PURPOSE: To consider renewing a lease for space at Carr Mill Mall, the current location of the
Health Department clinics for the southern portion of the County.
BACKGROUND: The County has leased space for the Health facility at Carr Mill Mall since 1979.
This facility will be relocated to the Southern Human Services Building on Homestead Road upon
completion in early 1996.
The existing terms and conditions would remain the same with the following cost adjustments:

Please note the following:
• Rental Increases are based on current CPI and CPI as projected by the Orange County Economic
Development Commission office. Regardless of the actual CPI, the County will pay rent in the
amounts indicated under the column above titled, "TOTAL ANNUAL RENTAL AMOUNT".
• Lease expiration is structured to coincide with the completion of the Southern Human Services
Building.

• Lease includes utilities, cleaning services and maintenance of facility. Although some taxes and
insurance costs are included in the base rent,since the owner is reimbursed for actual cost of these
two items, we are generally billed at the end of the lease year for any overages. FYI, the 1993 tax
and insurance obligation was an additional $2,458.24.
RECOMMENDATION: The Manager recommends approval of the lease renewal between Orange
County and Carr Mill Limited Partnership, for 5,280 square feet at Carr Mill Mall, Carrboro, through
June 30, 1996 at the lease rates cited above; and authorize the Chair to sign on behalf of the Board.

THIS LEASE AGREEMENT RENEWAL made on the 4th day of October, 1993,
by and between CARR MILL MALL LIMITED PARTNERSHIP, a North Carolina

Carolina, hereinafter referred to as "Owner" and ORANGE COUNTY, a
political subdivision of the State of North Carolina, Post Office
Box 8181, Hillsborough, North Carolina; hereinafter referred to as
County.
WITNESSETH:
WHEREAS, a lease agreement was made and entered into as of the 4th
day of October, 1985 (a copy of which is attached as Exhibit A)
between J.W. and Patricia Ann French, d/b/a Carr Mill Mall and
County;
WHEREAS, County and Owner desire to renew the lease agreement and
amend it;
NOW THEREFORE, County and Owner mutually agree to the following:
1. The Exhibit A lease agreement is renewed for the period
commencing on November 1, 1993 and continuing through
June 30, 1996;
2 . During this renewal period, Section 2(a) of Exhibit A is
modified as follows:
County shall pay to the Owner rent as follows:

November 1, 1993--October 31, 1994 $6,319 .25 $75,832 .20
November 1, 1994--October 31, 1995 $6,514 .58 $78,174 .96
November 1, 1995--June 30, 1996 $6,719 .26 $80,631 . 00
Rent is due and payable on the first day of each month, in
advance, during the term of this Lease.
3 . During this renewal period, Sections 2 (c) and 2(d) of
Exhibit A are deleted.
4 . During this renewal period, all other terms and
conditions of Exhibit A remain the same.
