BACKGROUND: Article 20 Chapter 160A of the General Statutes of North Carolina allows for cooperative purchasing between units of local government. By participating in cooperative purchasing with other units of government Orange County can realize cost savings by taking advantage of volume discount. An example of this is through purchase of vehicles. Historically,we have experienced greater economy through joint purchasing with local governmental entities as opposed to purchasing through either our own bid or through the State contract. Article 20 Chapter 160A of the General Statutes of North Carolina dictates that cooperative purchasing be authorized through a resolution approved by the governing body. The attached resolution will allow the County to participate in joint purchasing with other local governments at the discretion of the Director of Purchasing and Central Services. The most immediate purchase through a joint purchasing agreement as authorized above,will be the purchase of 14 vehicles through a cooperative purchasing agreement with the City of Raleigh; which purchase shall not exceed the amount appropriated in the 1993-94 CIP. RECOMMENDATION: The Manager recommends that the Board approve the resolution authorizing cooperative purchasing and authorize the purchase of the vehicles as approved in the 1993-94 CIP. 2 RESOLUTION A RESOLUTION AUTHORIZING COOPERATIVE PURCHASING BETWEEN ORANGE COUNTY AND OTHER COUNTY AND MUNICIPAL GOVERNMENTS Whereas, the Commissioners of the County of Orange, North Carolina, sees the need to maintain efficient local services by purchasing needed supplies and materials at the lowest possible purchasing price; and Whereas, the Commissioners of the County of Orange, North Carolina, realize the value of cooperative purchasing in saving money and exchanging important information among County and municipal governments in the immediate geographical area; and Whereas, the Commissioners of the County of Orange, North Carolina, realize the importance of selecting the bid proposal that is most advantageous to the needs of the people of the County of Orange; and Whereas, authority for cooperative purchasing by and between several units of local government is found in Article 20 of Chapter 160A of the General Statutes of North Carolina, Now, Therefore, be it resolved by the Commissioners of the County of Orange, North Carolina, that the Director of Purchasing and Central Services . of the County of Orange is authorized to participate with other County and municipal governments composing the Triangle J Regional Council of Governments in cooperative purchases that he/she deems advantageous to the needs and budget constraints of the County of Orange.
