Budget work session for the Board in the following areas : JOCCAA, Youth Services Needs Task Force, Libraries and Recreation 1'1 MINUTES 03' JUNE 15, 1982 The Orange County Board of Commissioners met in regular session on Tuesday, June 15, 1982, at 7:30 P.M. in the Commissioners' Room, Orange County Courthouse, Hillsborough, North Carolina. Commissioners present: Chairman Richard E. Whitted, and Commissioners Norman Gustaveson, Shirley E. Marshall, Norman Walker (who arrived at 7:44 P.M.) and Don Nillhoit, A. Board Comments Commissioner Whitted said the following items were added to the agenda: Commission on Women appointments; CETA Youth Employment; word and date pro- cession to the budget work session; and, discussion of the landfill. B. Audience Comments There were no members of the audience who desired to comment about matters that were not on the printed agenda; there were several audience mem- bers who were present to comment about matters scheduled on the agenda. C. Public Hearin"—Oak Hill Preliminary Assess- ment Ro 1 SR 1835 Ms. Susan Smith, Planning Department, told the Board the administrative costs for this project had been recalculated resulting in reduced costs for that service in the Oak Hill Participatory Paving Project. Mr. Milton Skolaut, a resident of Oak Hill Road, told the Board he was in favor of the paving project and everyone he had talked with had favor- able things to say about it. With no others who wished to speak, Chairman Whitted pronounced this public hearing closed. D. BOARD DECISIONS 1. Oak Hill Assessment Roll: Commissioner Gustaveson moved, seconded by Commissioner Willhoit, to approve the Assessment Roll for the Oak Hill Participatory Paving Project at 7:40 P.M. and to direct it be delivered to the Tax Collector for payment and to accept the Certificate of Mailing filed by the Clerk to the Board. Vote: Ayes, 4; noes, 0 (Commissioner Walker did not arrive in time for this vote). ^. - ` 2. Workers' Compensation Self-Insurance Program: Mr. Mark Rees, Purchasing Officer,and Ms. Beverly Whitehead, Personnel Director, were present for this item; Mr. Rees made a short presentation to the Board. Commissioner Willhoit moved, seconded by Commissioner Marshall,to } adopt the Resolution to adopt the Interlocal Agreement for a Group Self- Insurance Fund for Workers' Compensation Risk Sharing (the Resolution is on � �� page~'-^r�of this book). Vote: Ayes, 5; noes, O. 3. Housing Rehab Contracts (Community Development Program): Commis- sioner Gustaveson moved, seconded by Commissioner Walker, to award housing rehabilitation contracts to: Morrow Construction for units # 119 and # 4 for $10,330'00 and $11,500'00, respectively, and to Winstead Construction for unit # 10 for $7,400'00' Vote: Ayes, 5; noes, O. 4. Governor's Statewide Volunteer Awards--Youth Volunteer: Com- missioner Gustaveson nnminated,then moved, seconded by Commissioner Whitted, that Rodney Mayo be Orange Count;'s Youth Volunteer nominee for the Governor's Statewide Volunteer Awards. Vote: Ayes, 5; noes, O. 5' Budget Amendments: Commissioner Walker moved, seconded by Com- missioner Marshall, to approve the budget amendments (see puges3g14nf this book for those amendments). Vote: Ayes, 5; noes, 0. 6. Board Meeting Schedule: The Board set the June 2lst budget work session for 8:00 P.M. in the Municipal Building in Chapel Hill . Commissioner Nillhoit moved, seconded by Commissioner Whitted, to cancel the June 28th (regular fourth Monday meeting) meeting. Vote: Ayes, 5; noes, O. The Board reached a consensus to hold its regular first Monday meeting in July (which will fall on July 6th due to the holiday schedule) at 10:00 A.M. Commissioner Walker moved to cancel all regular meetings in July; Commissioner Gustaveson seconded the motion. Vote: Ayes, 5; noes, O. The Public Hearing for July 8, 1982, at 7:30 P.M. in the Superior Courtroom is unchanged. 