Passmore to check for duplication of ser. 4-5 MINUTES November 16, 1982 The Orange County Board of Commissioners met in regular session on Tuesday, November lG, 1982, at 7:30 P.M. in the Commissioners' Room in the Orange County Courthouse, Hillsborough, North Carolina. Commissioners present: Richard E. Whitted, Chairman and Commissioners Norm Gustaveson, Shirley E. Marshall, Norman Walker and Don Hillhuit' A. BOARD COMMENTS Chairman Whitted moved consideration of Item 10 (Sheriff's Office) up to the beginning of the agenda and to delay D-5 (Britton Woods) until November 22, 1982, There were no other changes. B. AUDIENCE COMMENTS There were no members of the audience who addressed issues on the agenda. Ms. Josephine Barbour asked permission to tape the meeting which was granted by the Chairman. Ms. Barbour asked to address the Board concerning its consideration ' of the Eno River Reservoir site in October; Ms. Barbour said action on the Eno , site was taken despite the fact that it was listed on the agenda as a report. , She said interested bodies were not notified that this item would be considered ^ at the meeting, She questioned the legality of action taken at that meeting since there was no record of the meeting (i.e, the tape recorder malfunctioned and no , tape was made); she further questioned the lack of public notice on the item' . She asked that the item be returned to the Board's agenda. ^ Chairman Whitted said the action was taken in open session in a regularly • scheduled meeting of the Board and was legal. Commissioner-elect Ben Lloyd said that if Commissioners could request items ^ be placed on the agenda he promised to return consideration of the Eno River , Reservoir site to the agenda. , C. MINUTES . Commissioner Willhoit moved, seconded by Commissioner Gustaveson to approve the minutes of October 25, 1982, resubmitted. Vote' Ayes, 5; Noes, O. Commissioner Nllhuit moved, seconded by Commissioner Marshall, to approve 1., the minutes of November l , 1982, as submitted. Vote: Ayes, 5; Noes, O. 5. D-10. SHERIFF'S OFFICE Chairman Whitted said the Commissioners had received notice that Sheriff 7. Knight will retire November 30, 1982` and since Mr. Lindy Pendergrass would not 3, begin serving in his elected office until December 6, 1982, therefore it is 9, necessary to appoint an interim Sheriff for that six day period. O. 776 093 Commissioner Willhnit moved, seconded by Commissioner Gustaveson, to appoint Lindy Pendergrass Sheriff of Orange County from December 1st to December Oth, Vote: Ayes, 5; Noes, O. The Chairman instructed the Clerk to notify Mr. Pendergrass of the Board's action, that he should arrange to take his oath of office. D-l. PROCLAMATION Commissioner Gustaveson moved, seconded by Commissioner Walker to jointly proclaim with the Mayors of Chapel Hill-Carrboro and Hillsborough, Monday, November 29, 1982, Sheriff Buck Knight Day in Orange County. (A copy of that Joint Proclamation is on Page /71—of this book.) Vote: Ayes, 5; Noes, 0, D-2. RESOLUTION Commissioner Gustaveson moved, seconded by Commissioner Walker, to adopt the Resolution of Commendation for Sheriff Knight (See pageqg of this book for this Resolution). Vote: Ayes, 5; Noes, O. D-3, STATE SECONDARY ROAD SYSTEM Commissioner Walker moved, seconded by Commissioner Gustaveson, to approve the addition of Carriage Trail, Surry Trail , Buckboard Drive, Stagecoach Drive and Landeau Drive in Strayhorn Hills Subdivision, to the State Secondary Road System. Vote: Ayes, 5; Noes, O. D-4, MACE ROAD , Commissioner Walker moved, seconded by Commissioner Gustaveson, to approve • the petition for Mace Road, SR 1304, to be accepted to the Participatory Paving • Program effective March 1 , 1982. Vote: Ayes, 5; Noes, O. D-6. Action on D-6 was delayed until Dr. Landsberger, Chair of the Senior Citizens , Board, could arrive. D-7. OLD COURTHOUSE GRANT Commissioner Willhoit moved, seconded by Commissioner Gustaveson, to accept • the grant of $4,000 from the North Carolina Department of Cultural Resources to ^ help with the costs of architectural services on the renovation of the Old ., Courthouse. Vote: Ayes, 5; Noes, 0, D-8. JAIL CHANGE ORDERS The Manager told the Board these were orders for $7 ,330 to remove plaster from brick walls (similar to the change orders approved October 25, 1982) and y, for $276 to install a door which would provide access to the maintenance equip- 3, ment on the roof of the jail . Commissioner Gustaveson moved, seconded by Cum- )" missinner Marshall , to approve both change orders as recommended by the Manager's ], Office. Vote: Ayes, 5; Noes, O. ` ' 094 D-9. RETAINAGE FEE REDUCTION REQUEST The Manager told the Board that Security Building Company had requested a reduction of their retainage fee from 70% to 5%. Their request is based on the fact that the County has occupied Phase I with no major defects yet remaining to be corrected and that Phase II will be