SUBJECT: Timeline for the sewer construction project for the North Buckhom community
(north of I-85/40) and central Efland.
As per your request, I have put together a timeline for completing the above-referenced sewer
construction project. 1 must include one caveat, however, and that involves the Northern
Buckhom portion of the project. From the very outset of connecting the Gravelly Hill school
and both the southern and northern sections of Buckhom Road to the City of Mebane's
existing wastewater collection system, there have been issues with the sufFciency of the
capacity of Mebane's Industrial Drive wastewater pumping station (the City's pumping station
nearest to the project area). It appears that these issues may not have been adequately or
completely resolved as of this moment. I am attaching an email from Jim Thames, PE, of
Colter Jewell Thames, the County's engineering consultant for the Buckhom and Efland
project outlining his difficulties in completing the project's Preliminary Engineering Report (the
grant-required document submitted for environmental review through the federal review
agencies). The normal time far review of this document is approximately 9.0 days and
submission of this document is the number one item, in both the chronological and project
approval sense, for this project. For the sake of optimism as expressed in the attached email,
I will .assume that the Engineer's report will be submitted in two weeks.

Paul,
We will probably be able to submit something within the next two weeks provided flow issues within the context of
the Report have been resolved for the Industrial Drive Pump Station. The issue that has delayed this completion
has been capacity problems at the Industrial .Drive Pump Station. l have had Tommy Glenn from my office contact
the State to see if we can obtain any informafion from that end. He is out this morning but I will talk with him later
today. I do not want to submit anything that is misleading or that we know will not receive approval due
to Pumping rates at this Station being_inadequate. If you recall, Mebane's engineer had us reduce the pumping
rate at the Gravellly Hill Station (to your detriment) to justbarely make the calculations work so the State would
permit the Gravelly Hill Pump Station. The bottom line is that the Industrial Drive Pump Station has serious
problems and they have not been resolved to my knowledge. As you knew, the capacity of downstream sewers
and their ability to receive additional wastewater is a major issue with the State. Additional flows to this Station,
no matter how small ,will be seriously questioned and challenged by the State. in 2006 the Industrial Drive
Pump Station surcharged and a report had to be filed with the State by Mebane. The part of the Report that
involves the Environmental Assessment and the work in Efland is complete subject to review and reproduction.
Once again,how to word and provide calculations acceptable to the State for the sewers in Northern Buckhom is
an issue. We are attempting to meet with Mebane to discuss Buckhom prior to finalizing this section of the Report
fo see if they concur with our assessment.
We will proceed to try to complete the Report and if the infonna6on that is available to us is not sufficient to
complete the Report I will give you a call to discuss what actions need to be taken to complete the Report.

Can you advise as to when the Engineefs report will be submitted to Grants and Loans. The BOGC is asking for a
timetable on the central Efland and northern Buckhorn project and the submission of the report is essential step one.
