PURPOSE: To consider authorizing staff to proceed with bidding the portion of the Efland
Sewer Project that includes the new Gravelly Middle School.
BACKGROUND: The Buckhorn Road Economic Development District (EDD)/Middle
School/Community portion of the overall Efland Sewer Project continues to fight its way through
the myriad of state and federal regulatory review processes that are apre-requisite to the
bidding and constnaction of projects accomplished with US Environmental Protection Agency
(EPA) State and Tribal Assistance Grant (STAG) funding. The Board will be reviewing various
options regarding construction funding for this project during a work session on Febnaary 16,
2006. Such options may help us in mitigating problems caused by the extended State and
Federal reviews. In an effort to expedite the bidding of the project and to meet the required
completion deadlines, the Board is requested to authorize staff to proceed with the
advertisement and solicitation of bids for the work in advance of a decision regarding funding.
An approved funding plan will be determined by the Board in advance of the matter coming
forward for bid award.
FINANCIAL IMPACT: There is no direct financial impact of this action. The Board will discuss
specific funding options during an upcoming work session on February 16, 2006.
RECOMMENDATION(S): The Manager recommends that the Board authorize the Purchasing
Director to solicit bids for the Efland Sewer Project as cited herein.
