D, CHAIR ORANGE COUNTY BOARD OF COMMISSIONERS . - INDEX MAY 27, 1982 SUBJECT ACTION PAGE Proclamation Adopted 6/5/82 1 Fun Fair Day Health Department Budget presentation I Department of Aging 1-2 MINUTES MAY 27, 1082 The Orange County Board of Commissioners met in a special session on Thursday, May 27, 1982, at 8:00 P.M. in the Meeting Room, Carrboro Town Hall, Carrboro, North Carolina. Commissioners present: Chairman Richard E. Whitted, and Commissioners Munn Gustaveson, Shirley E. Marshall, Norman Walker and Don Nillhoit, Commissioner Whitted called the meeting to order and announced its purpose, i.e. ) a special meeting on the Department of Aging and Health Department budgets. Com- missioner Whitted added one item: a Proclamation declaring June 5, 1982, Fun Fair '82 Day sponsored by the O-P-C Mental Health Center, the Orange County 4-H iProgrnm, Orange County Schools and the Orange County Recreation Department to pro- 'mote alternatives to drug and alcohol abuse for young people. Commissioner Marshall moved, seconded by Commissioner Walker, to adopt the Proclamation with thanks to the sponsors. (That Proclamation is on page ~� .' of this Book). Vote: Ayes, 5; noes, O. Mr, Jerry Robinson, Director of the Health Department, presented his department's budget request to the Board of Commissioners. He relayed several concerns of the Board of Health: 1--the Board of Health wishes to go on the record as recommending a cost of living increase for all County employees; 2--reclassifications for nurses as recommended by the Manager are legal but the Board of Health asks that Public Health Nurse I be upgraded to a 68, Public Health Nurse II be upgraded to a 70, and Nurse Supervisor be up- graded to 74. (Manager recormends 67, 69 and 73, respectively.) 3--a request that a Health Educator I position be added; 4-- & 5--contracts with 0D/QYN and Pediatrics at NCMemorial Hospital be renewed for additional amounts(the small increase was not anticipated) of $2,558 and $2,000 respectively; 6--contract to provide nursing at Stanford Junior High, $1,904 for the entire year; 7—$2,000 for the installation of a "Loaner" program for infant/toddler restraint seats. Mr' Robinson said the total cost of all his requests is about $30,000 additional. Mr. Robinson replied to specific questions the Board asked on his budget. The Board felt some report of programs and response might be helpful; for example, ajor trends if noted. Mr. Robinson was thanked for his presentation, The Board of Commissioners took a short break, resumed with all members present and Mr. Jerry Passmorp presented the Department of Aging and RSVP's budget to the Board. Mr. Passmore introduced staff and Senior Citizens Board members. He said ��� " _ - his budget represented a 32% increase due to the addition of the RSVP program to his department. Mr. Passmore said his agency was depending more on volunteers for some services in this year of cut-backs, Mr. Passmore outlined the concerns of the Senior Citizens Board regarding the elimination of the capital request of $6,000'00/ 1) blinds are needed for the windows at the Northside Nutrition room; 2) tables and chairs are needed for the Northside meeting room; and 3) an L shaped counter is needed for the Hillsborough nutrition center. The Board discussed with the Manager options for providing the necessary equipment for the centers. Mr. Passmore said basically, his department could live with the Manager's recom- mended budget for his department. The Board suggested some collaboration between the Department of Aging add the Social Services Department on Adult Protective Services might be an efficient use of personnel and time'and money. Ms. Gatha Lassiter and Mr. Wilson McKprrow, members of the Senior Citizens Board, addressed the need for equipment for the Senior Centers in the County. Commissioner Whitted thanked Mr. Passmore and members of the Senior Citizens Board for their presence and presentation tonight and announced the Board's budget meeting schedule. Commissioner Whitted announced that this was the last evening for Cindy Thmnpc reporter from the Chapel Hill Newspaper, to cover the Board's meeting as she was moving to Augusta, Georgia to take a new position there. HILLSBOROUGH. z7z7u ".n.^""c.^mR^p.~., ���GLISTAVmm SHIRLEY,."^11.5.°u ��41.4wLKm "uxW.u"n., PROCLAMATION WHEREAS, drug and alcohol abuse continue to increase in the teen population of Orange County; and, WHEREAS, the Orange County 4-H Orange-Person-Chatham Mental Health, Orange County Schools and Orange County Recreation Department recognize the threatto the mental and physical well-being of our young citizens; and, WHEREAS, these agencies desire itive activities as alternatives to drugs for our youth in the County, and, to this end, have set aside Saturday, June 5th as Fun Fair '82 for a day of wholesome activities for teens and their parents; and, WHEREAS, we, the Orange County Board of Commissioners, endorse and enthusi- astically approve of the concept of Fun Fair '82;NON, THEREFORE BE IT PROCLAIMED that JUNE 5, 1982, is FUN FAIR '82 DAY in Orange -- County.
