RE: Elected Governing Officials Disaster and Emergency Guide
During a meeting with the County Clerk's office this winter, it was suggested
that since there has been some turnover of both staff and elected officials
within the County since the last significant disaster, it would be beneficial to
produce a guidance document explaining the roles and responsibilities of
elected officials during a disaster. Emergency Services personnel,
particularly Emergency Medical Technician and acting plaxlrler Steven Riley,
have been working with various other county and partner departments and
agencies to review and revise our comprehensive emergency response plans.
Observing that disasters and emergencies have no respect for geo-political
boundaries, staff recognized that a cooperative effort to include the towns in
the development of this guide would be beneficial. This collaborative
process resulted in the development of an elected officials guide to be
disseminated to the elected governing officials within all local governments
in the County. Participants in the process included staff from Orange County
Emergency Services, Chapel Hill Fire Department, Carrboro Fire
Department, the Town of Hillsborough, and Orange Rural Fire Department.
The document has also been reviewed by Law Enforcement agencies in the
county, including the Sheriff.
Emergency Services staff is continuing to work to improve the county's
overall preparedness for disasters and emergencies.- Staff has met with
various departments and agencies, and efforts are underway to update the
various emergency planning documents to comply with recent requirements
of the Department of Homeland Security and the Federal Emergency
Management Agency. Notable new requirements include formalizing plans
to take care of companion animals (pets) during evacuation and sheltering
activities and formalizing our consistent use of the National Incident
Management System (]~tIlVIS) across all disaster functions.