completed within 60-90 days. The Board expressed a concensus that Security Builders had not made a case for hardship and that it preferred to leave the retainage at 10% at this time until completion. The Board said it would entertain a request for retainage reduction based on hardship if Security wished to pursue the question, D-7l. LAND RECORDS PROGRAM ORDINANCE O-l2, REAL ESTATE SALES VALUE DISCLOSURE STATEMENT Mr, Roscoe Reeve, Land Records Manager, and Mr. Kermit Lloyd, Tax Supervisor, presented and summarized both ordinances for the Board. Mr. Reeve said that the Land Records Program Ordinance would provide an accurate index by parcel number and enhance the integrity and accuracy of the County's Land Records. Mr. Reeve added that with regard to the Land Sales Ordinance it would aid the integrity of the records since the person recording would attest to the value of the conveyance and additionally, it provides groundwork for valuation of the property in the County. Commissioner-elect Lloyd asked if the realtors had been contacted regarding . their opinions of the proposed sales value disclosure ordinance; he feels that an . "outcry" would ensue if this ordinance is adopted. Tax Supervisor Lloyd said . the local Bar Association had been contacted since they are the ones who record , the deeds. He said the response had been that it might entail extra work for them " and that they might incur liability if they recorded a disclosure statement that • was later deemed in error. Tax Supervisor Lloyd said that was the reason for , insertion of "willful" to the ordinance. , Mr. Bob Windsor, a reporter, said that being in the real estate field, his , feeling was that it was an invasion of privacy; that it was no business of the , County what people paid for their property. Commissioner Gustaveson moved, seconded by Commissioner Nillhoit, to adopt , the Land Records Program Ordinance with the efFective date of January 1 , 1983. Vote: Ayes, 5; Noes, O. ', Commissioner Walker moved to table the Sales Disclosure Ordinance, Motion ' died for lack of a second. \, '~ ), Commissioner Willhntt moved, seconded by Commissioner Walker, to table this ordinance until the Board had received input from the Chapel Hill Board of Realtors. Vote: Ayes, 4 (Commissioners Whitted, Walker, Willhoit and Marshall); Noes, 1 (Commissioner Gustaveson). The Clerk was asked to inform the Chapel Hill Board of Realtors of this action. U^{21 BUDGET AMENDMENTS Commissioner Willhoit asked if, with regard to amendments #3 & 4, there was offsetting revenue. (See pagesONX9f this book for these amendments.) Mr. Harding, Finance Director, said there was no offsetting revenue. Commissioner Willhoit said he would like to handle a decrease in revenues with a corresponding decrease in expenditures. Commissioner Willhoit moved, seconded by Commissioner Marshall , to approve budget amendments #1 and Z. Vote: Ayes, 5; Noes, O. Commissioner Willhoit moved, seconded by Commissioner Whitted, to accept the additional funds for Maternal and Child Health. Vote: Ayes, 5; Noes, U. ' Concerning proposed budget amendment #4, Commissioner Willhoit said he pre- , ferred to meet Federal cuts with a reduction in expenditures, not by replacing it with local funding. The question of how to deal with a reduction in expected revenues is to be considered by the Health Board. Commissioner Marshall moved, seconded by Commissioner Gustaveson, to budget ^ Orange County Housing Authority as a special revenue fund. Vote: Ayes, 5; Noes, O. E. REPORT ON TELEPHONES • Mr. Mark Rees, Central Services Director, reported to the Board, detailing • problems we have experienced with the telephones and his response to those prn- " blens, aimed at improving service. " There was a consensus among Board Members that this problem with the telephones • was a high priority and should receive the Manager's and Mr. Rees' continued attention- " D-6. DOMICILIARY HOMES ^ Ms. Betty Landsberger, Chair of the Senior Citizens Board, told the Com- • missinners that her Board had considered this question, i.e. establishment of a " Domiciliary Home Council , for several monthx. She said there are about 200 people • in the existing 18 domiciliary homes in the County. She said such a council would " provide a "bridge of involvement with the community" and prevent isolation of P. older people. Commissioner Willhoit asked the Manager for a report on the budgetary impli- l, cations if the Board establishes a Domiciliary Home Council. 