by 7 students, while charter students would increase by 192 to a total of 711, less 89
Out-of-County tuition paid students, which remains the same as in the previous year.
Orange County Schools is requesting an increase in the local per pupil allocation of $417, This
requested increase in the local per pupil allocation for current expenses would increase the per
pupil allocation to $4,285. This funding level would represent an increase in the current expense
for Orange County Schools of$4,182,015.
Orange County Schools Capital Investment Plan projects for FY2017-18 totals $3,103,689 with
a 5-Year total of$47,541,561.
During tonight's presentation, each school system will share their FY2017-18 budgets and
Capital Investment Plans with the Board of County Commissioners.
FINANCIAL IMPACT: There is no financial impact to receive the School systems' FY2017-18
Budget requests and Capital Investment Plans.
SOCIAL JUSTICE IMPACT: There are no Social Justice Goal impacts associated with this
item.
RECOMMENDATION(S): The Manager recommends that the Board discuss the issues noted
and provide direction to staff, as appropriate.
