The OCAC Advisory Board reviewed the list of applicants as of the last board meeting on Monday, February 13, 2017. Of the three applications on file as of that date,the board recommends the appointment of Tarish Pipkins (Position#3) and Anita Mills (Position#12). Both candidates are working artists and highly connected to the arts community. Mr. Pipkins is highly involved with arts programming for at-risk youth, and Ms. Mills will serve as a liaison between our board and the Orange County Artists' Guild. Conflict of Interest: 16 Page 2 of 4 Andrea Riley Durham Technical Community College Board of Trustees Background, education and experience relevant to this board: Without the opportunity to enroll at Monroe Community College, an open admission community college, and without my successful experience in a broad range of transferable liberal arts courses there(following several unsuccessful attempts at college before that) I would never have developed the confidence that I needed in order to attempt to enroll at the University of North Carolina at Chapel Hill. I owe my ultimate success in obtaining my undergraduate degree from UNC-CH, in my mid-forties, to my access to the open admission community college and to the chance that it gave me to gradually grow in confidence and focus. I enjoy reading about, analyzing,writing about, and making public presentations regarding public issues. As a volunteer member of a consumers' mental health committee, I advocated for the removal of the stigma involved in the consumption of mental health services. As an American Red Cross blood recruiter, I persuaded community and business groups in Rochester, New York, to participate in the Red Cross blood program. As the Durham County Library Staff Liaison to the Friends of the Durham Library, Inc. (the volunteer board that raises money to support many of the library's programs) I communicated information among the Friends Executive Board, library administration, staff, and the public. I assisted the Friends by clarifying the grant requests of the library staff members, and administering the Friends grants award process. My experience as a volunteer member of the Orange County Cultural Center Board (as volunteer Liaison from the Orange County Arts Commission)exposed me to the workings of the Board of Orange County Commissioners. I found that I was fascinated by the political process that I witnessed, and enjoyed getting to know and being involved with many of Orange County's citizens. I worked with other members of the board to raise awareness in the community of the need for a cultural arts center in northern Orange County. My membership on the Orange County Arts Commission has given me the opportunity to participate in evaluating arts grant applications. Reasons for wanting to serve on this board: I believe my experience attending a community college and then transferring to UNC-CH gives me the perspective of many of the students who want to attend Durham Technical Community College. I can speak from personal experience of the anxieties and triumphs of this process. I value the great education that I received at Monroe Community College and would like to see more students take advantage of the opportunity to attend a community college before transferring to a four-year institution. I have a broad liberal arts education and a great variety of work experiences which allow me to relate to students looking for different opportunities provided for by an education. I have worked in higher education-at both Duke University and UNC-CH, and understand the differences and similarities between community colleges and four-year institutions. I have lived in Orange County for thirty five years, work at the Chapel Hill/Orange County Visitors Bureau, and know and care about the community. I believe that there are many ways in which a community college can contribute to the community it serves that have not even been imagined yet: to prepare students for the rapidly changing job markets of the future; to create partnerships intended to grow our communities in healthy and productive ways; and to make our communities richer and more satisfying places to live and work. I wonder if there might be a program in Agriculture developed for Orange County students. Orange High School has agriculture courses and tracks that allow students who live on farms and in the rural area of the county to learn skills that will help them be successful if they plan to work in the field of agriculture in the future. A program in agriculture at the Durham Technical Community College Orange County Campus could build on these courses and skills and better prepare students who want a life working in agriculture. I also wonder if there might be scholarships made available to attract students to the study of agriculture to support the farming community in Orange County. Administer the Grassroots Program and County funds which shall include the responsibility to familiarize those interested in the arts with the guidelines necessary for funding, advertise for applications at the start of each grant cycle, review requests, award grants based on applicant's ability to meet the necessary guidelines and conditions and being able to arrange matching funds, mail award letters and checks, and secure proper documentation of expenditures for inclusion in the County's annual audit. d. Encourage economic development by luring investment from entities which seek to invest in communities dedicated to sponsorship of the arts. SECTION III: MEMBERSHIP A. Authority 1. North Carolina General Statute 153A-76 grants boards of county commissioners the authority to establish advisory boards and to appoint members to and remove members from those advisory boards. In acting on this authority the Orange County Board of Commissioners hereby establishes certain general conditions to which applicants and members of advisory boards should conform. B. Composition 1. The Orange County Arts Commission Board is composed of fifteen voting members appointed by the Board of County Commissioners. 2. The Orange County Arts Commission Board has no appointed alternate members. 3. The Orange County Arts Commission has no appointed ex-officio members. 4. No organization which is a potential recipient of County arts funding shall have on the Orange County Arts Commission Board more than two people who serve on its board or staff. No person serving on the Orange County Arts Commission shall vote or discuss an award by the Orange County Arts Commission to an agency which they are a member. C. Organization 1. The Orange County Arts Commission's office and files shall be lodged organizationally within the Orange County Economic Development Department. Staff support shall be provided by the Executive Director of Chapel Hill/Orange County Visitors Bureau or their designee, except as may be otherwise arranged by the County Manager. D. Officers and Duties 1. The Executive Committee (Chair, Vice Chair and Secretary) shall tend to matters affecting the Orange County Arts Commission Board which in the view of a majority of the Executive Committee require action by the Orange County Arts Commission Board between Commission meetings. No decision relating to the receipt or disbursement of Orange County Arts Commission funds shall be made by the Executive Committee. Any action taken and any correspondence initiated by the Executive Committee shall be presented to the full Orange County Arts Commission Board at the Commission's next scheduled meeting. 2. Should the office of Chairperson or Vice Chairperson or Secretary become vacant, the Orange County Arts Commission Board shall elect a successor from its membership at its next regular or special meeting, and such election shall be 39 APPROVED 11/8/2012 for the unexpired term of said office. E. Term 1. No board member who has served two consecutive three-year terms may be reappointed until he or she has not served for one year. A vacancy in mid-term shall be filled in the same manner as the original appointment to fill the unexpired term. SECTION IV. MEETINGS A. Staffing 1. Orange County staff may serve a support function to advisory boards upon the approval of the Orange County Manager. B. Meetings 1. Meetings shall be held the second Monday of each month at either the offices of the Economic Development Commission in Hillsborough or the Southern Human Services Center in Chapel Hill. C. Agendas 1. Items for agendas shall be approved by the Orange County Arts Commission Board Chair and staff. SECTION V. ORIENTATION A. Attendance 1. Each member shall attend an orientation presented by the Orange County Staff to familiarize the advisory board members with the operation of County government, the department rules, and the operating procedures of the advisory board. 2. Each voting member will be encouraged to complete the orientation within six weeks of his or her appointment and participate in at least one meeting with the staff. SECTION VI. BY-LAWS A. By-Laws 1. Any Bylaws adopted by the Orange County Arts Commission Board are void and no further bylaws shall be adopted. Procedure shall be governed solely by this policy document and the General Advisory Board Policy Document. 2. Should the Orange County Arts Commission Board determine modifications to policies and procedures are necessary the Orange County Arts Commission Board may petition the Board of County Commissioners for such modifications.