7. Commission On Women Appointments: Commissioner Marshall moved, seconded by Commissioner Willhoit, to appoint Alethea Burt, Evelyn M. Poole- Kober and Ann McPherson to terms on the Orange County Commission on Women. r�l�' '� V ' � 034 8. CETA Summer Youth Employment Program: Commissioner Gustaveson moved, seconded by Commissioner Willhoit, to approve acceptance of the SYEP Grant for a total of $207,675.80 and to empower the Chair to sign the contracts. Vote: Ayes, 5; noes, O. 9. Landfill Task Force: Commissioner Willhoit asked that this item be added to the agenda, citing a letter from Mayor Nassif of Chapel Hill dated February 12, 1982, wherein Mayor Nassif recommended that Carrboro Chapel Hill and the CoJhty set up a Joint Task Force on the Landfill to examine questions of potential expansion needs of the landfill, use of the Landfill Reserve Fund Capital for recycling projects and landfill operations. Commissioner Willhoit said he would be willing to serve as the County's representative on that Task Force. Commissioner Gustaveson moved, seconded by Commissioner Marshall, to endorse a joint task force on the landfill and that the County participate in such a task force and that Commissioner Willhoit be the County's repre- sentative to that task force. Vote: Ayes, 5; noes, 0. Budget Work Sessions JOCCAA: Ms. Gloria Williams, JOCCAA Director, introduced Mr. Joe Straley, JOCCAA Board member. Ms. Williams said that JOCCAA could live with the Manager's recommended budqet .allocation, Mr. Straley said JOCCAA planned to emphasize the weatherization program in the cnmming year and to place a Center Director at the Efland Cheeks Center. Commissioner Willhoit said in previous years this Board of Commissioners had some concern that the centers were not staffed and that Chatham County reach parity with Orange Cnunty'|fn funding JUCCAA. He added that with the planned coordination of the weatherization program and staffing of the centers, he was "satisfied." Youth Services Needs Task Force: Mr. Harold Rogerson, Chair of this Task Force, presented its request for funding to the Board. The Board noted that the original intent of the Community Based Alternative funding was for 100% State funding; this funding is shifting to approaching 60% local and State. The Board reached a consensus to communicate with Raleigh regarding the original intent of the CUA funds. There was a consensus to add $14,559'O0 to the budget for the Shelter Homes, Janus House, Tree House and Shaffer House. ` [>�� Orange County Library: Mr. Sandy Davison, Chair of the Orange County Library Board of Trustees, thanked the Board for past funding and asked that it continue funding the library in its new facilities. Ms. Nancy Massey, Hyconeeche Regional Library Director, addressed the Board and noted that book circulation had increased by 20% whereas patronage had increased by 30% in its new location on W. Tryon Street. Ms. Massey noted that a portion of their increased funding request was to eliminate a disparity between library employees and County employees. The Manager said he would have recommenddd the increased level had he known of the disparity. P Chapel Hill PUlic Library, Ms, Mary Boone, Direntor, told the Board the Chapel Hill Library supports the Manager's recommendation on their budget. Recreation: Mr. Wayne Weston, Recreation Director, told the Board of the need for capital funding for recreation in the northern part of the County, particularly in Cedar Grove. Mr, Vanhook, Nr, Joe Cates, Ms. Lorraine Parker and an unidentified young woman all supported Mr. Weston's request and noted the community support for the recreation programs. Commissioner Willhoit asked the Manager to work some revenue projections on recreation programs if outdoor lighting were provided' Data Processing and Word Processing: Mr. Keith Brooks, Data Processing Director, told the Board the County would be able to add on word processing capability to its present system for $7,030'O0 to buy a printer which would print letter quality copies. Mr. Brooks provided some information regarding the present utilization and future possibilities of the present system asgwell as financing information on a new data processing system. There was a consensus on the Board to add the $74,300,00 to the budget. Mr. Brooks was thanked for his presentation. Commissioner Gustaveson moved, seconded by Commissioner Whitted, to adjourn. BASIS FOR ASSESSMENT The basis for assessment against the property described below is frontage abutting the road at an equal rate per foot of frontage. The Chair announced that this was the hour and day fixed by the Board of Commissioners for the Public Hearing on the Preliminary Assessment Roll filed with the Clerk to the Board of Commissioners of Orange County pursuant to the