BACKGROUND: The Board Chair has requested that the Personnel Department make Orange County employee training programs available to employees of non-profit agencies which receive County funds. Funds to provide "scholarships" to subsidize participation in Orange County employee training programs were included in the Commissioners' Office approved 1993- 94 budget. In Attachment 1 the Commissioner' s Office has identified the non-profit agencies which receive County funds, have staff, and are not a part of another local government agency. These are the non- profit agencies to whom the training would be made available. Attachment 2 is Orange County' s Training and Development Calendar for Fall 1993. Orange County Personnel Department will mail copies of the Training and Development Calendar to the directors of the non-profit agencies listed in Attachment 1. Attached to the calendar will be a cover letter containing enrollment information, an enrollment form, a fee schedule, and scholarship information. Enrollment forms from non-profit agencies will be processed on a space available basis. If the enrollment exceeds the class limit, the names of the employees from the non-profit agencies will be placed 2 on a waiting list, and they will be notified if space becomes available. To offset costs of participation by the non-profit agency employees, the Personnel Department will charge a fee of $10 for each hour of scheduled class time (e.g. , a 4-hour workshop will cost $40) . This proposed fee has been developed by the Budget Office and includes costs incurred for trainers, training materials and supplies, course preparation, postage, registration, billing, facilities, and class set up. Non-profit agencies may pay for workshops and courses by applying for course funding from the $2, 000 Scholarship Fund authorized in the Commissioners ' Budget. Scholarship information will be included in the initial mailing to the non-profit agencies containing the training and development calendar and enrollment information. RECOMMENDATION: The Manager recommends that the Board authorize the recommended fees. You May Photocopy This Form 6 Training And Development Calendar Fall 1993 Special Course Offerings (Section I) Introductory Spanish For Social Workers: In response to our 9/20/93-11/12/93 changing society and a need for Social Services employees to be able 12:30-2:30 pm Mondays to communicate with their Spanish-speaking clients, Personnel has 8:30-10:30 am Fridays contracted with Durham Technical Community College to offer an introductory Spanish course for Social Services employees. The Aging Conference Room course is designed to directly address the worker-client relationship. Topics will include sample interviews in both languages, key phrases to assist social workers in soliciting information from clients, typical social problem situations, and a comprehensive vocabulary. (Section II) Each class will meet for two hours twice a week for eight weeks for 9/20/93-11/12/93 a total of 32 hours. Personnel is assuming a portion of the course 3:00-5:00 pm Mondays fee, and departments will be expected to assume the remaining 10:45 am-12:45 pm Fridays portion of the special fee of $20 per participant plus $12.95 for the accompanying text, Spanish ar Social Workers. General Course Offerings 11/10/93 GIS And You: This workshop is designed to introduce participants 9:00 am-12:00 Noon to the GIS (Geographic Information System) and the ways in which County departments are using the system. The session will also help Land Records Office participants understand how ARC/Info works and what it can do. The instructor' will be Roscoe Reeve, Land Records Manager and GIS Director. Class size limited to 15. 9/24/93 & 11/19/93 New Employee Orientation: You don't have to be a new employee 9:00 am-3:00 pm to attend this session! This orientation covers important personnel information such as position classification, salary administration, Government Services EEO and Sexual Harassment policies, the Disciplinary Procedure, Center Meeting Room Work Planning and Performance Review (WPPR), employee training and development, customer service orientation, and payroll information. Mandatory for all new employees. Center Meeting Room Computer Courses 9/14/93 Introduction To First Choice: Data Processing is providing a 8:30 am-12:30 pm temporary computer lab and hands-on training in the software used or by the majority of Orange County employees. This course is 9/16/93 designed for new users with limited or no computer experience. Health, Safety, and Wellness Courses 9/15/93 Maintaining A Healthy