775 096 Ms. Josephine Barbour said that the Orange Congregations in Mission have an advocacy program which sounds as though it might be performing the same duties as would be expected of a domiciliary home council. Commissioner Willhoit asked that Mr. Passmore check out that possibility and to also examine the question from the standpoint of the Inter-faith Council in Chapel Hill' Commissioner Marshall moved, seconded by Commissioner Nillhoit to adjourn. The Petition meets the 75% participation criteria. Approval of petition is required for completion of Orange County Participatory Paving Program procedures Mace Road was reprioritized to project #3 by the Board of County Commissioners on August 17, 1982, The Department of Transpor- tation included Mace Road in the 1982-83 Secondary Road Improvements Program for paving on September 30, 1982. DOT is presently scheduling projects listed in the program for construction in the spring of 1983, D .PCT: Upon approval of petition the Assessment Resolution and Assessment roll can be prepared and public hearings on both items scheduled. It is presently split by the line between South Orange and Orange Grove fire departments. During the discussion about this division, the Staff was unable tio tell the Board the process for changing the fire district boundaries. 1 The Staff has learned that the process includes petitioning both districts and approval by both Boards of Directors of the fire dis- tricts. Oneiother point discovered by Staff is that the tax levy collected rom split percles is not divided between the districts but is paid in total to only one district. In this case, the taxes go to the South Orange Fire District. DIENCT: Staff feels that since the tax levy goes to only one district, that district should be responsible for providing fire protection. In this case, south Orange receives the money and is also the closest fire station (3.5 miles Vs 7+ miles). 1Thus, it should be the protection provider. The Staff will be developing h policy for Board to approval to deal with this situation in the future. ! Such monitoring exists for those in skilled nursing homes (Nursing Horn- Advisory Committee)- General Statutesnow permit the equivalent to be set Lit for domiciliary homes. Were a committee formed it would have the functions; 1. Promote visitation and awareness of the needs of aging and disabled lersons who reside in the homes. 2. Recruit volunteers to help residents. 3. Provide linkage between Social Services and the domiciliary home administrators for maintaining the spirit of the Domiciliary Home Residents' Bill of Rights. This would include identifying any alle'ed violations and reporting these to the Home administrators and the Department of Social Services who have responsibility for resolutio 4. Report to the Board of Commissioners with a copy to the N. C. Depar - ment of Human Resources containing an appraisal of the problems of the homes as well as issues affecting long term care. A committee approach, if adopted, would be in addition to monitoring already existant iin Social Services. A social worker now must visit the homes month y to make sure that licensing requirements are being met. Proponents of the idea of alcommittee feel that a division of responsibility should exist betw en an adv©cady role for residents versus the investigation role of Social Services. Questions to be decided by the Board include: 1. Whether to have a committee 2, Committee size 3. Make up of its members 4, length of term I 5. Where to locate (under Aging or Social Services) Whether to have the committee function as one which the Board would make appointments or as a sub-committee of the Aging dr Social Services Boards. The Senior Citizens Board recommends approval and has guidelines attached fo the Board fto consider in deciding the above. IMPACT: There are two considerations here: First any committee would need staff ass s- tance. Whlile this could come from existing personnel (DOA or DSS) the DSS Director nptes that additional staff time might be necessary to respond to the concerns raised by the committee. Secondly, Committee members would des re mileage reimbursement. There are no funds budgeted for this. It is the further 4 intent of the General Assembly that the committees promote 5 community inolvement and cooperation with domiciliary homes to 6 ensure quality care for the elderly and disabled adults. 7 (b) Establishment and Appointment of Committees. Counties are 8 encouraged tojestablish a Domiciliary Home Community Advisory 9 Committee in each county which has at least one licensed 1— 10 domiciliary home. The committee shall serve all the hones in the IL county, and shall work with each home for the best interests of 11 the persons residing in each home. Each committee shall be 13 appointed bythe Board of County Commissioners. The size of the committee, the makeu. of its members, and the length of their 15 terms will be left to the discretion of the County Commissioners. 