Fikes, ext 2490 PURPOSE: To award one contract for the County CDBG Scattered Site Housing Rehabilitation Program. BACKGROUND: The Housing and Community Development Department solicited bids from qualified housing rehabilitation contractors participating in the County's Housing Rehabilitation Program for the. general repair portion of the work specifications. Bids were also solicited from lead based paint abatement contractors for items containing lead based paint as required by federal regulation. The informal bidding process is governed by the North Carolina General Statues §143-131 and does not require a minimum number of bids. Additionally, present program procedures provide that housing rehabilitation contracts be awarded to the lowest responsible bidder. Additionally, all contractors participating in the County's Rehabilitation, Program are required to utilize current deconstruction and material recycling methods during the repair process. Sealed bids were solicited from participating contractors on November 18 and December 14th the bid opening on December 14, 2005 with three bids received for the general repair portion and on November 17 for the lead based paint portion of the work specifications. Bid results are attached. FINANCIAL IMPACT: The Orange County 2004 CDBG Scattered Site Program provides grant funding for this repair project. S. Department of Housing and Urban Development (HUD) standards. It is recommended that any lead hazard remediation work be conducted by workers who are certified by the state to perform lead abatement work. Lead hazard remediation work must be preformed in compliance with the regulations issued by the Secretary of Housing and Urban Development set forth in 24 CFR Part 35, et at and all applicable rules and any others issued thereunder, and all applicable Federal, State and local rules and regulations, regarding notification, evaluation and reduction of lead-based paint hazards in residential structures undergoing Federally-assisted construction or rehabilitation and require the elimination of lead-based paint hazards. Every contractor or subcontractor, including painting, pursuant to which such Federally-assisted construction or rehabilitation is performed, shall include appropriate provisions complying with requirements for notification, evaluation and reduction of lead-based paint hazards. The contractor shall be allowed to include in the cost of the project the allowable fee for one (1) complete clearance inspection of the remediation work performed. WORKSITE PREPARATION A. GROUND CONTAINMENT L. Before exterior construction, construct a work site perimeter curb of 2x4 timbers ten (10) feet from the house exterior. Create an outer barrier of flags and/or plastic tape three (3) feet on center and twenty (20) feet from the worksite. Post proper signage in the work area. All warning signs must remain posted until clearance is passed. 2. During the period of work on all exterior components attach one layer of 6-mil polyethylene to the building exterior with furring strips, extending the (10) feet past the work site. Wrap the plastic under the perimeter 2x4's. Change the plastic daily. B. CLEARANCE EXAMINATION L After completion of all work that disturbed LBP and any other lead hazard reduction activities, a qualified person shall perform a clearance examination. Work disturbing lead-based paint is not considered complete until clearance is achieved. C. PRE-CLEAN 1. Pre-clean the interior of the unit in all areas that Lead Paint was disturbed. One new girder to be at mid-span of floor joists under Living Room and approx. 16 H, The other new girder to be within 1 I.f of the front foundation wall and approx 36 l.f.. Remove two existing block/brick piers, level-off soil immediately under piers and prepare these two areas for installation of new concrete block piers. NOTE: After existing roof cover is removed, if further damage is discovered the Owner, Contractor and Rehabilitation Specialist will meet to review the work, determine a course of action and, if necessary, a cost for any additional work. Replace flashing, roof,jacks, metal nosing, plumbing boots, metal drip edge, etc_ All metal edge flashing, nosing and drip edge to be pre-finished white material Supply and install new 25 year (minimum) composition shingle roof cover over 15# felt, complete. Includes shingle-type ridge ventilation system. Seal all penetrations fluough roof with waterproof material. Shingles at porch roof to have 4" reveal.
