PURPOSE: To update the BOCC as to the configuration of the existing phases of a proposed
1985 Efland Sewer Master Plan.
BACKGROUND: A master plan for the Efland Sewer system was developed in 1985 and
reviewed, but never formally approved, by the Orange County Board of Commissioners. Given
the pending culmination of a number of BOCC objectives (e.g, extension of utilities to the
Buckhorn Economic Development District, the 1997 Efland sewer bond prpject, the Efland -
Mebane Small Area Planning process, Transfer of Development Rights study, etc.), it may be
appropriate for the BOCC to revisit the issue of the Master Plan for the Efland Sewer System.
A map of the Efland -Buckhorn area delineating proposed elements of the unapproved 1985
Efland Sewer Master Plan is attached for Commissioner review. The County Engineer will
make a presentation using larger scale maps, and be available to respond to questions, at this
February 16 worksession.
FINANCIAL IMPACT: There is no financial impact associated with BOCC review of the
proposed Master Plan, For FY 2004-05, the Efland Sewer Enterprise Fund ran an operational
deficit, with expenditures exceeding revenues by nearly $80,000, That amount was covered by
a transfer from the County's General Fund. The Board may wish to direct staff to examine
options for reducing the annual operating deficit in the fund, including a passible reconfiguration
of sewer rates. Any possible changes in rates charged to customers might be accompanied by
ameans-tested assistance program, similar in concept to the one in place for the County's 3R
fee for recycling services,
RECOMMENDATION(S): The Manager recommends that the Board:
Review the attached maps as information; and
Direct staff to provide additional information as required