16 It is desirab.i.e for County Commissioners to have input from all 17 interested Parties, including the local domiciliary home 18 operators regarding the appointment of the committees. This particular committee can be beneficial in increased community involvement, public relations and the coordinating of much needed volunteers. Since the committee does not have investigative authority more staff time will be required to work with the committee to investigate alleged violations and continue a workable relationship with the administers. This would be in addition to the regular mandated supervisory visits into the homes. Need: The Land Records System creates a master file of land data in the County's public records, by the assignment of a unique parcel identifier to each property in Orange County. The use of PIN as an indexing key of the Register of Deeds Office means the property document must contain an accurate description of the property so that the correct PIN can be assigned to the document. This requires the correct assignment of PIN before recording takes place. Irpact: This ordinance will change the procedure for the recording of land documents in the Register of Deeds Office in Orange County, in that the person(s) recording such a document must take that document first to the Land Records Office for PIN assignment and must have a parcel description on their document of such clarity and accuracy that it can be located on Orange County's property maps. This will greatly improve the accuracy and availability of property records and information for the citizens of Orange Coun . This ordinance is adopted pursuant to w. C. General Statute lhl-}n. Section 2. The ncgister,of Deeds shall not accept for registration any deed, deed of trust, map or plat, or any other instrument containing a description of the real property affected by the instrument unless the parcel identifier numbers of all parcels affected have been assigned and written on the instrument by the county Land Records Office in accordance with the county prodecures manual for creating and assigning parcel identifier numbers. Section 3. The Land Records Office shall have exclusive authority to create and assign parcel identifier numbers and shall maintain a procedures manual for that purpose. The procedures manual ' shall include provisions to insure that no two parcels of property will be assigned the same parcel identifier number. Section 4. Every map (including a map incorporated by reference in a deed), subdivision plat, or land survey plot that creates or more fully defines one or more parcels of land must have a parcel identifier number written on it before it can be registered. This requirement shall not apply to flood plain maps, annexation and municipal boundary maps, and similar maps prepared by governmental agencies, Section 5. All instruments pertaining to the same parcel or to related parcels shall be assigned parcel identifier numbers and processed strictly according to the date and time when they were presented to the Land Records Office. B Any person convicted of or upon a plea of guilty to n violation of the requirements of this ordinance shall further be liable to Orange County in the amount of $100:00 as a civil penalty to defray the cost to Orange County of determining the correct information sought by this ordinance. Payment of this civil penalty shall be made to Orange County within thirty (30) days of the date of conviction or plea of guilty. Such monitoring exists for those in skilled nursing homes (Nursing Home Advisory Committee). general Statutesnow permit the equivalent to be set up for domiciliary homes. Were a committee formed it would have the functions: l. Promote visitation and awareness of the needs of aging and disabled persons who reside in the homes' 2. Recruit volunteers to help residents. 3 Provide linkage between Social Services and the domiciliary home ^ ' administrators for maintaining the spirit of the Domiciliary Home Residents' Bill of Rights. This would include identifying any alleged violations and reporting these to the Home administrators and the Department of Social Services who have responsibility for resolution' 4. Report to the Board of Commissioners with a copy to the N. C. Depart ment of Human Resources containing an appraisal of the problems of the homes as well as issues affecting long term care' A committee approach, if adopted, would be in addition to monitoring already existant in Social Services, A social worker now must visit the homes monthly to make sure that licensing requirements are being met. Proponents of the idea of a committee feel that a division of responsibility should exist between an advocacy role for residents versus the investivatinn role of Social Services. questions to be decided by the Board include: l. Whether to have a committee 3. Committee size 3. Make up of its members 4. Length of term 5. Where to locate (under Aging or Social Services) 6 Whether to have the committee function as one which the ^ Board would make appointments .)r as a sub-committee of the Aging or Social Services 8oa/ds, The Senior Citizens Board recommends approval and has guidelines attached for the Board to consider in deciding the above. IMPACT: There are two considerations here: First any committee would need