Fikes Selection Criteria TELEPHONE NUMBER- Hillsborough - 732-8181 Chapel Hill - 968-4501 Mebane - 227-2031 Durham - 688-7331 PURPOSE: To receive comments from the public regarding a proposed FY 1993 Housing Development Grant Application. BACKGROUND: The North Carolina Department of Commerce has announced the availability of funds under the Housing Development Grant Program. The program is designed to assist local governments improve the housing conditions of low and moderate income citizen by either creating affordable housing or increasing housing options for this population. In order to apply for funding, applicants are required to conduct a public hearing at the beginning of the application development process to receive citizen comments regarding the needs which could be addressed through this program. Comments received during this public hearing will assist the Housing and Community Development Department in designing an innovative and effective program. A second public hearing will be needed on October 4, 1993 in order to receive comments regarding the draft application document. Orange County is eligible to apply for a maximum of $250,000 . Applications are due October 15, 1993. Notice of this hearing has been published in the Chapel Hill Herald. RECOMMENDATION(S) : The Manager recommends receiving comments as information. 2 III. Selection Criteria ror Housing Development Projects A. Types of Projects Projects should address at least one of the following objectives: 1. Creation_of affordable housing for low- and moderate-income households . Projects with this objective should increase the total stock of housing units available to and affordable by low- and moderate-income individuals and households. Activities might focus on conversion of non-housing structures into housing units or constructing new housing. New construction must involve an approved neighborhood-based non-profit. 2. Increasing housing options for low- and moderate-income individuals and ]households. Activities might focus on conversion of existing single-family dwellings to shared housing, creation of home-ownership opportunities for low- and moderate-income renters, or self-help approaches to allow low- and moderate-income beneficiaries use their own resources to improve their housing situation. — B. Selection Criteria (1) Low and Moderate Income Benefit. All activities must benefit at least 51% low and moderate income persons. Projects will be evaluated to determine if this minimum standard is met or exceeded. Projects also will be evaluated on the documentation of the methodology used to determine benefit. (2) Design. Projects will be reviewed for an overall design which demonstrates a creative method of providing financing; the- number of units that will be created or maintained as a result of the project; method of assuring that units will be available for low and moderate income persons; method in which partners in the project are able to blend their resources ; the amount of non-CDBG dollars that are leveraged; and the degree of simplicity that exists that will enable a similar project to be produced. The amount of non-CDBG funds involved, the source and use of such funds, and the strength of the commitment of the other funds will be evaluated. Except for the low and moderate income benefit criterion and basic program eligibility requirements , no minimum criteria or requirements will be applied to projects. All eligible projects received will be evaluated against each other, and those projects which best meet the identified criteria will be selected for funding.
