The Orange County Board of Commissioners met in special executive session 8. at 12:00 Noon, on Friday, April 8, 1983, in the Commissioners' Room, Orange 9. County Courthouse, Hillsborough, North Carolina. 10. Commissioners present: Richard E. Whitted, Chair, and Commissioners Lloyd, 11.Marshall, Walker and Willhoit. 12. Commissioner Willhoit moved, seconded by Commissioner Marshall, to convene 13. in executive session to discuss a legal matter. Vote: Ayes, 5; noes, O. 14.