Back At Work And At Home: This 3:00-4:30 pm course is designed to help participants identify potential risk factors associated with back injury and to develop preventative strategies. Recreation &Parks Topics will include: Activity Area II • Postures, positions, and activities that may overstress your back. • Strategies for optimizing your work environment to aid in the prevention of back injury. • Exercises to use at work and at home to relieve stress and promote a healthy back. Since a portion of the class will be devoted to back exercises, participants are encouraged to wear comfortable, loose-fitting clothing. The instructor will be David Parker, a Physical Therapist. Class size limited to 15. 3 8 Training And Development Calendar Fall 1993 9/21/93 Cardiopulmonary Resuscitation (CPR) Certification: This 9:00 am-2:00 pm course is provided as a part of Orange County's commitment to the continued safety and well-being of its employees and citizens. A EMS Training Room practical and written test is included as part of the certification process. The instructor will be Jeanette Smith, Deputy Director for Emergency Management. Class size limited to 12. 9/28/93, 9/30/93, Fresh Start Smoking Cessation: Have you thought about giving 10/05/93, & 10/07/93 up smoking? Now is your chance! Sign up for these four classes 8:30-9:30 or 3:30-4:30 endorsed by the American Cancer Society. Participants should plan to attend all four sessions. The instructor will be Jerry Gregory, Gov't. Services Ctr.Annex Orange County Health Promotion Coordinator and a former smoker. 10/12/93 CPR Recertification: This course is designed for employees whose 9:00 am-12:00 Noon current CPR certification has expired or will expire in the next few months. The course will provide a review of the CPR skills and EMS Training Room include a practical and written test. Participants should bring their CPR wallet cards with them. Class size limited to 12. 10/21/93 Fire Extinguisher Use: This workshop combines classroom and 9:00 am-10:30 am hands-on experience in providing participants with fire safety information and proper fire extinguisher use. Class size limited to 20. 11/02/93 Creating Safety For Yourself And Others: This course is 1:00-4:00 pm designed to teach safety patterns of awareness and prevention in response to robbery and sexual assault situations. You don't have to Recreation & Parks be physically fit to take this course. Rather, the emphasis is on Activity Area I critical thinking and physical techniques that can be adapted to your individual abilities. Since a portion of the class will be devoted to self-defense strategies, participants are encouraged to wear comfortable, loose-fitting clothing. The instructors will be Kathleen Hopwood and Beth Seigler, co-founders of SafeSkills. Class size limited to 24. 11/16/93 Stress Management: This course is designed to cover stressors or 10:00 am-12:00 Noon causes of stress, the patterns of stress that cause problems for individuals, coping mechanisms, and relaxation techniques. The Government Services instructor will be Gary Romich, a Clinical Psychologist, who has Center Meeting Room been providing counseling and workshops in Stress Management for the past ten years. Gary is also the Account Executive for the County's Employee Assistance Program (EAP). 4 9 Training And Development Calendar Fall 1993 12/08/93 Truth In Labeling (Brown Bag Lunch): Labels are going to be 12:00 Noon-1:00 pm changing on food in the next few months. This lunchtime seminar will introduce you to the new format, show you what to look at, and Food Lab-Revere Road tell you how to interpret the new labels. Bring your lunch and listen as Laurel Elizey, Nutritionist, prepares us to go grocery shopping. Customer Service Courses 11/09/93 It's A Jungle Out There: How To Deal With Beastly Behavior: 8:30 am-12:30 pm Humans don't always act like humans. One minute they're normal people, the next they're out of control. The trouble comes when they Government Services use their animal instincts--their primitive thinking patterns--instead of Center Meeting Room the rational part of the brain. Then tempers flare, conflicts appear, productivity declines, and stress levels increase. This workshop deals with irrational thinking that results in difficult behavior in your co- workers, your customers, other professionals with whom you must work, and yourself. The instructor will be Rosalie Blowe, a consultant and trainer. 