Supervisor Telephone (919) 968-2788 2 - Organization Chart showing change Elaine Holmes, Personnel Director 3 - Summary of Department Job Duties Telephone (919) 245-2550 PURPOSE: To amend the Orange County Classification and Pay Plan by adding a new class of Heavy Equipment Mechanic Supervisor at Salary Grade 17.. Salary Grade 17 has a hiring range of $37,039 - $59,211. BACKGROUND: The Board of Commissioners previously considered this Classification Plan amendment at its December 13, 2005 meeting. At that time the Board asked that this item be brought back for its consideration at a later meeting with additional information outlining major job duties for other Solid Waste positions. Attachment 3 provides this requested summary of job duties for each position. As background leading to this request, the Solid Waste Director realigned an existing position in the Solid Waste department in May 2003 and created from this an additional Heavy Equipment Mechanic I position. In addition to the realignment, the Solid Waste Director also restructured duties and responsibilities among the Heavy Equipment Mechanic positions. Currently, there is one Heavy Equipment Mechanic II and two Heavy Equipment Mechanic I positions that are primarily responsible for the maintenance and repair of heavy construction equipment at the landfill. Since the May 2003 realignment further changes have occurred in the duties of the Heavy Equipment Mechanic II position. In addition to the original duties of maintaining and repairing heavy construction equipment and serving as lead worker, the following changes have occurred: The Heavy Equipment Mechanic II now reports to the Solid Waste Operations Manager, Paul Spire who is second in command in the department rather than the Landfill Operations Supervisor The new reporting relationship provides for additional administrative, financial and budgetary support to the Solid Waste Operations Manager. In the past, the Heavy Equipment Mechanic II served as lead worker to one Heavy Equipment Mechanic I. Now, the Heavy Equipment Mechanic 11 serves as supervisor to two Heavy Equipment Mechanic I positions and serves as back up supervisor to five Landfill Equipment Operators, three Landfill Inspectors, and two Weighmasters in the absence of the Landfill Operations Manager. In order to supervise landfill activities and functions, the Heavy Equipment Mechanic II has become certified as a Technical Associate for "Manager of Landfill Operations". This certification is also a requirement for the Landfill Operations Manager. In the past, the Heavy Equipment Mechanic II was solely responsible for the maintenance and repair budget for heavy equipment. Now, this role has been expanded to include oversight of the equipment maintenance and repair budget for the entire Solid Waste Department which includes the Recycling, Administration and Landfill divisions. The Solid Waste Director requested that Personnel complete a current classification and pay study to take account of the new duties and responsibilities assigned to the Heavy Equipment Mechanic II position. Personnel has completed this review. Based on the classification study, Personnel is recommending that the existing Heavy Equipment Mechanic II (Position 865) at Salary Grade 15 be reclassified to the new class title of Heavy Equipment Mechanic Supervisor at Salary Grade 17 to recognize a broader scope and higher level of duties and responsibilities. This position now is vacant. With approval of the reclassification, Personnel will initiate recruitment for a new Heavy Equipment Mechanic Supervisor. FINANCIAL IMPACT: Funds to implement the results of the classification and pay study are available within the approved budget for 2005-06. RECOMMENDATION(S): The Manager recommends that the Board amend the Classification and Pay Plan to add the new class of Heavy Equipment Mechanic Supervisor at Salary Grade 17 effective February 1, 2006., Attachment 1 JOB TITLE: Heavy Equipment Mechanic Supervisor DEPARTMENT: Solid Waste, Orange County JOB SUMMARY: This position is responsible for overseeing the maintenance and repair of automotive vehicles, small departmental support equipment, heavy construction equipment, a large truck fleet, plus all processing equipment located at the recycling operations facility, including serving as supervisor to Heavy Equipment Mechanic I positions. MAJOR DUTIES: o Oversees and performs routine and preventive maintenance on all landfill and recycling equipment, administrative vehicles and light, medium and heavy equipment used in department operations. o Diagnoses the mechanical, electrical and hydraulic component of any breakdown on all equipment which may include reviewing flow charts, schematics, manuals, etc, o Performs mechanical repairs, which may include engine, transmission, front and rear differential, brakes, final drives, hydraulic pumps, motors, starters, electrical problems, fabrication, etc. o Develops and implements the department preventive maintenance program and schedule to prevent major breakdowns and detect problems before they become major. o Develops, recommends and oversees the equipment maintenance and repair budget for the department, which includes the Recycling, Administration and Landfill divisions. o Supervises lower level Mechanics, including recruiting, training, performance evaluations, counseling, disciplining, and scheduling and prioritizing work; ensures that assigned work is completed accurately and timely, o Supervises Landfill Equipment Operators, Landfill Inspectors and Weighmasters in the absence of the Landfill Operations Manager, o Develops and oversees lock-out and long out procedures for all department equipment, o Develops and submits necessary bid documents for the department including evaluation of bids; recommends whether to replace or repair equipment to the Director; ensures that department remain in compliance with state and county bid laws; updates department's replacement schedule on an ongoing basis. o Oversees the work order system within the Department; enters all work orders into the computer system; runs reports and improves data base system for additional information resources. o Uses reports generated from computer to prepare expenditures and budget projections. o Ensures that maintenance facility is clean and safe at all times, o Performs other related duties as assigned. KNOWLEDGE REQUIRED BY THE POSITION: o Knowledge of state and federal regulations pertaining to solid waste management and recycling operations. o Knowledge of preventive and corrective maintenance procedures for a variety of vehicles and equipment. o Knowledge of department and safety rules and regulations. o Knowledge of management and supervisory techniques, o Knowledge of county and department policies and procedures. o Knowledge of basic accounting and bookkeeping practices. o Skill in planning and organizing work. o Skill in welding and fabricating parts. o Skill in maintaining and repairing a wide variety of vehicles and equipment, o Skill in operating a computer, maintaining work order system and maintaining repair records including labor, parts, contract repairs, warranty work, etc, o Skill in using various hand and power tools and equipment. o Skill in oral and written communication. SUPERVISORY CONTROLS: The Solid Waste Operations Manager assigns work in terms of very general instructions. Completed work is reviewed for compliance with instructions and procedures, accuracy, and the nature and