The Orange County Board of Commissioners met in special session on Monday, 8~ June 21, 1982, at 8:00 P.M. in the Meeting Room, Municipal Building, Chapel 9. Hill, North Carolina. 10. Commissioners present: Chairman Richard E. Whitted, and Commissioners 11. Norman Gustaveson, Shirley E. Marshall, Norman Walker and Don Nillhoit. 12. The purpose of the meeting was a budget work session; Chairman Whitted I]" presided and introduced the Honorable Anne C. Barnes, Orange-Chatham Representative 14. to the North Carolina House. Representative Barnes presented a report on the I5° Appropriations Bill now under consideration by the North-Carolina Senate and 16. passed by the House on this date and that Bill 's effect on local government bud- 17. gets. I8" Chairman Whitted thanked Representative Barnes for her timely report; she 19° added that she would return the following evening for a further up-date, 20. The Finance Director, Wallace Harding, presented the latest revenue figures 21^ for the County. 22. Dr. Dan Lunsford, Assistant Superintendedt for Instruction In the Orange 23° County Schools, provided the Board with information on costs for reshingling 24. C.N. Stanford School. 25^ Dr. Pamela Mayer, Superintendent of the Chapel Hill-Carrboro Schools, told 26. the Board that State action in its budget deliberations reduced that school 27. systems budget request by about $139,422'00 and that its budget would be balanced 20. by a d1stHnt tax of $,148/$100' After consultation with the County Manager, Dr. 29° Mayer said based on the collection rate for that district the schools' budget 30^ could be balanced by a District Tax of $.14$/$1O0' 31° Chairman Whitted suggested moving $144,750 from the $244,760 Contingency to 32. Revenue; and, noting that the State had eliminated merit increases for its employees 33" this fiscal year, suggested that the County place $105,527 for merits into 314-" Revenue. Responding to Board questioning, Mr. Harding said that approximately 35° $733"000, was in fund balance. 36" Commissioner Whitted further suggested funding $100^000 for C.W. Stanford 37" for reshingling; $128,000 for A.L. Stanback; $100,000 for schm*li! current operating 30, 39. - l~ ' 2. 3. 4. (thereby setting the per pupil expenditure at $5.76). By Cnnmisuiouer'Nhitted's 5. suggestions, the add-on amount is reduced from $910,409 to about $396,122. 6. Commissioner Nillhuit asked that Staff provide the Board with some idea of 7. costs the local government is picking up as a result of Federal and State cuts. O. Lunsford 024------- Assistant Superintendent for Instruction REFERENCE: Roofing Needs - Charles W. Stanford Junior High School On last Thursday, you asked that we provide to the Commissioners more specific information on the roofing needs at Charles W. Stanford Junior High School. I have discussed in great detail this matter with our roof consultants of Robert M. Stafford Inc. from Charlotte. As I stated, the source of the problem is the "pitch" of the roof (current elevation) is two and one-half inches per foot , when the mini- mum should be four inches per foot . One way to deal with the problem is to increase the roof elevation, and then reinstall shingles; however, the consultants have chosen to not recommend this procedure since it would be cost prohibitive. I regret that I gave you some incorrect information; however, you will recall our "handicap" during the meeting. According to our consultants, the best way to proceed is to have "the complete removal of all existing roofing, expansion joint covers, flashings and metal flashings; repair of any existing wet , damaged, or deteriorating poured gypsum decking and/or fiber glass form board; and the installation of a new asphalt built-up roof membrane, We further recommend that consideration be given to the installation of additional roof insulation in conjunction with proposed reroofing. The cost breakdown is as follows : APPROX. Stanford Junior High. This is the second largest school (109,587 sq ft.) with Orange High being the largest. The school is all, electric. Energy costs vary from $1,304 in the month of September to $11,837.35 in February. In terms of cost per square foot the variation is from $.011 in September to $.108 in February and a cost per student of $1.58 in September to $14.35 in February. In the months not requiring heat (early fall and late spring) this school ranks as fourth in terms Of costliness when - compared to the seven schools in our system. However, in the winter months, Stanford is the most expensive school in the system per square foot and per student.