11/18/93 Going Beyond The Smile: Providing quality customer service 9:00 am-12:00 Noon involves more than handling customer complaints. It means striving to provide customers with no reason to complain in the first place. Government Services Topics will include creating positive impressions, delivering on Center Meeting Room promises, handling emotional situations, and working together as a team. The instructor will be Cornelia Moore. Managerial/Supervisory Courses The Introduction To Supervision Series is designed for new supervisors or supervisors who have not previously participated in supervisory/management training, and who are directly responsible for the day- to-day operations of a work group. The five-course, 27-hour series is designed to be taken in its entirety and in the order listed. While courses will be offered at intervals throughout the semester, each course builds on previous courses, and later course in the series assume concepts taught in earlier courses. The five core modules are: 9/29/93 Introduction To The Supervisor's Role 8:30 am-12:30 pm 10/13/93 & 10/27/93 Understanding People 8:30 am-12:30 pm 5 10 Training And Development Calendar Fall 1993 11/2/93 Communicating With Others 8:30 am-12:30 pm 11/23/93 & 11/30/93 Leadership For Supervisors 8:30 am-12:30 pm 12/07/93 Managing Employee Performance 9:00 am-12:00 Noon Each module introduces the framework for the topic and employs individual exercises, active group participation, and skill practices to enable participants to learn from these sessions. Self assessment instruments such as the Myers-Briggs Type Inventory and Kenneth Blanchard's Leadership Behavior Analysis will be used. All classes will be held in the Government Services Center Meeting Room, and the instructor will be Cornelia Moore. Minimum enrollment 10. 10/05/93 & 10/19/93 Principle-Centered Leadership: This one-day course (offered in 8:30 am-12:30 pm half-day format) is based on Stephen Covey's The Z Habits a Highly Effective People and Principle-Centered Leadership. Skill-building Government Services topics will include patterns of organizational excellence, leading by Center Meeting Room principles, methods of positive influence, and ten qualities of leadership. Participants will have an opportunity to develop an action plan for future success. The instructor will be Minis Howard Davis, the consultant who recently taught the IM classes. Class size limited to 25. Personnel Policies And Procedures 09/22/93 . Effective Disciplinary Action: While no one likes to take 10:00 am-12:00 Noon disciplinary action, this course presents a "how to" guide for supervisors in taking effective disciplinary action to improve Government Services employee performance. Topics will include Orange County's Center Meeting Room Disciplinary Procedure, the causes of disciplinary action, disciplinary action based on work performance or personal conduct, and the employee appeals process. The instructor will be Elaine Holmes, Personnel Director. 10/26/93 WPPR For Supervisors: This workshop reviews key WPPR 9:00 am-11:30 am concepts such as the purpose, elements, and process of WPPR, including merit increase decision-making. This workshop will assist Government Services you in setting work objectives and performance standards and Center Meeting Room provide you with tools to make the WPPR process work more effectively for you and your employees. Discussion and questions will be encouraged. The instructors will be Elaine Holmes, Personnel Director, and Cornelia Moore, Human Resources Analyst. 6 11 Training And Development Calendar Fall 1993 12/01/93 Writing WPPR Performance Evaluation Summaries: This 11:00 am-12:00 Noon workshop will cover tips for supervisors in writing performance summaries that are performance-based rather than personality-based. Government Services The instructors will also share feedback on successful methods of Center Meeting Room using performance summaries to enhance and motivate employee performance. The instructors will be Elaine Holmes, Personnel Director, and Cornelia Moore, Human Resources Analyst. 12/09/93 Everything You Need To Know About Filling Job Openings: 10:00 am-12:00 Noon This course takes you step-by-step through the recruitment and selection process. Topics will include position vacancy notices, the Government Services recruitment process, recruitment sources, screening procedures, the Center Meeting Room referral process, department selection process, interviews (e.g., questions to ask and not to ask), reference checks, the selection decision, selection decision documentation, employment offer, credentials verification, and new employee orientation. The instructors will be Lana Chandra, Personnel Analyst, and Elaine Holmes, Personnel Director. 7