propriety of results, GUIDELINES: Guidelines include county ordinances, county and department policies and procedures, relevant state and federal laws and regulations, and safety rules and regulations. These guidelines are generally clear and specific, but may require some interpretation in application. COMPLEXITY: The work consists of difficult skilled work which consists of varied duties in the maintenance and repair of department vehicles and heavy construction equipment in addition to administrative, supervisory and management responsibilities, Equipment breakdown in the field and inclement weather conditions contribute to the complexity of the work, SCOPE AND EFFECT: The purpose of this position is to oversee the maintenance and repair of department operations including conveyors, motors, pumps, vehicles and heavy construction equipment. Successful performance helps ensure the safe operation of department vehicles and heavy equipment and contributes to efficient department operations. PERSONAL CONTACTS: Contacts are typically with co-workers both higher and lower levels, other county employees, a wide variety of vendors and manufacture representatives, contractors and the general public, PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, provide services, and resolve problems. PHYSICAL DEMANDS: The work is typically performed while standing, walking, bending, crouching or stooping, The employee must work in places that are hard to get to and in difficult positions; frequently lifts light and heavy objects; climbs ladders; uses tools or equipment requiring a high degree of dexterity; and must distinguish between shades of color, WORK ENVIRONMENT: The work is performed in an office, shop, and outdoors. The employee is exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, foul odors, and inclement weather. The work may require the use of protective devices such as masks, goggles or gloves. SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Heavy Equipment Mechanic 1 (2) and functional supervision over Landfill Equipment Operator (5), Landfill Inspector (3) and Weighmaster (2) in the absence of the Landfill Operations Manager. MINIMUM QUALIFICATIONS: o Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education supplemented by vocational/technical training in mechanical repair or related field and at least two years experience repairing heavy construction equipment or a high school education and at least 4 years experience repairing heavy construction equipment. o Experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with two to four years experience. o Possession of or ability to readily obtain a valid Class A commercial driver's license with a tanker endorsement issued by the State of North Carolina. o Must possess certification in Freon handling. o Must possess or be able to obtain within one year of initial employment, certification as Manager of Landfill Operations or equivalent. W c T O u 2 a O O N 6 Attachment 3 Memorandum To: John Link, County Manager From: Gayle Wilson, Solid Waste Director Subject: Response to BOCC Request - Position Summaries Date: January 9, 2006 The BOCC requested information at their December 13, 2005 meeting regarding a summary of the positions and responsibilities in the Solid Waste Department. The information requested follows: Position #1 Solid Waste Management Director Duties include the following: • Manages landfill operations; ensures compliance with federal, state, and local environmental regulations and applicable permit requirements, • Oversees the disposal of special wastes such as tires, white goods, scrap metal, construction and demolition materials, yard waste, mulch, waste oil, oil filters, and batteries, • Monitors groundwater and methane gas levels, • Screens and inspects incoming trucks for prohibited materials and follows established protocols for identified materials, • Prepares and administers the annual department budget; monitors expenditures under the current budget; develops the annual Capital Improvement Plan for the department, • Manages the enterprise fund and all solid waste budgetary/financial matters; administers all landfill and recycling fiscal functions including budget preparations, monitoring of expenditures, tracking revenues, analyzing alternative methods of future financing, accounts payables/accounts receivables, adherence to purchasing procedures for acquiring equipment and/or' services, maintaining the inventory control system, reviewing equipment/construction specifications, preparing and monitoring various contracts and preparing and issuing requests for proposals, • Prepares equipment and bid specifications and requests for proposals; prepares contracts, • Maintains a high level of safety performance in the landfill and recycling divisions, including the requirement of scheduled safety meetings and record keeping, • Oversees and manages consulting, service, construction and other contracts; ensures adherence to the Interlocal Agreement, • Plans and manages recycling and waste reduction programs, including commercial glass, drop sites (urban and rural), household hazardous waste, salvage sheds, food waste, curbside collections (urban and rural), compost demonstrations, battery and waste oil collection, multi-family collections and material processing, • Conducts research and analysis, assesses community needs, and develops long-range recycling and waste reduction programs and services, • Reviews, develops and modifies local government development plans; provides advice regarding collection and enforcement of policies/ordinances; and evaluates and reviews solid waste ordinances and solid waste plan, • Provides administrative and technical support to the County Manager: attends meetings; conducts presentations; develops reports; prepares agendas; manages and coordinates projects, services, and professional contracts; conducts research, surveys or investigations; and provides technical/policy/regulatory advice, • Prepares agenda abstracts for consideration by the Board of Commissioners; drafts ordinance revisions and attends meetings as necessary, • Oversees all department reporting and record keeping activities, • Responds to citizen inquiries and complaints, • Stays abreast of environmental, waste disposal and landfill legislation/regulation, • Provides staff support for the Solid Waste Advisory Board, • Monitors and evaluates department operations for effectiveness and compliance with policies, procedures, and applicable regulations, and • Interviews, hires, trains, supervises and evaluates employees; counsels, disciplines, and terminates employees; resolves employee grievances Position #2 Solid Waste Operations Manager • Supervises all landfill and recycling operations and staff, including scheduling and assigning work, safety, discipline, performance evaluation and hiring recommendations. Landfill operations include weighing and processing incoming loads, calculating and receiving fees, unloading, waste screening, construction, equipment acquisition and maintenance, maintaining records, and regulatory compliance. Recycling operations include meeting in- house and contractor collection schedules, processing of materials, shipment of processed materials to markets, and equipment acquisition and maintenance. • Ensures compliance with federal, state, and local laws, rules and regulations. Works with engineers, geologists, laboratories, surveyors, recycling markets, and others as necessary. • Provides Director