staff assi tance. While this could come from existing personnel (DOA or DSS) the DSS Director notes that additional staff time might be necessary to respond to the concerns raised by the committee. At its November 1, 1982 meeting, the Board of County Commissioners deferred action on this item pending receipt of the Planning Board Minutes of October 18, 1932. The Commissioners also requested that members of the Planning Board be present at the time this item was considered. II • IMPACT: I . , The proposed amendment to the Planwould add an additional 245 acres of potenti-. land for industrial and commercial development in Cheeks Township. Together with t. the three existing commercial/industrial activity nodes already designated in the Cheeks Plan, a potential total of approximately 1000 acres would be designated for this type of dvelopment. The residential transition areas have also been increm.sed in the Plan and these higher density areas would call for public sewer and water in much of central Cheeks Township. [ BECOMMENDATIoNS I.The Cheek Township Advisory Council on September 7, 1982, held a meeting and heard a Staff presentation on the proposal. Lindsay Efland, a member of the Advisory Council, made the following motions: MOTION 1: That the Cheeks Township Advisory Council approve the extension of the ten and twenty year transition areas as defined and presented by the Planning Staff. Rick Cannity added Division of the property of John C. Blackwood to the agenda between items 4&5. Rick Cannity introduced Marvin Collins the new Planning Director to the Planning Board. AGENDA ITEM #1: Minutes - Action deferred for corrections AGENDA ITEM 42: Preliminary plat approval of John Hackney Heirs Subdivision. Kirk gave a brief presentation. He indicated the property was located in Chapel Hill Township on S.R. 1942 (Jones Ferry Road) . There is one lot (5. 00 acres) proposed out of 76.32 acres. Three lots have already been created through the minor subdivision process. The road proposed is to be a Class C private road from the state road to the lot. This lot is designated Rural Buffer and Water Supply Watershed in the Land Use Plan and is in the South Orange Fire District. The Planning Staff recommends approval. AGENDA ITEM 43: Fox Run Section 8 - Final Plat (for description of property see July 19, 1982 minutes) . The Planning Staff recommends approval. MOTION: Kizer recommended approval. Shanklin seconded. VOTE: Motion carried with unanimous approval. AGENDA ITEM #4: Carolantic Investment Final Plat (for description of property see September 20, 1982 minutes) . The Planning Staff recommended approval. Commis- , sioners approved 10/14/82. MOTION: Lunsford moved for approval. Walters seconded. VOTE: Motion carried with unanimous approval. 1 AGENDA ADDITION: Division of the property of John C. Blackwood was presented by Cannity. It is the Planning Staff's position that Mr. Blackwood's property is a part of a larger tract and that his sub- division proposal is a major subdivision. Discussion ensued between the Board and Mr. Blackwood. Mr. Blackwood asked for approval as a minor subdivision. Kizer moved for approval as a major subdivision and to accept the submittal as the preliminary plat. Seconded by Boericke. VOTE: Pilkey and Lunsford opposed Gordon abstained Motion carried AGENDA ITEM #5: Sub-committee report on the proposed amendment policy for the Land Use Plan. Report given by Dr. Gordon. Disucssion ensued over the sub-committee propos' l of particularly the overall philosophy of amend ments and timing of amendments. There was consensus to delete categories of amendments. Kizer and Shanklin suggested that the Plan be finetuned during a "grace period" so that follow ing completion of the activity an "optional" plan would be in place by September 1983. Shanklin suggested designating industrial areas in this process. Boericke asked what provisions for finetuning would be active until 198:3. MOTION: Kizer moved to accept the Procedures with the deletion of the categories of amendments and that after September 1983 changes to the Land Use Plan would be considered once a year for total comprehension. Prior to that time a series of public meeting for input on finetuning the Plan would be held. Gordon thought the Staff could report on this matter in November with a public hearing schedule for February. Shanklin suggested that effective now amendments and rezoning must be considered separately. The Board considered alternative wording in the document for these changes. ADDITION TO MOTION: Gordon added to the motion that during the period Of fineturning the Plan the Board would schedule a series of meetings and hearings to revise the Land Use Plan beginning with the Staff report in November and the first public hearing in February Kizer accepted the addition to _ the motion. Cannity noted there were some development proposals currently being processed. There was a