PURPOSE: To consider amending the Orange County Classification
and Pay Plan by:
- Changing the salary grade assignment for the class
of Deputy County Clerk from Salary Grade 64 to
Salary Grade 65 and
- Adding the class of 4-H Program Assistant at Salary
Grade 62.
BACKGROUND: The background leading to the recommended two changes
to the Orange County Classification and Pay Plan is as
follows:
1. Deputy County Clerk
The Personnel Department has completed a
classification review of the Deputy County Clerk
position in the Board of County Commissioners
Office. The Clerk to the Board requested this
review because the duties and responsibilities of
the Deputy County Clerk position had changed since
it was assigned to that class and salary grade in
January 1991.
Key changes in the Deputy County Clerk position
include:
- The Board of Commissioners passed a Resolution on
January 19, 1993 appointing the incumbent as the
official Deputy County Clerk. This allowed the

Clerk to the Board to delegate greater
responsibility to this position.
- The Deputy County Clerk now is responsible for the
coordination and support function for the
volunteer Boards and Commissions. This includes a
wide range of duties including recruiting
volunteers, responsibility for volunteer
communications and facilitating the overall
volunteer process.
The duties and responsibilities of the Deputy County
Clerk position were compared to those of positions
in other classes in the Classification Plan. Based
on this, it is recommended that the Deputy County
Clerk class be reassigned to Salary Grade 65 in
recognition of the significant changes in the public
contact function.
Upon approval of this recommended change, the Deputy
County Clerk position at salary grade 64 will be
reclassified and assigned to salary grade 65. This
position is the only position assigned to the Deputy
County Clerk class.
2. 4-H Program Assistant
With the adoption of the 1993-94 budget the Board of
County Commissioners approved a change in a 1.0 FTE
Assistant 4-H Agent position to a .75 FTE 4-H
Program Assistant position funded solely from County
funds. Due to the County funding, the position
became a County position effective July 1, 1993.
Prior to the position being posted for recruitment,
it is necessary to classify it under the Orange
County Classification and Pay Plan. The Cooperative
Extension Office submitted a position description of
the position' s planned duties and responsibilities
to the Personnel department to determine the
approved position' s classification.
The 4-H Program Assistant position will be
supervised by the 4-H Extension Agent, who reports
to the Cooperative Extension Director. The 4-H
Program Assistant will assist the 4-H Extension
Agent in planning, implementing, coordinating and
evaluating 4-H programs for youth and adults. The
Assistant position will have responsibility for
school science enrichment activities, summer special
interest programs, after school gardening clubs,
school age child care programming and public housing
liaison duties.

The duties and responsibilities of the 4-H Program
Assistant position were compared to other
County positions with similar responsibilities
for the coordination of programs, and recruiting and
training of program volunteers.
Based on this review and comparison with other
positions it is recommended that a new class of 4-H
Program Assistant be established at Salary Grade 62 .
Attached is the class specification.
Upon approval of the new class, the Personnel
Department will begin recruitment for the 4-H
Program Assistant.
RECOMMENDATION: The Manager recommends the Board amend the Orange
County Classification and Pay Plan by:
- Changing the salary grade assignment for the
class of Deputy County Clerk from Salary
Grade 64 to Salary Grade 65 and
- Adding the class of 4-H Program Assistant at
Salary Grade 62.

4-H PROGRAM ASSISTANT
GENERAL DEFINITION OF WORK:
Performs intermediate paraprofessional work providing assistance with
4-H programs for youth and adults; does related work as required.
Work is performed under general supervision. Limited supervision is
exercised over volunteers.
TYPICAL TASKS:
Assists the 4-H Extension Agent in planning, implementing and
coordinating various 4-H programs for youth and adults;
Identifies and recruits prospective volunteers for 4-H programs;
Coordinates recognition events for volunteers;
Provides technical assistance required for implementation of 4-H
programs;
Assures programs are provided with adequate materials and supplies;
Writes a monthly school-age child care newsletter;
Writes quarterly news articles for local newspapers;
Provides information and trains teachers and administrators in public
and private schools on school science enrichment activities;
Identifies school-age child care providers in Orange County and
provides information and training on how to use the 4-H curriculum;
Coordinates garden activities with after-school coordinators, school
administrators and volunteers;
Organizes, supervises and evaluates summer enrichment programs
for school-age children;
Maintains appropriate records on participants and volunteers;
Performs related tasks as required.
KNOWLEDGES, SKILLS AND ABILITIES:
General knowledge of the functions and objectives of 4-H programs;
general knowledge of the philosophy, policies and procedures affecting
4-H programs and other Extension services; general knowledge
of the techniques used to recruit, train and motivate volunteers;
general knowledge of public and private school systems; general
knowledge of science and gardening concepts; ability to establish and
maintain effective working relationships with volunteers, students,
public school officials, day care operators, community agencies and
organizations, other employees and the general public; ability to
communicate effectively both orally and in writing; ability to prepare
and maintain records.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation
from an accredited community college with major course work in social
services, liberal arts or related field and at least one year
experience working with volunteers, or work involving public contact.