with considerable technical, planning, human resource, financial/budgeting, and other information as necessary. • Provides ongoing long and short term planning capability and disposal capacity assessment by performing various analyses and projections. • Works with State officials and others on required studies, audits, and regular inspections. • Manages all landfill and recycling projects • Manages the acquisition, use and maintenance of landfill and recycling equipment. • Assists the director in budget preparation, performing cost analysis, special projects/analysis, estimating, and acquiring quotations for equipment, construction and services as necessary. • Responsible for emergency response management to severe inclement weather' such as ice/snow storms, hurricanes, etc. • Responsible for the training and enforcement of safe operating practices and protection of equipment, customers and personal. • Manages in-house recycling collections at urban and rural drop-off sites, bars and restaurants, governmental buildings, and other locations throughout Orange County. • Manages in-house recyclable processing, readiness of materials for and deliveries of materials to market. • Performs as Acting Director in the absence of Director.. Position 43 Landfill Engineer • Performs difficult professional technical work assisting the Solid Waste Management Director in managing the operations of the landfill by working directly with regulatory officials and consultants. • Typical tasks involve the reviewing the work of consultants such as reports and designs for technical accuracy and compliance with regulations, and propose revisions as needed. • Monitors construction projects at the landfill for all Solid Waste projects located on the landfill, such as MSW cell construction, transfer station design and permitting, construction of the new Construction and Demolition landfill, and oversees all construction projects relating to new recycling locations located throughout Orange County. • Monitors environmental compliance with respect to groundwater, air and operating records. • Prepares landfill permit amendments and erosion control permit applications for submission to the State. • Serves as Project Manager for various landfill activities. • Maintains landfill operating records in accordance with State requirements assuring that the files are up-to-date for periodic inspection by the State. • Provides technical assistance to the Director and others on specific issues dealing with the landfill, and other environmental matters. • Interprets rules and regulations dealing with the landfill or environmental issues and works closely with State and local regulatory officials. • Prepares proposals for the procurement of consultants, drillers, laboratories, etc. for new landfill projects, oversees selection process. • Coordinates the work of various consultants, surveyors, laboratories, etc. • Prepares bid/construction specifications, prepares site plans and small project designs, and provides budget estimates on construction projects. Position #4 Solid Waste Planner This position is responsible for directing and overseeing outreach and education, staffing the Solid Waste Advisory Board, developing the County's annual and long term solid waste plan documents, and providing support services to the Department on a variety of'projects related to materials marketing, program analysis, public education, grant acquisition, research, and administration. Duties include the following: • Oversees and directs public education and outreach and various interns, • Writes, edits and directs production of annual Waste Matters newsletter, • Writes and/or edits three monthly articles for publication in CH News, CH Herald and Weaver Street Market newsletters, • Develops, directs and oversees recycling outreach budget, • Pursues grant opportunities from public and private agencies including administration and reporting of the grants, • Analyzes and develops new aspects of 3-R fee in conjunction with recycling division, 10 • Provides solid waste reports and research for Director, Manager, and Board of Orange County Commissioners, • Staff s Solid Waste Advisory Board, attend meetings, prepare minutes and agenda items, • Prepares annual solid waste report for State, • Prepares, coordinates and researches required 3-Year Updates of ten year solid waste management plan for submittal to state, • Coordinates solid waste issues with other jurisdictions regarding impacts of plan on their activities and alternatives for service provision e.g. franchises, Pay-As-You-Throw waste collection, • Explores additional markets and techniques for producing marketable materials e.g, ground green glass, textiles, used building materials, and • Keeps abreast of regional, state and national program developments, participate in State and National recycling and solid waste management organizations. Position #5 Recycling Specialist This position's working title is Solid Waste Education and Outreach Coordinator and is responsible for providing solid waste management public information to the public. Duties include the following: • Schedules, designs and runs advertising in print and electronic media, • Produces and mails annual Waste Matters Newsletter, • Designs, produces and updates program brochures, • Conducts programs for school aged groups on request including lectures, demonstrations, landfill tours, compost workshops, • Places articles monthly in the CH Herald, CH News and News of Orange, • Maintain media contacts and write news releases as needed, • Place information in house organs including Orange Alive, Blue Thumb and Town Talk, • Develop, maintain and update web pages, • Provide recycling services and solid waste education table at public events, fairs and festivals, • Make County's recycling and waste reduction displays available to community groups, • Set up recycling information display boards at public sites, • Promote backyard composting through amoral bin sale, use and maintenance of demonstration sites, workshops, articles and advertising, • Publicize the Orange Community Recycling and Waste Reduction Programs and waste audits to local businesses and institutions including Chambers of Commerce, • Conduct outreach to faith community through churches, • Conduct ongoing new employee orientation on solid waste matters, • Outreach to Spanish and other non-English speaking groups, determine needs for recycling information in other languages, • Supervise APPLE interns from UNC and their project development, • Coordinate with other solid waste personnel and divisions within the Department and other jurisdictions in the County, and • Maintain professional contacts in the region and around the State and coordinate outreach efforts when possible. II Position 46 Administrative Assistant II • Observe daily customer service procedures for accuracy, performed by Office Assistant II. Review for accuracy, work assignments performed by Office Assistant II as needed, • Prepare and record each purchase order as needed for Department Head's signature and enter into County's finance system, Enter each invoice into County's finance system, • Calculate spending for each purchase order. Maintain knowledge of policies and procedures. Enter payments (cash and checks) received daily into Wasteworks software, • Prepare daily deposit and forward information to Revenue Department. Maintain knowledge of policies and procedures. Enter Mixed Load Penalty Tickets into Wasteworhs software