3. Will the users be required to repay the one million
dollars Orange County will use to buy land on which to
build a reservoir?
1. If so, in what time frame?
2. If so, will any of the payback be abated due to the
long term recreational and environmental benefits to
all citizens of Orange County.
3. Will the users be expected to repay the cost of the
land currently owned by Orange County in the Seven
Mile Creek location if it is chosen as the site for
the reservoir.
4. If answers to these questions are not available,
what should be the process and time frame for
resolution?
4. Are there any conditions under which Orange County would
convey land it currently owns at Seven Mile Creek to the
Town of Hillsborough?
5. Should Hillsborough and Orange County enter into a
written agreement on mutual respect for each land use
plan and for cooperation on approval of development
inside Hillsborough's ultimate utility source area but
outside its current jurisdiction?
1. If not, why?
2. If yes, how do we proceed to develop the
agreement?
3. In what time frame should this agreement be
developed?
4. To what extent must this agreement include
policies incorporated in the Orange County Water
and Sewer Policy?
6. To what extent and under what conditions should users
outside the Eno River basin (in Alamance County) be
expected to receive water from the new reservoir and be
considered for debt retirement for reservoir construction
costs?
