MINUTES
ORANGE COUNTY BOARD OF COMMISSIONERS
SPECIAL MEETING ON THE CIP
JANUARY 9, 1989
The Orange County Board of Commissioners met in Special Session on Monday,
January 9 at 7:30 in Superior Courtroom, new County Courthouse, Hillsborough, North
Carolina for the purpose of holding a public hearing on the Capital Improvement
Plan for 1989 - 1994.
BOARD MEMBERS PRESENT: Chair Moses Carey, Jr. , and Commissioners Stephen
Halkiotis, John Hartwell, Shirley Marshall and Don Willhoit.
STAFF PRESENT: County Manager John M. Link, Jr. , Assistant County Manager
Albert Kittrell, Clerk to the Board Beverly A. Blythe, Finance Director Ellen
Liston, MPA Management Specialist Beth McIver, and Department on Aging Director
Jerry Passmore.
NOTE: A copy of the CIP 1989 - 1994 is in the Commissioners' Library.
PRESENTATION
County Manager John M. Link made the presentation. A copy of the overhead
slides are in the permanent agenda file in the Clerk's Office.
PUBLIC HEARING
Chair Carey acknowledged receipt of the following letters which are hereby
made a part of these minutes by reference. These letters are located in the
permanent agenda file in the Clerk's Office and copies were distributed to the
members of the Board of Commissioners,
Ted Parrish - opposed the pay-as-you-go method for distribution of
capital funds
Richard E. Hildebrandt - supported the CIP, the method for
distributing the pay-as-you-go monies, and the proposed Efland
Center and the Southern Human Services Center
Betty Landsberger-supported the CIP and specific projects as
recommended by the County Manager
Cathy Carroll - supported the proposed method for distribution of
non-bond funds
Stewart Barbour - objected to Orange County entering into bonded
debt, and opposed using the bond issue to finance capital projects
TED PARRISH, Chairman of the Chapel Hill-Carrboro School Board read a prepared
statement which is referenced above. He urged the Board to consider the allocation
of the pay-as-you-go funds on an identified needs basis. He gave several reasons
in support of his request.
JOHN SCHAENMAN, Co-President of the Orange Federation of Teachers, spoke in
support of equalizing funds between the two school systems. He supported the
allocation of the pay-as-you-go monies on a per pupil basis and spoke against

allocating on a needs basis. He emphasized that this method of allocating funds
means that the school boards can decide in advance how to spend the money they will
receive.
KAY SINGER, Chair of the Orange County School Board, spoke in support of the
Manager's CIP and the distribution of the pay-as-you-go funding for capital
projects. She listed the strengths of allocating these funds on a per pupil basis.
ARTHUR WHITTED, Co-Chair of the County Advisory Board on Aging, read the
letter reference above from Betty Landsberger.
DANIEL DETER, teacher in the Orange County Schools, spoke in support of the
CIP and the per pupil allocation for capital funds. He stressed that both schools
need money for education and that education is the most important priority in
Orange County.
CHRISTOPHER COOKE, parent of two children in the Orange County School System,
spoke about the difference in the educational needs of the two school systems in
Orange County. He spoke in support of the per pupil allocation stating that it is
more objective. He emphasized that excellence in education is usually a minority
point of view.
MAX KENNEDY, member of the Orange County School Board, spoke about the
relationship between the two school systems. He stated there is an honest
difference of opinion between the two school systems on the distribution of the
pay-as-you-go funds. He emphasized that the two boards have no problem in their
relationship with each other and will not let this become an issue.
With no further citizen comments, the public hearing was closed.
ADJOURNMENT
Chair Carey adjourned the meeting. The next regular meeting will be held on
January 17, 1989 at 7:30 in the Courtroom of the old Post Office in Chapel Hill.
