BACKGROUND: In Recreation and Parks there have been the following two functions covered by temporary full time positions: -Recreation Program Assistant - Facilities -Recreation Program Assistant - Athletics and Special Events The temporary employment time limits on these appointments have expired and the positions need to be addressed at this point in time. The Recreation and Parks Director has evaluated these functions and recommends that both functions be considered for permanent position status. The additional funds required ($16,780 ) have been identified within the approved 1993-94 budget for Recreation and Parks. The proposed permanent positions are as follows: 1. Recreation Program Assistant - Facilities This is proposed as a Permanent Full Time position of Recreation Program Assistant at Salary 2 Grade 57 . The position would report to the Facilities Supervisor and be responsible for facilities inspection, set up, routine maintenance and some activities supervision. The continuing need for the position arises from the additional Recreation and Parks facilities which have opened over the past years. These include Fairview Community Park, Homestead Community Center, the Efland-Cheeks Community Center and Playground, and the walking track at Orange High School. (Personnel costs for setting up and maintaining the community centers are partially recouped through rental fees charged for the use of these facilities. ) Among other things, the proper management of these facilities requires that playgrounds and play equipment be inspected daily and maintained in accordance with the National Safety Council's recommendations. Also buildings are checked for cleanliness, proper maintenance and equipment set up for daily and evening activities. The = responsibilities of this position are not seasonal or short term. The facilities must be maintained year-round and available for public use seven days a week. The net additional cost to establish the position as Permanent Full Time is $8,971 . 2. Recreation Program Assistant - Athletics and Special Events This is proposed as a Permanent Part Time position ( 30 hours) of Recreation Program Assistant at Salary Grade 57 . The position would report to the Athletic Coordinator and be responsible for participant supervision, crowd control, first aid, and maintaining safe playing fields and gyms for athletic activities, among other things. This position also will provide support for special events and activities such as the Senior Citizen Picnic and Thanksgiving Dinner, Senior Games, Saturday Teen Open House, Tennis Tournaments, Fishing Rodeo, Bike Rodeo, Hog Day and other special activities that take place at various locations. This position is necessary to implementing these programs safely and effectively. The knowledge 3 and training required to perform these functions limits the use of short term staff. The net additional cost to establish the position as Permanent Part Time (30 hours) is $7,809. RECOMMENDATION: The Manager recommends the Board approve the permanent positions as proposed.
