PURPOSE: To consider the legal notice and items for discussion at the Joint Planning public
hearing scheduled for October 14, 1993.
BACKGROUND: A Joint Planning public hearing was scheduled for October 14, 1993, involving
Orange County and the Towns of Chapel Hill and Carrboro.
The Board of Commissioners reviews proposals to be considered at public hearing
for consistency with general County policy and presentation format. Items to be
considered at the October 14, 1993 public hearing include the following:
1. Comprehensive Housing Affordability Strategy (CHAS) for Orange County
The U.S. Department of Housing and Urban Development requires submittal
of a CHAS by December 31, 1993. This item is being presented at the Joint
Public Hearing because it involves and is of interest to all three jurisdictions.
2. Orange County Environmental Impact Ordinance
Environmental Impact Statement - American Stone Quarry Expansion
The Orange County Environmental Impact Ordinance requires submittal of an
Environmental Impact Statement (EIS)for mining activity. The EIS is
required when the Special Use Permit application is submitted, and is
presented to the Board of Commissioners at the public hearing at which the
Special Use Permit is presented.

A joint public hearing before the Orange County, Carrboro and Chapel Hill
governing Boards is required for amendments to the JPA Land Use Plan. A
Plan amendment for the quarry site was presented at a JPA public hearing on
October 10, 1991. Concern with potential environmental impact was raised
during the public hearing process. The applicants chose to prepare and
submit the EIS prior to submittal of the Special Use Permit so that more
information would be available at the time of the decision on the Land Use
Plan amendment. It is recommended that the public hearing on the EIS be
held at the joint public hearing as a courtesy to Chapel Hill and Carrboro.
The amendment to the JPA Land Use Plan will be scheduled in conjunction
with the regular November quarterly public hearing.
Approval of the notice will permit advertisement of the Environmental Impact
Statement on October 6 and October 13, 1993.
RECOMMENDATION: The Administration recommends approval of the Notice of Public Hearing for
October 14, 1993.

NOTICE OF PUBLIC HEARING ON
AN ENVIRONMENTAL IMPACT STATEMENT FOR A PROPOSED EXPANSION
OF AMERICAN STONE QUARRY
AND
THE COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY FOR ORANGE
COUNTY
Pursuant to the requirements of Section 3.2 of the Orange County Environmental Impact
Ordinance, notice is hereby given that a public hearing will be held in the Orange Water and
Sewer Authority (OWASA) Operations Center on 400 Jones Ferry Road in Carrboro, NC on
October 14, 1993 at 7:30 p.m. for the purpose of giving all interested citizens an opportunity
to speak for or against the following items:
ORANGE COUNTY ENVIRONMENTAL IMPACT ORDINANCE
1. American Stone Quarry Expansion
An Environmental Impact Statement has been prepared for a proposed expansion to the
American Stone Quarry site located on N.C. Highway 54 at Bethel-Hickory Grove
Church Road. The proposed expansion involves: (1) Re-alignment of Bethel-Hickory
Grove Church Road to the east of the existing quarry; (2) relocation of the existing
asphalt plant to the east of the re-alignment of Bethel-Hickory Grove Church Road; (3)
re-alignment of the waterway on the northwest border of the quarry site; and (4) the
eastward expansion of mining activities.
The Environmental Impact Statement was distributed for comments through the North
Carolina Clearinghouse and comments were received by the Planning Department on July
29, 1993. An advertised public review period for citizens to study the EIS document was
held from June 30, 1993 to July 22, 1993. The purpose of this hearing is to present
comments to the Orange County Board of Commissioners, as required by Section 3.2 of
the Orange County Environmental Impact Ordinance.
COMPREHENSIVE HOUSING AFFORDABILITY STRATEGY FOR ORANGE COUNTY
The Comprehensive Housing Affordability Strategy (CHAS) is a comprehensive planning
document that identifies the overall housing needs in the County and outlines a strategy to
address these needs. A "Consolidated" CHAS was developed in 1991 with Orange County and
the Towns of Carrboro, Chapel Hill and Hillsborough and approved by the U.S. Department of
Housing and Urban Development (HUD). This year, HUD is requiring the submission of an
updated five-year plan to include 1990 census data. This update is due December 31, 1993.
The purpose of this hearing is to receive citizens comments regarding the draft CHAS document.
Comments received during this hearing will be incorporated into the final document submitted
to HUD. The draft CHAS document is available for public inspection in the Orange County,
Chapel Hill, Carrboro and Hillsborough Planning Departments after October 11, 1993.

All interested citizens are invited to attend this hearing and be heard. Public comment will be
received during the public hearing. Following the close of the public hearing, only evidence
received in writing by the date of the Planning Board meeting following the public hearing will
be considered by the Board of Commissioners for decision.
Changes may be made in the advertised proposals which reflect debate, objections and discussion
at the hearing.
