PURPOSE: To authorize a contract for completion of the Central Recreation restroom
renovations and accessibility elements.
BACKGROUND: The existing restrooms, including fixtures, water and wastewater lines and
surfaces are believed to be largely original to the building (circa 1957). The existing
configuration does not meet the Americans with Disabilities Act (ADA) code requirements for
accessibility. In addition, water and wastewater plumbing lines, which are approximately 50
years old are subject to leaks and failures, which could result in lost water resources, increased
cost to the County and inconvenience to customers.
The Board previously authorized a contract with Reece, Noland & McElrath, Inc. for design work
for replacement of restroom fixtures, water and waste water lines, and all surface treatments
(floors, walls, ceilings), including identification of water conserving measures and fixtures. The
scope of work was modified to include design for accessibility elements (exterior ramp, power
assisted door openers, etc.). Competitive bids were solicited during May 2007 for completion of
the restroom renovations and accessibility elements, closing on June 8, 2007.
Bids were solicited from contractors and apre-bid conference was attended by three
contractors. Four contractors answered the bid call. The lowest responsible bid that was
responsive for the restroom improvements and accessibility elements was received from HF
Mitchell Construction in the amount of $232,700 for restroom renovations and $17,153 for the
accessibility related work, for a total cost of $249,853.
FINANCIAL IMPACT: In fiscal year 2004-05, the Board approved $690,000 in 2004 Two-Thirds
Net Debt Funds for repairs to Central Recreation. Examples of major pieces of that project
included replacing the windows in the gymnasium along with up-fitting the restrooms throughout
the Central Recreation Facility. Adequate funding is available for completion of the restroom
and accessibility renovations as specified.

RECOMMENDATION(S): The Manager recommends that the Board award a bid to HF
Mitchell Construction for renovation of restrooms and completion of accessibility elements
according to the design specifications prepared by RN&M for an amount of $249,843; and
authorize the Purchasing Director to execute paperwork as may be required.
