Fikes TELEPHONE NUMBER- Hillsborough - 732-8181 Chapel Hill - 968-4501 Mebane - 227-2031 Durham - 688-7331 PURPOSE: To receive citizen comments regarding the development of a Comprehensive Housing Affordability Strategy for Orange County. BACKGROUND: In 1991, a Comprehensive Housing Affordability Strategy (CHAS) for Orange County was developed and later approved by the U.S . Department of Housing and Urban Development (HUD) . The CHAS is a five year comprehensive planning document which outlines plans to address the overall affordable housing needs of the County. The document presents in detail the existing housing stock, the housing needs of very low income, low income and moderate income families and special population groups, and concludes with specific goals and implementation plans to meet the identified needs. This year, due to the availability of 1990 census data, all localities with an approved CHAS must submit an updated five year plan by December 31, 1993. However, prior to development of this document, a public hearing is required to receive citizen comments on housing needs, objectives, and potential strategies which should be included in the CHAS document. All local governments in the County will hold a public hearing during the month of September in order to receive public input. A notice was published in the Chapel Hill Herald on August 27 and September 4 , 1993 . In addition, notices have been sent to local non-profit agencies . Comments received will be incorporated as appropriate into the final document. After the draft CHAS is prepared but before the final document is submitted, a second public hearing will be held during the next quarterly public hearing scheduled for October. RECOMMENDATION(S) : The Manager recommends receiving comments as information.
