PURPOSE: To approve a request to fund scholarships for three youth and one adult leader to
attend a leadership conference in San Antonio, Texas from April 4-7, 2002.
BACKGROUND: Youth Creating Change, Inc. (YCC) is a youth-led and youth-run organization
empowering today's youth to create positive change in their community. Established in June
1999, this organization has grown in membership from 8 to 35 members representing six
different communities across Orange County. There are currently two clubs, the Chapel
Hill/Carrboro Club and the Hillsborough/Cedar Grove Club. Plans are underway to organize a
third club in the Efland area.
The YCC programs provide leadership and economic development opportunities for youth. The
leadership program provides hands-on training opportunities for youth to develop their skills in
conducting effective meetings, networking, fundraising, planning, and membership recruitment.
The economic development program works with the youth to create youth-owned businesses—
building economic power while creating jobs.
Accomplishments to date include:
• Opening the first local youth-operated retail store. Located in Chapel Hill, this business
provides youth with leadership and entrepreneurial skills, as well as employment.
• Receipt of a $1,500 grant from the Funds for Southern Communities to provide an
entrepreneurship-training program with the NC Minority Economic Development Institute.
■ Development of a business plan for a future arcade and entertainment center for youth.
■ Fundraising efforts totaling $12,000 toward the start-up costs associated with the arcade
and entertainment center.
■ Receipt of a community service grant from the Wal-Mart Foundation to prepare holiday
baskets for the elderly (45 baskets were distributed in six different neighborhoods).

• Member of a national youth organization network that advocates for a national scholarship
fund for low-income youth, a national housing trust fund, and strict laws governing predatory
lending that targets low-income communities.
• Assisting a local radio station conduct a holiday toy drive for needy children.
• Assisting the neighborhood association with a petition to the local government for a zoning
ordinance that will help keep single-family housing affordable for families.
• Operating a lawn care service business that employs youth members and generates income
towards the start-up cost for the arcade and entertainment business.
The Director of the YCC, Maxecine Mitchell, has requested funding from the County in the
amount of$1,680 to provide scholarships for three youth and one adult leader to attend a
leadership conference in San Antonio, Texas. The YouthAction's 2"d Annual National
Gathering for Youth Organizing Conference will be held from April 4 -7, 2002. The funding
will cover the registration fee, lodging and airfare.
YouthAction is a national organization that provides resources for building a social change
movement in which young people play an important role in creating and fighting for solutions to
the problems affecting them and their communities. YouthAction works together with
community-based organizations in socially and economically oppressed communities,
specifically with communities of color and low income, to develop their capacity to actively
involve young people in efforts for social, environmental and economic justice.
Maxecine Mitchell will be present to provide additional information and answer questions.
FINANCIAL IMPACT: Funds are available in the non-departmental account reserved for youth
services initiatives.
RECOMMENDATION(S): The Manager recommends that the Board approve the request for
funding.

Youth Creating Change, Inc. (yCC) is an organization empowering today's youth to create
positive changes in their lives and their communities. We are dedicate to building youth
leadership through organizing, entrepreneurship and economic development. We currently
have 35 members in our two clubs, the Chapel Hill/Carrboro club and our
Hillsborough/Cedar Grove club. Later this year our glans are to organize a third club in the
western part of the county (Efland).
We are a youth led, youth run organization building leadership skills with the youth
between 13 to 18 years old. We are requesting funding of $1,680.00 to provide
scholarships for three youth and one adult leader to attend a leadership conference in San
Antonio,Texas from April 4-7,2002. the funding will cover registration fee, lodging and
airfare.
Everyone in our organization appreciates your support to Youth Creating Change in
providing the opportunity for us to attend this conference. Enclosed you will find our
organization brochure, information about the leadership conference, and a list of our

11. STATEMENT OF CONDUCT $
We strive to provide a safe and supportive environment for all participants at the National Gathering.,
We require that each individual agree to uphold the following:
• YouthAction holds respect as a primary value in our interactions with one another, which
includes.youth; adults, allies, supporters, and.the community at large. We define respect in
its broadest terms, including respect.for differences of ideas/opinions; respect for each
others' privacy&personal space; and the right.to be safe at YouthAction functions. -
• YouthAction recognizes the many bridges we build when coming together from so many --
different communities. To this end, it is paramount that we approach each conversation and
interaction in. a way that is respectful and open to each others' cultures, race/ethnicity,
gender, gender expression, sexual orientation and class backgrounds.
• YouthAction expects that at no time will *alcohol *be present in 'rooms and .reminds

V. REGISTRATION FEES
Payment for registration fees must be sent to YouthAction along with this registration form.
*!f you are requesting financial assistance,please fill out the scholarship application sheet, and'send the
maximum amount you are able to currently pay along with your completed registration materials. Due to
limited funds, it is unlikely that YouthAction will be able to provide full scholarships for participants. We will

Yo'uthAction will be offering a special discount rate of$75/night for each room to all
particlpants who reserve rooms through the Radisson hotel by-March 22"-a. After March 22nd,
rooms will be offered at the .rate of$8:9/night (plus taxes) and will be on a space-availability
basis. :.Hotel rooms will fill up quickly—remember to make reservations as soon as you can!
What's So Great-About the Radisson?
This hotel is the site for•special events at the Gathering, and will be the only place that
r transportation is.provided to.& from other meeting•spaces. The special rate of$75/room
per night (includes tax) is the best rate for any downtown hotels, and is comparable to'hotel
rates outside of the city. The hotel is accessible-to.the downtown area of San Antonio by
walking or by streetcar. There's also a'hot tub and swimming pool on the premises:

Making Room Reservations:
Before reserving rooms, decide on how many rooms you need, how many people will stay in
each room (each room has 2 double beds), and how many nights you will be staying. We
suggest staying at the hotel for 3 nights (check-in,on Thursday, April 4th / check-out on
Sunday, April 7 h) -- events begin early on Friday morning and end Sunday afternoon. If you .
are currently planning to stay in a single room, but would like to find a roommate to reduce your
costs, please call YouthAction and we will try to-find a"match for you.

Participants are encouraged to arrive in San Antonio the evening of Thursday, April 4th and
.depart in the afternoon of Sunday, April 7th. Upon registration confirmation, we will send,you
further details about travel and transportation within San Antonio.

Our vision is to empower today's youth to create positive changes within their communities and in
their lives. We are dedicated to building youth leadership through organizing, investments and
-. entrepreneurship. Youth Creating Change goals are to develop emerging leaders of tomorrow,
while providing educational and economic self-sufficiency opportunities for the youth. We
recognize that we are the future; therefore we will promote and support positive changes from the
youth.
We are proud to share our recent accomplishments:
o We received a $1,500 grant from the Funds for Southern Communities that allowed us to
provide an entrepreneurship-training program in the summer of 2000 with the NC Minority
Economic Development Institute. The training has prepared us to open up the first youth
owned business in Orange County, North Carolina. Our goals for the center are: develop
a mechanism for reinvestment back into the community through a scholarship program for
disadvantaged youth to continue their education, provide a place where the youth can be
connected to positive things in their communities, create job opportunities for teenagers,
provide a learning experience in community and economic development for the youth and
provide a safe place for the youth to have fun.
