PURPOSE: To update the Board of Commissioners on progress of the Efland-Mebane Small
Area Plan Task Farce.
BACKGROUND: The Efland-Mebane Small Area Plan Task Force was created in December
2004.
The Efland/Mebane Small Area Plan Task Force was charged with developing a small area
plan to address conditions in the area or and to update the goals and objectives included in the
1991 Study.
Questions and recommendations will be forthcoming regarding:
• development pattern,
• community character and farm,
• demand for additional infrastructure,
• Transition Areas adjustments,
• economic development potential, and
• role of Mebane
Recommendations made by the Task Force will be incorporated into a final report to be
prepared by the Orange County Planning Staff, reviewed by the Task Force, and forwarded to
the Board of County Commissioners. Recommendations, where appropriate, will be
incorporated into the Draft Orange County Comprehensive Plan Land Use Element, Orange
County Zoning Atlas and/or text, and Orange County Subdivision Regulations.
Recommendations from the plan can be accepted by resolution and then action implementation
strategies incorporated in upcoming land use, zoning and subdivision rule changes.
The attached status report notates the meetings that have been conducted already and identify
future meetings that are anticipated to complete the draft report. The BOCC will receive a
briefing on the draft report prior to conducting some scheduled community outreach. The
schedules show some approximate time frames far BOCC review.
FINANCIAL IMPACT: None at this time.
RECOMMENDATION(S): The Manager recommends that the Board hear the update and the
BOGG can offer their ideas on what specific outcomes the BOGG is interested in achieving (e,g.
formal or informal planning agreement with Mebane, annexation issues, etc,)

• Planning Staff is currently writing a draft plan that is projected to be complete by January
27, 2006.
• Draft plan will be distributed to various county departments and staff members for
internal staff review. Project a 7 day staff review period, Any necessary changes
identified during internal staff review will be made by planning staff.
Mid February 2006
• Draft plan will be sent to Task Force members. (Minimum of 10 days to review draft
plan prior to meeting).
Request that any comments be submitted to planning staff prior to meeting.
Late February 2006
• Task Force meeting will beheld on February 28, 2006 to address completed Draft Plan.
Any necessary revisions to the plan will be made after the Task Force meeting.
• Planning staff to put "placeholders" into Comprehensive Plan Land Use Element
(LUE) Update to ensure compatibility between LUE and SAP.

• Draft Plan will be on a BOCC agenda for informational purposes (non-decision item as
report).
Eazly March 2006
Hold a Community Meeting in the planning area to present the draft plan to the
community and receive comments. Staff will include pertinent community comments in
plan.
If significant comments are received from the community, an additional Task Force
meeting maybe necessary.
Mid March 2006
• Planning staff completes Final Draft of Plan.
Late March/Early Apri12006
• BOCC adoption process ofEfland-Mebane Small Area Plan by resolution begins.. Other
land development ordinances to follow in May/August Public Hearings.
