PURPOSE: To receive an update and preliminary report from Dr. Steve Condrey of Condrey
and Associates, the County's Classification and Pay Study consultant, on the Countywide
classification and pay study.
BACKGROUND: During the 2001-02 budget process, the Board of Commissioners authorized
funding for a Classification and Pay Study of the 744 County positions and approved a contract
with Condrey and Associates to conduct the study. The study plan provides for the results to be
ready for the Board's consideration as part of the budget process for 2002-03.
At the March 18 work session, Dr. Condrey will update the Board on the study to date and
discuss preliminary findings, recommendations and general cost estimates. Personnel Director
Elaine Holmes will discuss possible scenarios on phase in of the study and associated costs.
The study steps to date have included:
• Initiation of the study in August 2001 with a series of over 17 employee meetings to explain
the study plan and process and request position descriptions.
• Receiving during early September 2001 completed position descriptions for each County
position.
• The consulting team of six conducting employee and supervisory interviews with over 75
percent of employees in late September 2001.
• Conducting a salary survey of 18 local government employers.

• Follow up visits with department heads in early March to discuss position comparisons and
internal salary relationships.
As presently planned, the remaining study steps include:
• Reviewing draft results and class descriptions with department heads and employees in late
March and April
• Presenting the final Classification and Pay Study report and results to Board of
Commissioners in a budget work session.
• Making recommendations as to funding and implementation of the study in the Manager's
Recommended Budget.
• Board decision during the June work sessions on the action the Board wishes to take in
implementing the Classification and Pay study results.
FINANCIAL IMPACT: None. Future impact is contingent on the Board of Commissioners'
direction.
RECOMMENDATION(S): The Manager recommends the Board receive the report, discuss
the information as desired, advise staff, of any follow up questions and provide any feedback or
direction to staff that it wishes to provide at this stage of the study process.