monthly, • Prepare bi-weekly timesheets according to county procedures. Schedule meetings as needed for Solid Waste Advisory Board, Work Group and special meetings, • Prepare mailings, personnel transaction forms and other documents as needed. Provide clerical support to staff. Make arrangements (notices, minutes, meals, reservations, etc.) and provide staff support for meetings, • Assist in budget preparations and other special events or projects as necessary, • Responsible for upkeep of personnel, purchasing/finance, and safety/accident files, Maintain petty cash. Responsible for office equipment maintenance, ordering office supplies, janitorial service, mail distribution, • Assist Director in preparations on special projects relating to office operations. Keep Director informed of complaints, problems or difficulties, and • Provide citizens with general information regarding recycling and landfill operations via telephone and in person, including responding to invoice inquires. Distribute recycling bins to citizens as needed. Position #7 Office Assistant II Answer the phone and provide reception duties for the department. Provide information regarding department services and programs to citizens. Record and give out recycling bins to residents. Order office supplies. Distribute in-coming mail to staff. Record complaint calls information into database. Follow-up with calls back to residents daily. Work with contractor on problem areas. Maintain service complaint database. Prepare temporary timesheets. Calculate monthly sick and vacation leave for each employee. Arrange an application packet for temporary employees. Prepare Daily Deposit Slips and reconcile deposit reports. Enter purchase requisitions. Provide clerical support to staff. Record and maintain "3-R" appeals file. Prepare mailings and assist with special projects as needed.. Position #8 Administrative Officer II This position works with all landfill customers, especially credit customers, to perform all billing for landfill accounts that generate nearly $300,000 in revenue monthly. Responsibilities include: • Making sure the mechanics of billing, both content and appearance, are both appropriate and accurate, This is done by constantly monitoring the transactions included in the statements and working with customers, both fairly and accurately, to provide what they need to correctly pay their statements, 12 • Writing and enforcing an appropriate credit policy and credit application. This position evaluates the credit applications from customers, extending credit to those who are credit worthy, • Working with customers to collect monies owed to Solid Waste by charging late fees, sending certified demand letters to writers of'retumed checks, and by working with a County Attorney to prosecute customers if necessary, • Coordinates with Finance and Budget Departments as necessary. The Administrative Officer for Solid Waste communicates and coordinates revenue needs and expenditures within Solid Waste and to other agencies as follows: • Working with Budget to formulate and submit the Annual Budget for all 3 divisions of the Department, • Prepares requests for budget transfers and amendments as necessary, • Maintains and updates the Equipment Schedule, working with Finance on financed equipment, updates the CIP, Reserves Schedule, Contract Schedule, and using other management reporting, completes the Tonnage Report. The Tonnage Report communicates to the Solid Waste Dept where the Revenues originate, as well as tonnages, as an aid to management, budgeting, and reporting, • Preparing required annual reports to the State knowledgeable concerning our tonnages of MSW, C&D, and Scrap Tires on an annual basis. Monitors the White Goods and Scrap Tire tax distribution to the County, applying for appropriate grants when the tax distribution does not cover expenses for that program, • Working with the Solid Waste Director to maintain any accounting needs that relate to the computation of the Orange County Reduce, Reuse, and Recycle Fee (Three R Fee), • Assists in conducting 10-Year financial analysis and other related projects/analysis, and • Performs backup for Administrative Assistant as necessary. Position #9 Landfill Operations Manager This position is responsible for managing the disposal and related ancillary operations of the county landfill to ensure compliance with state and federal regulations. • Coordinates and supervises daily work assignments to ensure compliance with regulations and efficient landfill operations. • Oversees operations staff and their functions, including inspecting, billing, weighing, dumping and disposal of solid waste. • Manages recycling of tires, metal, Freon, oil and other materials. • Oversees inspection activities regarding prohibited materials. Coordinates maintenance and repair of landfill equipment. • Recommends operational alternatives to Solid Waste Operations Manager and Solid Waste Director'. • Oversees the transporting of regulated recyclables or other reusable materials to market. • Oversees the inspections of all loads of segregated construction and demolition materials delivered for recycling. • Provides education and training to employees, including monthly safety training and training on new procedures, ordinances and policies when needed. • Monitors budgetary expenditures for division, 1.3 • Coordinates equipment specification preparations for landfill equipment. • Maintains knowledge of various relevant state and federal regulations. • Oversees major landfill equipment purchases. • Explains solid waste disposal and recycling regulations to the public. • Maintains all records pertaining to landfill operations, including records related to weights of vehicles entering the landfill to deposit materials and types of materials that are deposited. • Operates landfill equipment as needed. Position #10 and #11 Weighmaster These positions are responsible for operating the scale management system by weighing vehicles and collecting fees at the landfill station. • Operates a specialized computer scale management program to weigh refuse brought to the landfill; audits loads by remote camera or visual inspection to ensure load conforms to customer's dumping permit. • Collects payments and issues receipts or charges the customer's account based on weight of vehicle; posts all receipts and charges to computerized billing system database; prepares all data for monthly bills. • Inspects the contents of vehicles to ensure no hazardous or prohibited items are disposed of at the landfill. • Explains regulations and fees to customers; directs them to correct dumping location. • Denies access to customers with delinquent accounts and unacceptable loads; answers all customer inquiries about the landfill or landfill bills. • Sets up new customer, accounts; verifies status of new contract haulers, assigns truck numbers for billing and determines weight of truck. • Inputs weight, load and other charge data into computer database and prints a bill/receipt for the customer. • Maintains daily records of disposal activities; produces regular and special reports on sales, tonnage, materials and related landfill records using a computerized database. • Coordinates with Solid Waste personnel and Finance on all aspects of accounting and billing. • Notifies supervisor of scale equipment maintenance needs and maintains records of equipment failures. • Performs minor repairs and maintenance. Opens and closes electronic gates to landfill and landfill satellite operations. • Opens and secures scale house at end of day. • Balances cash drawer. • Answers the telephone, takes messages, and gives information on landfill fees and hours of operation. The landfill is open a total of 56.5 hours per week, from 6 AM until 4:00 PM Monday, Tuesday, Thursday, and Friday, from 7:00 AM until 4:00 PM on Wednesday, and 7:30AM until 12:00 PM for public use. Scheduling of personnel requires an overlapping of staff during the busy times of the day and to provide frill coverage for the week. The duties of these positions are the same as listed above. 