concensus on the Board that these proposals would not be affected. Kizer and Irvin clarified that the purpose of the grace period until September 2, 1983 is to examine the Land Use Plan including provision of industrial development and to avoid piecemeal, spot zoning. Members of the audience questioned the ability to come up with a "perfect" plan and the means to amend it. Lunsford asked if there would be a collectio and preview process for amendments. Irvin responded affirmatively noting that major consideration of amendments would only occur once a year. Boericke noted this would be a screening function. VOTE: Motion carried with unanimous approval. MOTION: Gordon moved to accept procedures as revised. WHEN AMENDMENTS MAY BE CONSIDERED was revised as follows: After September 2, 1982 amendments to the Plan shall he considered once a year at the quarterly Joint Public Hearing in February. However, no amendment is to be considered in conjunction with a rezoning request for the same property. Such rezoning requests may only be considered at subsequent hearings or meetings. (NOTE: No Land Use Plan amend- ments are to be considered in conjunction with a rezoning request. ) Walters seconded VOTE: Motion carried with unanimous approval. AGENDA ITEM #6: Recommendation of the proposed amendment of the Land Use Plan for Cheeks Township. There was no Staff presentation. Discussion ensued. MMENMNIMEmmor Kizer felt the Hoard should consider all these items at issue not just in terms of Cheeks Township but county wide. Irvin stated the Board needed to have input from throughout the county and especially from townships that have shown interest in industral develop- , ment. Kizer indicated it would also be a good idea to ask industry what they are look- ing for. Shanklin noted some industry is going to be attracted just by designating an In7: dustrial area which would also forewarn residential buyers if areas are pre- designated. Pilkey asked if he was talking about nodes or the entire corridor? Shanklin responded he had never really sub- , scribed to the node concept adding we should not have a circular node at a crossroads in an area designated for industrial develop- ment. Gordon felt the Board was thinking indus41 ttial park. Then a mechanism for attract- ing industry was needed. Walters noted activity nodes for rural areas do have advantages. William Dorsett indicated the Cheeks TAC did endorse the node concept for commercial uses but that the corridor was needed for industry. MOTION: Walters moved to postpone taking action on the proposed amendment to the Land Use Plan and that during the next 2-3 months a thorough study be made of alternate plans including inviting to work sessions representatives of the business community, Chamber of Commerce Town governments of Hillsborough, Chapel Hill, and Carrboro and the Cheeks Advisory Council. Shanklin seconded. Lunsford asked who is responsible for the action of inviting these individuals to our meeting? Kizer questioned Mr. Lloyd asking if the Board amended the Land Use Plan as been suggested what would Ckeeks residents do? Lloyd responded they would probably be more responsive to the idea of zoning. AGENDA ITEM1 #8: Modification of the Special Use Permit for the Timbers. Cannity gave a brief presentation. The location of the swimming pool near 1-40 on the north side of the project is proposed to be changed to the south side of the pro- ject near the main entrance. The proposed change moved the pool from the low side of the project to the high side. MOTION: Shanklin moved to approve. Kizer seconded. VOTE: Motion carried with unanimous approval. AGENDA ITEM 9: Policy on Shared Driveways. Cannity made a brief presentation. The purpose of this item is to review and make a recommendation on a proposed shared driveway policy to be considered by the Board of Commissioners. I The Planning Staff would like this policy clarified so that it can inform developers when shared driveways will be needed. IMMIIIIIIMIlr . Discussion ensued. Shanklin expressed opposition to shared driveways. He stated shared driveways do not cut down on traffic; They concentrate the entry point of that traffic. He added there are no reliable statistics that indicate consolidation of the entry point without changing the volume of traffic will change the accident rate. He indicated he does not believe that the Board needs to get involved in deciding where driveways should be as the State Department of Transportation will put driveway culverts in on request. Cannity noted it is the feeling of the Commissioners that if you minimize the number of points of conflict on a road, then you have minimized the chances for accidents. Shanklin felt all that is accomplished is that the accident are all in one place. Kizer felt that fewer places for access makes for less hazardous driving. He noted the Planning Staff was talking about major roads such as Highway 54 not