BACKGROUND: The Department on Aging was created by ordinance in October, 1980 to serve as a central resource for planning, coordination, information and services for older adults in Orange County. The County's first Senior Center opened in Hillsborough as the result of a 1980 Senior Center grant. Since then, the total number of Centers managed by the Department has increased to four. They are as follows: * Hillsborough, at the Whitted Human Services Center (Tryon St) , est. 1980 * Southern Orange at the Multipurpose Center (Caldwell St) , est. 1984 * Carrboro at the ArtsCenter (300G E.Main St) , est. 1987 * Chapel Hill at the Galleria (400 S. Elliott Rd) , est. 1991 Facility descriptions and current management structure information are provided in the accompanying report. Jerry Passmore, DOA Director, and Janice Tyler, Senior Centers Administrator, will present the status report. RECOMMENDATION(S) : The Manager recommends that the Board receive the report as information. FN:ABS94#05.DOC 2 . Status Report on Senior Center Facilities Management by Jerry M. Passmore, Director Orange County Department on Aging October, 1993 Since 1980 the Orange County Department on Aging has managed Senior Centers which serve as focal points for individual and group activities and services offered by various County departments and community organizations. The Department on Aging is responsible for four Senior Centers, and provides transportation and limited programs at two Community Centers. A Comparative Profile of the facilities and their use is attached. The Department employs a Senior Centers Administrator who does overall planning, as well as arranging, scheduling and publicizing programs, classes, and individualized services at each Senior Center. The Senior Times newspaper coverage of each Center is coordinated by the Administrator. Additionally, the Administrator supervises the Facility Managers at each location. They, in turn, are responsible for overseeing daily activities as they occur, handling registration and fee collections, responding to walk-in information requests, and managing room setup and facility maintenance issues. 1. Hillsborough Senior Center houses the Department's administrative offices and the Coordinated Agency Transportation (CAT) Program. This Center has a Facility Manager (75% time) who also serves the dual role of Department Office Manager (25% time) , providing clerical support as well as serving as receptionist for both the DOA office and the Whitted Human Services Complex. 2 . Southern Orange Senior Center houses the Department's staff offices for Information/Referral, Care Management, and the RSVP English as a Second Language program. The numbers of services and people served have decreased substantially over the last few years as many of the neighborhood regulars have become increasingly frail or have died. Like the Hillsborough location, this Center has a Facility Manager (75% time) who also serves as Office/Building Manager. Additionally, she is receptionist for the Southern Orange Complex (which houses four other agencies) and provides Department clerical support (25%) . 3. Carrboro Senior Center houses no DOA administrative offices and is located as a wing in the ArtsCenter. The numbers of services and people served have decreased this past year with some participants choosing to use the new Chapel Hill Senior Center. This Center has a part time Facility Manager (75% time) with clerical and receptionist assistance provided by two part time senior workers funded by a federal grant. The senior workers also are responsible for daily telephone reassurance calls to shut-ins. Page 1 of 2 3 . 4 . Chapel Hill Senior Center was established as a public/private partnership with the Friends of the Chapel Hill Senior Center in 1991. Located in the Galleria Shopping Center, it is the only free-standing, highly visible Senior Center facility. This Center has no Facility Manager as do the others. Presently, the Senior Centers Administrator is required to serve in this capacity. Clerical and receptionist assistance is provided by approximately 20 senior volunteers recruited by RSVP and the Friends of the Center. A part time senior worker provides some receptionist and clerical assistance, but is primarily responsible for the management of the JOCCA nutrition/luncheon program. The Center's tremendous growth has forced the Department on Aging to explore additional management resources in order to operate in an effective manner. 5 . Community Centers serving Seniors- The Efland-Cheeks and Cedar Grove Community Centers, managed by the Recreation and Parks Department, house JOCCA senior nutrition/luncheon programs and are served by the CAT system. Some satellite programming co- sponsored by the Department on Aging and Recreation and Parks is provided intermittently. The Department of Aging has no staff at these locations. Because their size and operation hours, etc. , do not conform to N.C. Senior Center standards, these facilities are not considered senior Centers. They are Community Centers, with Recreation and Parks staff responsible for facility management and program oversight for all ages. JOCCA also has staff at these sites to serve all ages.