14 Duties of Class Landfill Inspector-Position This position is responsible for inspecting materials received in the landfill. Makes random inspections of selected vehicles coming into the landfill for improper or illegal waste.. Determines whether materials are permitted in the landfill. Rejects illegal materials and instructs customers on proper sorting and places for dumping. Contacts waste owners when denying access to the landfill. Explains the basis for turning waste away and requests the owner to sort through the refuse; removes unacceptable waste and disposes of it properly elsewhere. Explains landfill rules and regulations to customers. Oversees the spread of cover in respective areas of landfill and that slopes and drainage are appropriate. Monitors landfill site operations for safety and neatness. Prepares random inspection reports and files them in the inspection files for the State Operating Plan. Determines and recommends fines to assess for illegal dumping when discovered, Issues tickets for dumping illegal items. Photographs the evidence and identifies the pictures with any citations issued. Conducts necessary testing on landfill gas monitoring wells for oxygen, methane, and carbon dioxide and give the readings to the Landfill Engineer for operating records and assist in the testing of the water monitoring wells. Enforce landfill rules and regulations as necessary. Operates landfill equipment as necessary. All Inspectors must be capable of performing all landfill inspection duties. Position #12 Landfill Inspector This position's primary responsibility is to monitor the MSW side of the landfill. • Spots and inspects each load of MSW to insure compliance with our operation permit. • Assists with the placement and compaction of MSW as necessary. • Directs traffic and insures the safety of the tipping area.. • Coordinates with the operator on daily placement of materials and assist customers as needed. Position #13 Landfill Inspector This position's primary responsibility is to operate the Construction and Demolition landfill. • Spots and inspects each load of C&D to insure compliance with our operation permit. • Is in charge of the placement and compaction of C&D. • Directs traffic and insures the safety of the tipping area. • Coordinates with the ordinance area of the landfill on the need to separate materials and insure proper placement of these materials and to assist customers as needed. • Is in charge of the placement of weekly cover and cell construction. Position #14 Landfill Inspector This position's primary responsibility is to monitor the Construction and Demolition Ordinance area. • Is in charge of insuring the compliance of the RRMO Ordinance, • Oversees the removal of Freon from any such items that contain ozone-depleting gasses and insures the environmental compliance of this process. • Tracks and processes the necessary paperwork for these materials, 15 • Insures the compliance with the RRMO and other regulated materials when materials are delivered to the landfill and adjust the scale tickets as necessary. Duties of Class Landfill Equipment Operator Operates compactors, loaders, scraper pans, bulldozers, skid steers, tractors, and heavy trucks to clear wooded land; build and maintain critical grade and access roads; build and maintain earth dam to prevent waste leakage; build erosion control slopes and maintain grade; clean out sediment pond; deliver dirt as needed for daily, intermediate, or final cover. Operates a tanker trick to haul leachate from the landfill to the treatment plant. Decides how to direct public dumping to keep compacting areas as small and as safe as possible. Responds to questions from the public on dumping and landfill rules and regulations. Fuels equipment and performs routine preventive maintenance such as lubricating and changing oil and filters. Ensures cleanliness of landfill areas for State inspection. Inspects customers' loads for unacceptable refuse and reports any banned materials that do not meet landfill requirements to the Landfill Inspector or Operations Manager. Fills in for other' positions as needed. Performs other related duties as assigned. All operators within the Department must be capable of'operating all the heavy equipment. Position #15 Landfill Equipment Operator This position's primary responsibility is to operate the MSW side of the landfill. This position is in charge of planning, both long range and short range for cell construction, placement of garbage, compaction of all material, road construction and maintenance to the dumping area, and insuring that the correct type of daily cover is completed as required by our operating permit.. Position #16 Landfill Equipment Operator This position's primary responsibility is to operate the Construction and Demolition area's wood waste Horizontal Grinder used for processing vegetative and clean wood waste. This position is in charge of scheduling the initial placement, grinding, turning, and assists in loading of finished products to different vendors and the public. Position #17 Landfill Equipment Operator This position's primary responsibility is to oversee the White Goods, Clan Metal, and Tire processing areas, The position oversees the placement of White Goods, Clean Metal, and Tires insuring that all materials are stockpiled in the correct area until processed for sale. It insures that the material accepted is in the proper state for processing and does not contain any material that is not acceptable by our operating permit within that area. It also loads most of the outgoing mulch to customers. Position #18 Landfill Equipment Operator This position's primary responsibility is to oversee the leachate collection and disposal system plus the movement of any material as needed for daily cover. This position is responsible for insuring that leachate that is generated by the Solid Waste is monitored and disposed of according to our operating permit in a timely manner. It is also responsible for insuring that daily 16 cover is available at the working face for the covering of the MSW on a daily basis and/or applying an approved alternate daily cover. Position #19 Landfill Equipment Operator This position's primary responsibility is to assist in the processing of the vegetative waste by movement of material to the Horizontal Grinder and assist with the movement of material for daily cover. It is in charge of movement of unprocessed material to the grinder and initial stockpiling of material after grinding. It also helps with the movement and placement of material necessary for daily cover. It also is a rotating relief position that fills in for other operators during their breaks and lunch hours. Position #20 Landfill Equipment Operator This position's Primary responsibility is to process and load material for sale and to assist the public in the management of metal, white goods, and