about shared driveways in subdivisions. Mrs. Barbour expressed concern about maintenance problems with shared drives, adding there should be service roads instead of shared driveways. Shanklin felt neighbors will have problems with children and maintenance of shared drives. Cannity noted shared driveways are usually for lots at least 1 acre in size. The shared drives are only about 30 feet and then branch off to individual drives. Discussion of the road classification system followed. Kizer suggested considering the concept of limited access (i .e. dural access4 service roads, etc. ) where traffic patterns warrant as guided by the County classification system. Shanklin felt limited access should be limited to State numbered roads like 54, 86 and 70. Kizer agreed it should be limited to state numbered roads. Shanklin noted there are very few instances in the County where we need to limit access. Kizer indicated he would be willing to move that the Board consider a policy of limited access for sub- divisions on arterials/collectors that can be shown to have more than 10,000 trips per day and that limited access could include dual driveways, service roads or private roads. Gordon felt the idea needed more discussion. Shanklin expressed concern that limited access requirements were not legally enforceable and that of Transportation designates roads as having limited access. MOTION: Dr. Gordon moved to defer the matter of shared driveways for further study by Staff and investi- gation into other possible means for limiting access. Pilkey seconded. VOTE: Kizer and Lunsford opposed. Motion carried. AGENDA ITEM 410: Discussion of the Planning Board By-Laws. There was a brief discussion of the proposed Rules of Procedure. Thompson, County Manager YRON: Mark H, Rees J Purchasing & Central Servicecl' DAU: November 16, 1982 RE: Recent Telephone Problems County offices in Hillsborough have recently been plagued with recurring telephone difficulties resulting in a great many complaints from the public. The must common of these complaints is that the caller lets the phone ring for a long period of time before the central switchboard answers the phone, if the call, is answered at a/1. An investigation of these complaints by the Purchasing Department revealed the following causes: 1) For two pelFiods of several days, each during the month of October, some of the foreign exchange lines between Hillsborough and Chapel Hill and Hillsborough and Durham were out of order. On one of the occasions the difficulties were caused by wet cable lines and during the other period one Chapel Hill line was not working because of broken relay in the Centel Telephone office and another line was not working because of a blown computer card in the County system. The result of these line failures was that the caller heard the phone ringing but the call never showed on the switchboard. 2) During certain hours of the day, the number of phone calls coming into the switchboard simultaneously exceeded the ability of the switchboard operator to answer all calls within a reasonable amount of time. Attached i the result of survey of incoming phone calls that was taken during the n*nth of October. This problem is further aggravated by the following conditions. First, there is a bottle neck of sorts at the Social Services Department, where they have only two single line phones taking the calls for some fifty other extentions, The second condition is the necessity of the switchboard operator to ask the incoming caller certain questions for the Tax Departments and the Clerk of Courts offices, thus backing up other incoming calls. The Purchasing Department has taken the following steps to rectify the above problems: 1) In regards to technical problems with the lines, the department will work closely with the telephone companies to quickly correct any future line problems as soon as they are identified as such. 2) For the geeral over loading of the switchboard the following action has been taken: a) The switchboard operator will no longer interrogate callers for the Clerk of Courts and the Tax offices. b) A key phone allowing for the handling of multiple phone calls has been puk.chased for the Social Services Department. In addition, calls coming in to the old Social Services Department number, 732-9361 and 968-4501 will be automatically transfered to Social Services by the central switchboard during periods of overcrowding. The cost of the key phone will be approximately $1,800.00. This will be more then offset by the planned implementation of four wets lines for outgoing in state phone calls. The se of the wets lines should reduce the County's in state long distance phone bil by approximately $825.00 per month. In the event that the above steps do not work to alleviate the overcrowding on the switchboard the purchase of another switchboard to work in conjunction with the existing one may become necessary.
