PURPOSE: To consider making appointments of Orange County representatives as members
of Hillsborough Strategic Growth Steering Committee.
BACKGROUND: Appointments to the Hillsborough Strategic Growth Plan Consultant
Selection Committee previously came before the BOCC at their November 15th regular meeting,
but were deferred due to time constraints. Given that the Town of Hillsborough needed these
appointments on November 16th, Chair Carey suggested inputting Vice-Chair Barry Jacobs and
Orange County Planning Board member Ted Triebel's names, until such time that the BOCC
would have another chance to vote on these appointments. These appointments came before
the BOCC again on December 5th and were also deferred at that time. The work of this
committee ended on December 0, with the input of Ted Triebel and Commissioner Barry,
Jacobs.
At its October 3, 2005 meeting the BOCC approved a modified Memorandum of
Agreement (MOA) with the Town of Hillsborough for "Creation of a Strategic Growth Plan for
Hillsborough City Limits, Extraterritorial Planning Jurisdiction and Areas Designated as 10 Year
and 20 Year Transition in the Land Use Element of the Orange County Comprehensive Plan."
The Board is now being asked to consider appointments to a Steering Committee to
work with the consultant throughout the process. "The Steering Committee will consist of not
fewer than eight (8) members equally shared and appointed by both jurisdictions, Orange
County and Town of Hillsborough. Orange County's membership will be appointed from the
Orange County Planning Board, Commission for the Environment, Economic Development
Commission, and the Board of County Commissioners, based on recommendations and
volunteer applications."

The Economic Development Commission has recommended Alois Callemyn to serve as
their representative. Orange County Planning Board recommends that Ted Treibel continue to
serve as their representative. The Clerk's office has not received a recommendation from the
Commission for the Environment.

with matters that deal with community development and concerns. Owning and
working on our 22 acres, I've gotten to know locals and issues of interest and concern.
I'm a "team player' and believe that I could positively contribute to the Orange County