cardboard. It is in charge of loading processed material into over the road trailers and insuring the proper segregation of materials as required by our ordinance and the request of our vendors. It assists the public in the unloading of materials within the proper areas and does the preliminary processing of most of these materials. Position #21 Solid Waste Materials Transfer Operator This position is responsible for operating over the road tractor-trailer vehicles to transport various materials and products to market (boiler fuel, mulch, scrap metal, white goods, etc.). Transports to market the separated regulated recyclables generated from the construction and demolition waste or other reusable materials delivered to the landfill. Operates any equipment necessary to transport, manage and process recyclable materials, including over the road tractor trailers, roll-off trucks, forklifts, bobcat type loader, compactors, balers and the like. Communicates with buyers/receivers of materials about the specifications and delivery requirements. Performs maintenance on vehicles and ensures equipment is functioning properly. Maintains awareness of market specifications to improve product quality. Maintains logbooks and operating records as required by the Department of Transportation. Position #22 Solid Waste Enforcement Supervisor The duties of the Solid Waste Enforcement Supervisor are divided into four areas: enforcement of the Regulated Recyclable Material Ordinance, development reviews, coordinator of the Solid Waste Department safety program, and supervision of a Recycling Specialist. The position: Issues licenses, permits and certifications, Maintains and develops tools for the enforcement of the RRMO, such as a database of all licensees that allows renewal notices for licensees to issued, citations to be tracked, and all correspondence and financial transactions to be detailed. Another database tracks the disposition of all verification tags issued by the Recycling Specialist, Approves/issues on Recyclable Material (RM) permits issued by the county. RM permits requiring deconstruction assessment are referred to the Recycling Specialist, 17 • Leads evaluation team and writes the reports for the certification of commingled C&D recycling centers used by Orange County licensees, • Conducts regular reviews of RRMO and coordinates with County Attorney to amend as necessary, • Orders supplies necessary for enforcement of RRMO (verification tags, license stickers, annual renewal stickers, verification tag bags, etc.), • Develops materials for and conducts RRMO training classes, • Reviews Solid Waste Management Plans (SWMP) submitted by various municipalities' planning departments for adherence to Solid Waste Department policy and ordinance requirements, • Attends planning development review meetings in Chapel Hill, Carrboro, and Orange County, • Coordinates solid waste related issues with various planning/inspection departments, • Conducts monthly safety programs and quarterly safety inspections • Maintains the MSDS books, • Acts as a liaison to county Personnel office for drug testing program, and • Works with and supervises the Recycling Specialist on key aspects of his job, particularly legal issues, key enforcement/education areas, and maintaining contact with those affected by enforcement of the RRMO. Position #23 Recycling Specialist (Education and Enforcement Officer) Involves all facets of'Regulated Recyclable Materials Ordinance - Primary responsibility is interpreting the RRMO and ensuring compliance by the public. Interpreting the RRMO involves meeting with builders, developers, remodelers, businesses, and waste haulers to explain what is required of them for compliance when operating a business in Orange County. Enforcement involves the patrolling of Orange County businesses and constriction and demolition job sites to ensure compliance of RRMO and confirming RM licenses. A typical day would involve placing verification tags on roll-off containers, observing.job site solid waste practices, visiting C&D landfill to ascertain possible problems, doing an assessment of a demolition site (to determine whether proper steps have been taken to ensure possible reuse or deconstruction of building before demolition.), patrolling construction job sites verifying adherence with local material separation requirements, answering questions of builders or businesses about what /how to comply with RRMO. Position #24 Recycling Programs Manager The Recycling Programs Manager is responsible for developing, implementing, and managing countywide recycling operations, including those services performed by County employees and those services provided under contract. The Recycling Programs Manager directly supervises the Recycling Programs Supervisor, and indirectly supervises all positions in the Department of Solid Waste Management's Recycling Division. He/she is responsible for all persormel matters within the Recycling Division including the assigmnent of work tasks, scheduling, safety, discipline, performance evaluation, and hiring recommendations. Additionally, the Recycling Programs Manager provides and arranges employee training and maintains associated record keeping for Recycling Division personnel. 18 The Recycling Programs Manager is responsible for planning, developing, and implementing County-wide recycling programs, including the expansion and de-privatization of current services, and the processing and marketing of all materials collected and managed. He/she makes recommendations regarding County recycling and waste reduction policies, and ensures that all work is performed within established parameters including State and Federal waste regulations/requirements, and County and department policies and procedures. The Recycling Programs Manager is responsible for implementing, tracking, and assessing the County's 3-R Fee, for overseeing all 3-R Fee-related records, and for managing 3-R Fee appeals and inquiries. The Program Manager prepares and monitors amoral Recycling Division budget. The Program Manager tracks recycling program performance and prepares various programmatic data reports including productivity, tonnage, cost, revenue, and other related management information/data as necessary. He/she conducts analyses of programs and services to determine efficiencies and effectiveness. The Recycling Programs Manager plans and supervises county-performed material processing, manages relationships with recycling markets and associated 3` party processors, and markets recyclable materials for best use and to obtain highest value from vendors. Additionally, he/she negotiates vendor agreements and services, and assists with preparation of Requests for Proposals, and equipment bid specifications. He/she administers and oversees a variety of vendor and program contracts such as the contracts for Food and Organic Waste, Urban Curbside Recycling, Household Hazardous Waste (HHW) Collection and Disposal, Oil/Oil Filters/Antifreeze, and other recycling programs. The Recycling Programs Manager conducts and oversees the routing and scheduling of all county-provided public recycling services, and provides information regarding recycling operations to the Solid Waste Director, the Solid Waste Operations Manager, public and elected officials, business owners, commercial customers and the general public. He/she communicates with other local governments and government agencies regarding recycling and waste management issues. Position #25 Recycling Programs Supervisor Recycling Programs Supervisor is a professional position performing management duties including administrative and field supervision for public recycling programs operated by the Department of Solid Waste Management's Recycling Division, Supervised programs include rural curbside recycling; multi-family recycling; commercial bar and restaurant recycling; food and organic waste recycling; Household Hazardous Waste (HHW) collection; electronics recycling; oil, oil filter, and antifreeze recycling, battery recycling, and Governmental Office Recycling. This position directly supervises one Recycling Supervisor and two Recycling Materials Handlers, and has indirect authority over all positions supervised by the Recycling Supervisor. The Recycling Supervisor' develops daily work schedules for supervised personnel and assigns duties to personnel as needed, Additionally, Recycling Programs Supervisor ensures that employees operate in a safe and accident-free mariner and that each employee receives required safety and equipment operation training. Trains, instructs and supervises staff. Evaluates employee performance and counsels employees. The Recycling Programs Supervisor assists with the development, implementation, and management of programs for Recycling Operations Division. The Recycling Programs 19 Supervisor expands existing recycling and waste reduction programs by identifying potential points for new collection of recyclable materials as well as working to maintain and improve current programs. Confers with residents, private business owners, and governmental agencies/representatives on issues regarding recycling and waste reduction. Provides high quality customer service to citizens and ensures that collected materials are properly prepared and of sufficient quality for shipment to processors. Interacts with the public on a wide variety of subjects and provides information and education on multiple programs available to citizens. Investigates complaints and takes appropriate action on resolving disputes. Assists Recycling Programs Manager with the preparation and oversight of program budgets. Prepares and manages contracts and special agreements for supervised programs. Assists Recycling Programs Manager with program analysis and development. General Duties for Class Recycling Materials Handier Recycling Materials Handlers perform intermediate skilled work collecting and processing recyclable materials, including recyclable materials from businesses, residences, governmental office buildings, and recycling drop-off sites, All work is performed under general supervision. Material processing includes identifying and separating recyclable materials at recycling processing area at the Orange County Landfill, sorting recyclable materials into appropriate categories, cleaning recyclable materials and removing contaminants, and preparing recyclable materials for transfer to market. Recycling Materials Handlers inspect loads of recyclable materials to ensure they meet established market standards. Some Recycling Materials Handlers may be required to hold and maintain a Commercial Drivers License (CDL), and the employees in these positions may also collect Recyclable Materials in commercial vehicles and haul recyclable materials to market. Recycling Materials Handlers operate and maintain equipment associated with recycling operations including skid steer loaders, balers, magnetic separator, aluminum can flattener and blower, glass crusher, pallet.jacks, lift gates, pickup trucks and other non-commercial vehicles, and hand tools. Those Recycling Materials Handlers required to hold a CDL also operate front- end loading truck, multifamily recycling truck, curbside recycling truck, and roll-off truck. Recycling Materials Handlers must perform truck and equipment inspections, and are expected to assist in performing needed preventative maintenance on operated vehicles and equipment. Recycling Materials Handlers perform general maintenance including cleaning of litter, debris, and overflowing recyclables from recycling drop-off sites; cleaning and maintenance of recycling processing area at the Orange County Landfill; assembly and distribution of recycling carts; and maintenance and repair of fences and equipment associated with recycling program. Recycling Materials Handlers also notify supervisor of program progress, perform customer relations when interacting with citizens, perform other tasks in support of Orange County's waste reduction and recycling efforts as needed and required. Act as helper on Rural Curbside Recycling route when not driving. Back-up other Solid Waste Collectors performing rural curbside recycling. Help process collected materials when necessary. Deliver collected materials to market as needed using roll- off truck. General Duties for Class Solid Waste Collector Duties Solid Waste Collector Drivers operate vehicles requiring a Commercial Drivers License (CDL) in order to collect recyclable materials from businesses, residences, governmental buildings, and recycling drop-off sites, and to deliver collected materials to processing facility or market. They must be able to operate and maintain a wide variety of commercial vehicles including standard and automatic transmission trucks such as front loading garbage trucks, roll-off trucks, multi- family curb sort trucks, dual-stream curbside collection trucks, box trucks, flat-bed trucks and/or pickups. Solid Waste Collectors must operate equipment and work safely at all times in order to prevent accidents, equipment or property damage, and injury to self or others. They must comply with established safety protocols, and identify and resolve potential safety problems as encountered. When collecting materials Solid Waste Collectors must check for proper preparation, and identify and clean contaminants from recyclables as needed. Collector must sort materials by type as required, and clean up any overflowing materials or materials spilled during collection. Solid Waste Collectors must accurately track and report materials collected and complete daily route sheets as required Collectors must submit weight tickets from scale and markets. Solid Waste Collectors must perform daily vehicle pre and post trip inspections, and are expected to assist in performing needed preventative maintenance on operated vehicles and equipment, including greasing, washing, tire changes, and other minor repairs as required. Solid Waste Collectors assist in maintaining collection containers such as roll-offs, carts, dumpsters, and other recycling receptacles, including signs and labels. Solid Waste Collectors also notify supervisor of program progress, perform customer relations when interacting with citizens, perform other tasks in support of Orange County's waste reduction and recycling efforts as needed and required. Position #28 Solid Waste Collector 22 Operate roll-off truck to collecting recyclable materials in roll-off containers from 24-hour recycling drop-off sites and from solid waste convenience centers. Deliver containers to recycling processing area at Orange County Landfill and deliver paper directly to market. Assist in performing clean up of serviced sites, Maintain roll-offs as needed, greasing doors and wheels. Empty trash collected on Landfill property in roll-off containers. Position #38 Solid Waste Collector Operate and maintain dual-stream rural curbside recycling collection vehicle, picking up recyclables from households in unincorporated areas within Orange County. Inspect contents of collected bins to ensure quality of collected materials, identify and remove contaminants. Sort materials into compartments on truck, keeping paper separate fiom other containers. Maintain accurate count of number of households serviced. Clean up any spilled or overflowing materials in field, Deliver collected materials to recycling processing area at Orange County Landfill Deliver materials to market using roll-off truck as needed. Act as back up to all other solid waste collectors. 