direction of the Orange County Board of Commissioners and pursuant to the Board's decision to finance the local share of the cost of paving Oak Hill Road (S.R.1835), in Chapel Hill Township, Orange County, North -Carolina. ITEM ABSTRACT MEEI7N.I.,1-G DATE JUNE 15, 1982 Subject: Worker's Compensation Self-Insurance Program Depart.m:ent: Purchasing and Personnel Public Hearing: yes _ xx.; no Attathrmnt(s): (I) Insurance proposals Infoi_waticn Contact: Mark Rees, ext# 498 (2) Resolution Beverly Whitehead, ext# 515 Ph011e 1.11-11te : 732-9361 Purpose: For the Board of Commissioners to adopt a resolution that would allow the County to join the North Carolina Association of County Commission (NCACC)Self-Insur- ante Program for worker's compensation. Orange County's worker's compensation premium has steadily increased over the past several years to an expected $54,800 in FY82-83. These increases are mainly due to three reasons: (1) increasing payroll on which the premium is based, (2) increases in worker's compensation rates granted by the State Industrial Commission and (3) in- creased claims. In an effort to contain worker's compensation costs, the County staff requested insurance proposals from three sources, our present carrier Collier Cobb & Associates-Great American Insurance Company, Chapel Hill Insurance Agency-Aetna Casuality and Surety Company, and NCACC Self-Insurance Program;-Fred S. James Company Servicing Company. The results of these proposals are attached. All three sources would provide adequate services to Orange County, such as loss prevention, safety programs, reporting functions, etc., but the bottom line is that the NCACC would provide a 10% additional self-insurance discount in the premium. lircact: This additional 10% discount is the result of the self-insurance program estab- lished by the NCACC. The way this particular self-insurance program works is that member counties, (there are sixty counties in the group including Wake, Chatham and Alamance counties), pool their money together to pay out worker's compensation claims, thereby eliminating insurance company profits and overhead costs. To protect against unexpected severe claims, two types of excess insurances are purchased to protect the plan. The first type is specific excess insurance-which covers the amount of any claim from one occurrence involving an employee in excess of a specified dollar amount. The second would be aggregrate excess insurance-that would come into effect if and when there was an unusually adverse run of experience which has depleted the reserve of the self-insurance pool. - Counties would have an incentive to keep claims low because they would still have the premium effected by an experience modification factor. The difference with this program would be that the experience modification factor would be based on the group norm, which is just North Carolina Counties rather than the entire North Carolina work complex, The disadvantage to this type of self-insurance program is that if the group norm increases more than the state norm, then the members may have to pay more in premiums than they presently are under a private carrier. The likeli- hood of this event occurring, however, is not very high. The present loss ratio in- cluding incurred but not reported claims, for the first nine (9) months the program is 28,3% of premiums paid in. The participant level represents an increase of 12% over last year's program. The main thrust of SYEP will be to involve both in-school youth and drop-outs between the ages of 14 and 21 in work experience and educational training for a total of thirty-five (35) hours per week. In addition, based on individual needs established through the assessment process between counselor and applicant, referrals will be made. Twenty (20) participants will be enrolled in summer school sponsored by the two local school systems. Twenty- four (24) dropouts will be enrolled in existing Adult Basic Education/General Education Diploma (ABE/GED) classes in Hillsborough and Chapel Hill. Instructors for these classes are paid by the Technical college of Alamance (Chapel Hill) and Durham Technical Institute (Hillsborough). For interested dropouts, classes in the morning and work experience in the afternoon totaling thirty- five (35) paid hours per week will be available.
