PURPOSE: To approve a resolution supporting the Town of Hillsborough's plans to pursue
improvements to various Department of Transportation and Town maintained crosswalks,
BACKGROUND: At their December 12, 2005 meeting, the Hillsborough Board of
Commissioners adopted a resolution that recognized the importance of walking to sustainable
communities and will solicit assistance from the North Carolina Department of Transportation to
improve the safety and walkability of the Town through various crosswalk improvements. The
Town has requested support from the Orange County Commissioners in this undertaking, A
proposed resolution of support for the Hillsborough crosswalk enhancements is attached for the
BOCC's consideration,
FINANCIAL IMPACT: There is no financial impact associated with this action. Town staff have
indicated this as a request for non-monetary support.
RECOMMENDATION(S): The Manager recommends that the Board approve the
accompanying resolution and authorize the Chair to sign the resolution,

A RESOLUTION OF SUPPORT FOR VARIOUS
TOWN OF HILLSBOROUGH CROSSWALK IMPROVEMENTS
WHEREAS, the Orange County Board of Commissioners shares the views of the Hillsborough
Board of Commissioners regarding the importance of safe pedestrian pathways in promoting
the County seat of Hillsborough as a sustainable walkable community;
NOW, THEREFORE BE IT RESOLVED that the Orange County Board of Commissioners does
hereby support initiatives of the Hillsborough Board of Commissioners to pursue the
construction of crosswalks in locations noted in the Town Board's own resolution of December
12, 2005.

RESOLUTION OF THE HILLSBOROUGH TOWN BOARD OF COMMISSIONERS
REGARDING THE INSTALLATION OF CROSSWALKS TO SUPPORT THE STATED
GOAL OF DEVELOPING PEDESTRIAN PATHWAYS THAT WOULD MAKE
HILLSBOROUGH A SUSTAINABLE WALKABLE COMMUNITY
WHEREAS, the Town of Hillsborough has a stated goal of developing pedestrian pathways that
would make Hillsborough a sustainable walkable community, and
WHEREAS, walking promotes healthier lifestyles by improving physical and mental fitness
which relates to better function and quality of life and longer life, and
WHEREAS, walking improves the environment by reducing motor vehicle use and poor air
quality, as well as traffic congestion and noise pollution, and
WHEREAS, walkers bring business to shop owners increasing property values, and
WHEREAS, walking reduces crime which promotes neighborhoods where everyone can live
safely, and
WHEREAS, walkers interact with neighbors developing a network of social support, while
building a sense of community, and
NOW, THEREFORE BE IT RESOLVED, by the Hillsborough Town Board of Commissioners,
that the Board hereby agrees to support the construction of crosswalks in the following locations
in this priority:
NCDOT Streets
1. Mid street on Churton between the Brick Alley and Farmer's Market
2. King Street at Turnip Patch Park
3. Cameron Park Elementary School at St. Mary's Road
4. Comer of Nash St. and Dimmocks Mill at "Gold Park" and the Leland Little auction
house
5. St. Mary's Road and King St.
6. HWY 70 bypass from N. Fairview at Faucette Mill and Revere Rd. (near Lunsford)
7. Oakdale Road from the not-yet-built area (Oakdale Village) on Churton to State
Employees Credit Union
8. King Street and Churton Street, Asphalt Grid Stamp and Repainted Crosswalks (also
recommended in the Downtown Streetscape Improvement Plan)
