PURPOSE: To consider approval of November 15, 2005 membership and capacity numbers
for both school districts (Orange County Schools and Chapel Hill-Carrboro City Schools), which
will be used in developing 10-year student membership projections and the 2006 SAPFO
Technical Advisory Committee (SAPFOTAC) Report,
BACKGROUND: In accordance with the Schools APFO MOUs (Memorandum of
Understanding), the Board of County Commissioners shall approve the School Districts
November 15 membership and capacity numbers within fifteen (15) days after receiving the
numbers from the School Districts, Both School Districts submitted their membership and
capacity numbers in accordance with the MOUs.
The SAPFOTAC, comprised of representatives of both school systems and the Planning
Directors of the County and Towns, is tasked to produce an annual report for the governing
boards of each Schools APFO partner, The full annual SAPFOTAC report will be completed in
early 2006.
The building capacities used this year are unchanged from the capacities used last year, A
'Joint Action' Collaboration Committee comprised of the Chair and Vice Chair of both school
districts, the two Superintendents, and the County Manager met in November 2005 to resolve
capacity issues related to State of North Carolina class size reduction mandates in grades
kindergarten through 3 (K-3),
The 'Joint Action' committee has recommended to the BOCC implementation of reduced class
sizes in both school districts commensurate with the anticipated opening date for Elementary
School #10 in the Chapel Hill-Carrboro school district (now expected for academic year 2008-
09). The accompanying membership and capacity forms have been footnoted to reflect the
intent to calculate capacity based on the lower student-teacher ratios in 2008-09.

Smaller class sizes in grades K-3 will result in less building capacity in the elementary schools.
This issue will be addressed in the upcoming 2006 report but will not change the Schools APFO
CAPS (Certificate of Adequate Public Schools) program until the noted effective date.
FINANCIAL IMPACT: Precise financial impacts cannot be determined, but changes in
projected building capacity and projected growth in student membership for the next ten years
are expected to result in higher future operating and capital budget requests.
RECOMMENDATION(S): The Manager recommends that the Board approve the November
15, 2005 Membership and Capacity numbers as submitted by each school district, and
authorize the Chair to sign the appropriate forms.

Justification:
An increase in Hillsborough Elementary capacity of 100 was completed prior to the start of the 2003-04
school year in accordance with the CIP. However, due to continuing renovations within the school,
the full capacity of 514 student seats was not achieved until the 2005-2006 school year
The above numbers reflect school capacity without consideration of State-directed class size reductions in
grades K-3.
Representatives of County and both school governing boards have recommended that the lower State-directed
class size reductions at the elementary level be implemented with the opening of the next new elementary
school in Orange County, anticipated now to be CHCCS Elementary #10 in 2008-09.

Justification:
An increase in capacity of 619 at Rashkis Elementary was completed prior to the start of the 2003-04
school year in accordance with the CIP.
The above numbers reflect school capacity without consideration of State-directed class size reductions in
grades K-3
Representatives of County and both school governing boards have recommended that the lower State-directed
class size reductions at the elementary level be implemented with the opening of the next new elementary
