PURPOSE: To consider an offer to purchase a piece of property owned by
Orange County.
BACKGROUND: At the June 7, 1993 meeting, the Board discussed options
for the disposition of a parcel of real property, located in Mebane,
that is owned by Orange County. The County acquired the property by
foreclosure in 1974 . The parcel is approximately one-half acre in
size, and is situated on 10th Street in Mebane, just inside the Orange-
Alamance County line.
At the August 17, 1993 meeting, the Board authorized staff to pursue
the sale of this property at a price not less than the appraised tax
value of $14 ,080. Mr. Lloyd Clayton, grandson of the former owner of
the property, has indicated his desire to obtain the property, as
evidenced by his signed offer to purchase. If the Board accepts Mr.
Clayton' s offer, he must make a cash deposit of 5% of the purchase
price. The County will then have to observe the upset bid procedures
outlined in the General Statutes.
RECOMMENDATION: The Manager recommends that the Board accept the offer
by Mr. Clayton to purchase this parcel for $14, 080; that the Manager
and Attorney be authorized to complete the sale of the property as
outlined by State law; and that the proceeds of the sale be set aside
in a reserve account for affordable housing uses.

OFFER TO PURCHASE
I hereby offer to purchase from Orange County the tract of
property located on 10th Street in Mebane, North Carolina, Orange
County Tax Map No. 3 . 18 .E. 7, in the amount of Fourteen Thousand
Eighty dollars ($14,080 .00) . The property is more specifically
described as:
A certain tract or parcel of land lying and being in the
County of Orange and State of North Carolina, in Cheeks
Township; and more particularly described as follows:
Being lots 291 and 292 of the Mebane Real Estate and
Trust Company property, said lots having a frontage of 100 ft.
on 10th street in the Town of Mebane, North Carolina, and
being 100 feet wide by 200 feet deep and being the same
property known as the old Sid Clark property. (Deed Book 253,
Page 1421) .
I understand and agree that if the Orange County Board of
Commissioners proposes to accept my offer I will be required to
make a deposit of $704 . 00, which is 5% of the price of my offer,
with the Clerk of Orange County. I further understand and agree
that if my offer is accepted Orange County will, at settlement,
deed this property to me via non-warranty deed.
I further understand that Orange County is required by law to
publish a notice of my offer which will describe the property and
will indicate that within ten day's of the notice any person may
raise the bid not less than 10% of the first $1,000. 00 and 5% of
the remainder and that this procedure shall be repeated until no
further upset bids are received.
