PURPOSE: To approve amendments to the timelines for the goals
of the Rural Character Study and the Hillsborough
Cooperative Planning Zone that would allow the action
steps of these goals to follow a logical sequence
after the adoption of watershed protection measures.
BACKGROUND: Marvin Collins, Planning Director, has advised me of a
decision point which impacts on three separate but
intertwined goals - Watershed Protection, the Rural
Character Study and Hillsborough Cooperative Planning.
Specifically, citizens may be confused by/concerned
about the Rural Character options without a decision
first being made on the watershed standards.
Likewise, some Rural Character development options may
have to be revised to take into account adopted
watershed standards.
As you may recall, the adopted Rural Character Study
schedule called for township meetings in September,
1993 to present the various development options.
Staff has also been developing reports concerning the
small area planning process, development densities
needed to support public water/sewer extensions and
techniques for limiting connections to such lines.
The reports are related to both Rural Character and
Hillsborough Cooperative Planning goals and due to be
presented in September as well .

To avoid confusion and provide a logical sequence for
dealing with important issues, Marvin has suggested,
and I recommend, that the township meetings and report
presentations be delayed until such time as the
Commissioners adopt the watershed standards. Revised
time schedules detailing the resulting changes in
completion dates have been provided in boldface with
original completion dates shown in italics. (See
attachment)

GOAL - IMPLEMENT WATERSHED PROTECTION STANDARDS AND CLASSIFICATIONS TO
INSURE HIGH QUALITY WATER RESOURCES IN ORANGE COUNTY
This initiative represents the continuation of an objective included
among the Commissioners' goals for FY 1992-93 , implementation of the
State-mandated watershed protection standards and classifications in
Orange County. The initiative will require the zoning of the two
northern townships - Little River and Cedar Grove. This initiative
will carry over into FY 1993-94 due to the amount of staff time
required to address issues related to the completion of rural
character strategies and economic development district proposals.
Following adoption of preliminary watershed classifications by the
Environmental Management Commission (EMC) in May, 1991, the Planning
Staff assembled a report for the Planning Board and Board of
Commissioners which identified the implications for Orange County.
Although the EMC held a public hearing on the proposed standards and
classifications in August, 1991, it held the public hearing open for
written comments until the end of October. Following a local public
hearing in August, the Board of Commissioners adopted a position
statement on the proposals and submitted it to the EMC before the
deadline. In February, 1992, the EMC adopted final watershed
standards, and in May, 1992, approved watershed classifications,
including those applicable to Orange County.
Local governments must implement the State watershed protection
measures in accordance with the following calendar:
Municipalities over 5, 000 persons - By July 1, 1993
Municipalities under 5, 000 persons - By October 1, 1993
Counties - By January 1, 1994 .
To implement this objective, local (Orange County) ordinances will be
presented for public hearing in August, 1993 . The ordinances must be
adopted and implemented by January 1, 1994 . This schedule will allow
time to conduct township meetings in Little River and Cedar Grove
townships which must be zoned in order to apply the watershed
standards.

RURAL CHARACTER STUDY
GOAL - PREPARE/RESOLVE STRATEGIES AND ORDINANCES TO PRESERVE
RURAL CHARACTER
OBJECTIVE 1
Pursue mutual adoption, by Orange County, Chapel Hill, and Carrboro, of
Options A [2-Acre Lots] , B [5-Acre Lots] , and C [1-Acre Clusters] of the
Rural Buffer Conceptual Guidelines.
PLAN OF ACTION
The Plan of Action below includes only a list of events which must await
adoption of a proposed monitoring and maintenance program for wastewater
disposal systems. Until such a program is adopted and/or operational,
consideration of final adoption of the Rural Buffer Conceptual
Guidelines is not likely.

OBJECTIVE
This initiative represents the continuation of an objective
included among the Commissioners' goals for FY 1992-93 . The
objective involves the implementation of the Orange County-
Hillsborough Cooperative Planning Agreement signed by both
jurisdictions in October of 1991. The objective specifically
involves the preparation of a Land Use Plan and implementing
ordinances for the Cooperative Planning Area.
PLAN OF ACTION
The Plan of Action below reflects the schedule of events as they
have occurred or are proposed. Items A through D have been
completed. Items E-G represent activities which will be undertaken
prior to a joint planning board/governing body work session in
September, 1993 . Completion of items H-Q are dependent on a
decision/concensus of the governing boards at/following the
proposed joint work session in September.

The above strategy is the original approach revised to incorporate
"small area" meetings as a means of obtaining citizen input before
public hearings. Neighborhood meetings following the final public
hearing are also included to resolve citizen concerns. If the
governing boards elect to pursue a series of Small Area Plans
rather than the above approach, a new time schedule must be
developed.
