PURPOSE: To consider a request from UNC Hospitals for a four month
extension to two existing contracts with Orange County Emergency
Management.
BACKGROUND: For a number of years, Orange County has provided
personnel and equipment support to the UNC Hospitals, under contract,
for the Hospitals' air ambulance and ground transportation programs.
Flight paramedics and ambulance drivers are currently County employees,
with the County fully reimbursed for their salaries, benefits, and
associated costs, plus some overhead expenses. It had been the
Hospitals ' intent that these employees become Hospitals ' employees by
October 31, 1993. However, administrative delays at the Hospitals ' end
has prompted their written request to extend the existing arrangements
through February 28, 1994 .
The EMS Staff is able to continue these services during the requested
four month extension. Terms of the contracts would remain identical to
those in effect since July 1992, with the exception that reimbursement
from the Hospitals to the County under the ground transportation
contract would increase from $12,000 to $12,500 monthly.
RECOMMENDATION: The Manager recommends that the Board approve the
request from the UNC Hospitals for four month extensions of the air
ambulance and ground transportation contracts, and authorize the Chair
to sign.

WHEREAS, it is the desire of the UNC Hospitals that existing agreements
between the Hospitals and Orange County, whereunder the County provides
services for the Hospitals ' air ambulance and ground transportation
programs, be extended through the period ending February 28, 1994, and
WHEREAS, the County is willing and able to continue providing such
services,
NOW, THEREFORE, the Hospitals and the County agree that the terms and
conditions of the two existing agreements shall remain in force through
February 28, 1994, with the exception that reimbursement from the
Hospitals to the County under the ground transportation agreement shall
increase to $12,500 monthly.

Dear Jeanette,
This letter is provided as a formal request to extend the F sraniedic and Ground
Unit contracts through i+ebfuary 28, 1984. The current a;,tension is through
October 31, 1993. You mentioned that the cost for the G.oundUnit.contract has
increased and that we did not consider this additional cot; in the.first.extension.
If you wish to apply an Increase for the new extension please give me the dollar
amount within the next couple of weeks. The Paramedic contract is paid on
actual expenses and should not require any renegotiation
The formulation of the Paramedic job descriptions has bean a long and arduous
process, for which I apologize. We are nearing the end o:that process and will
require the next few months to have the position analyzes, by the State Office of
Personnel.
As discussed in other meetings we may wish to enter into a contract with the
county for maintenance of our ambulances. Also, we will ;till need backup
services for ACC transports when we do not have a vehic:e or personnel
available(these times should be few in number).

We appreciate the long standing cooperative relationship between our two
agencies and wish that to continue. On behalf of UNC He 3pitals I would like to
express our gratitude for the professional service we have received from not only
the Orange County Emergency Management team but the County
Commissioners and County Manager as well. Please give our request for an
extension every possible consideration, Thank-you for yo,.i' support.