23 Position #39 Solid Waste Collector Operate and maintain dual-stream rural curbside recycling collection vehicle, picking up recyclables from households in unincorporated areas within Orange County. Inspect contents of collected bins to ensure quality of collected materials, identify and remove contaminants. Sort materials into compartments on truck, keeping paper separate from other containers. Maintain accurate count of number of households serviced. Clean up any spilled or overflowing materials in field. Deliver collected materials to recycling processing area at Orange County Landfill. Deliver materials to market using roll-off trick as needed. Act as back up to all other solid waste collectors. Position #40 Solid Waste Collector Acts as Recycling Divisions back-up driver to all other solid waste collectors. Must know routes and be able to operate and maintain all recycling collection vehicles. Operate front-end recycling truck to collect mixed paper in dumpsters and deliver collected materials to market. Work on weekend servicing high usage 24 hour recycling drop-off sites and solid waste convenience centers with front-end recycling truck and with roll-off truck. Clean up any spilled or overflowing materials at serviced locations. Deliver collected materials to recycling processing area at Orange County Landfill or direct to market as required. Deliver consolidated loads of recyclable material to market from recycling processing area. Position #32 Sanitation Supervisor The Recycling Supervisor is a working supervisor who oversees day-to-day operations for the Recycling Division with assistance, guidance, and supervision by the Recycling Programs Supervisor and the Recycling Programs Manager. The Recycling Supervisor supervises five Recycling Materials Handlers and seven Solid Waste Collector Drivers. This position counsels, disciplines, and evaluates supervised personnel as to ,job performance issues, and performs Work Performance and Pay Review's for assigned personnel. The Recycling Supervisor develops daily work schedules for supervised personnel and assigns personnel to collection vehicles or other daily duties as needed. Additionally, the Recycling Supervisor ensures that employees operate in a safe and accident-free manner and that each employee receives required safety and equipment operation training. This position supervises the daily collection of solid waste and recyclable material from 24-hour recycling drop-off sites, solid waste convenience centers, multifamily units, commercial bars and restaurants, and curbside recycling in the unincorporated portions of the County, along with the processing of those materials handled at the recycling processing area at the Orange County Landfill. He/she checks and ensures that all collection routes are completed and serviced as scheduled. The Recycling Supervisor ensures proper operation and maintenance of equipment and vehicles required to perform collection and processing duties, and is responsible for the maintenance and upkeep of recycling portions of the solid waste convenience centers and the recycling drop-off centers. He/she supervises any construction projects undertaken and performed by the Recycling Division. He/she assists with the investigation complaints and takes appropriate action on resolving disputes. The Recycling Supervisor is required to hold a Commercial Drivers License (CDL) and to be able to act as a back up for all employees supervised and to be able to operate all equipment supervised. 24 Position #41 Heavy Equipment Mechanic II (Proposed Heavy Equipment Mechanic Supervisor) • Oversees and performs routine and preventive maintenance of all landfill and recycling equipment, administrative vehicles and light, medium, and heavy equipment used in department operations. • Diagnoses the mechanical, electrical, and hydraulic components of equipment. Performs mechanical repairs which may include engine, transmission, front and rear differential, brakes, final drives, hydraulic pumps, motors, starters, electrical problems, fabrications, etc. • Develops, recommends and oversees the equipment maintenance and repair budget for the department. Responsible for ordering parts and paying invoices. • Maintains records and coordinates with Public Works necessary data for the monitoring of and compliance with County vehicle fuel conservation polity. • Supervises lower level mechanics, including recruiting, training, performance evaluations, counseling, disciplining, scheduling and prioritizing work; ensures that assigned work is completed accurately and timely. • Supervises Landfill Equipment Operators, Landfill Inspectors and Weighmasters in the absence of the Landfill Operations Manager and Solid Waste Operations Manager. • Develops and submits necessary bid documents for the department, evaluates bids, recommends replacement or repair of equipment to the Director; updates department's replacement schedule on an ongoing basis. • Oversees work order system within the Department, enters all work orders on computer system, runs reports and improves data base system for information resources.. • Ensures maintenance facility is clean, safe, and meets all regulations for such a facility according to state and federal laws.. Duties of Class Heavy Equipment Mechanic I Maintains and repairs a variety of automotive and heavy constriction equipment and other support equipment with engines and motors on them. Performs detailed preventive maintenance on all vehicles and equipment. Works with established maintenance schedules for each piece of equipment. Diagnoses the mechanical, electrical and hydraulic components of any breakdown on all equipment, which may include reviewing flow charts, schematics, and manuals. Etc. Performs mechanical repairs which may include engine, transmission, front and rear differential, brakes, final drives, hydraulic pumps, motors, starters, electrical problems, fabrications, etc. Repairs the recycling processing areas electrical and mechanical equipment when needed. Responds to road call repairs when vehicle breaks down away from the landfill Completes work orders on an ongoing basis and turns in to supervisor when completed. Operates equipment as needed and assigned. Position #42 Heavy Equipment Mechanic I Principle responsibilities are repair- and maintenance of truck fleet used in the recycling and landfill hauling operations, maintaining the processing pad's equipment (bailers, compactors, etc), and other small vehicles and support items necessary for day to day operation of the department. 25 Position #43 Heavy Equipment Mechanic I Principle responsibilities are repair and maintenance of the heavy equipment of the department, which consist of bulldozers, trash compactors, track hoes, hydraulic excavators, wood grinder, track loader, wheel loaders, trommel screen, and other small support equipment related to the necessary daily operation of the department.
