Economic Development
Commission
May 29, 2007
Board of County Commissioners
c/o Clerk's Office
P.O. Box 8181
Hillsborough, NC 27278
The Nominating Committee for the Orange County Economic Development Commission
(EDC) recently reviewed the applicants for the Commission. As you know, there are
currently three vacancies, including one to be appointed by the Town of Mebane.
For the two at-large slots, we respectfully recommend Mark Brantley and Kathleen
Yarbrough. Mark is a resident of Chapel Hill and along-term employee of the North
Carolina Department of Commerce, specializing in Asian markets. As we work to get
the word out that "Orange County is open for business," it would be good to have an ally
inside Commerce.
Kathleen is a resident of Hillsborough, an employee of Quintiles, and has been an
effective and engaged participant in the Highway 70/Cornelius Street Corridor Planning
Project. She has taken the lead in exploring the creation of a community development
corporation for the Fairview area and has vowed to continue working on the project in
the implementation phase.
We feel that these two applicants would make an outstanding contribution to the work of
the EDC. Thanks for your attention to this request.
Sincerely,
Robert Ward JlJN I) ~ 20Q7
Chair

Other Comments:
My affection for Chapel Hill evolved during my college years here: It wasn't the students,
necessarily or the nightlife. Instead it was the town, neighborhoods, and the small
business owners and everything else that distinguishes Chapel Hill. My primary purpose
in wanting to serve on the Historic Preservation Commission is that I have an
understanding of the needs as well as the constraints that must be imposed in such an
area/ I grew up in Salisbury NC in the historic district and I have also lived in Greensville
South Carolina in a historic district there. During my tenure in college I was a member of
the Ginghaul Castle, so I know that neighborhood as well. This is something that I would
pursue with goad faith efforts to improve the town as much as possible. As a side note, I
was a History and Political Science major at UNC-CH. STAFF COMMENTS: Originally
applied for Economic Development Commission and Histori Preservation Commission.

Other Comments:
As a resident of Orange County, I am very concerned about the economic development
of-the county. I believe that the county needs to attract high quality jobs -- other than
those at UNC -- in order to mitigate the tax burden on the county residents. I believe that
if this is not done, Orange county will turn into an elitist county where only the upper
middle class can aford to live. STAFF COMMENTS: Originally applied for EDC.
ADDRESS VERIFICATION: 100 Robert Hunt Dr is in Chapel Hill Township in the
Carrboro City Limits.
As an individual who has reaped the benefits of high quality jobs, I know what these
organizations are looking for and how to get them to move to Orange county. I also
believe that Orange County can attract quality firms and jobs with the result being an
improvement in the quality of life for ALL county residents.

I lived among the poor for a number of years and seen ,and experienced the needs of the
people. 1 wrote letter to the White House, Washington DC, to the Presidents, since
1989. I wrote packets on the Economical Exigency, Social Welfare, and Political
Promulgation. With the Economical Exigency I began with the Taxes, the Tobacco
Issues, the Social Security Retirement Issues, the economy and taxes and the Social
Security Reform for Mexicans. With Social Welfare I began in 1989 with Welfare reform,
Education, Job Training, Childcare, Medicare and Medicaid and the Social Security
Retirement Issues. In Political Promulgation, I wrote packets on the Economy, a Clinton
Goodbye Note, the Nations' Surplus, the US and the Leaders in Stamping out terrorism,
the Removal of Saddam, the Social Security Reform for the Mexicans, and I recently
wrote on the Immigrants on April 19, 2006. In my volunteer writings to the government
the needs of the nation and its people I have helped people from the poorest to the
wealthiest. This has given me great pleasure seeing .programs being put in place to help
a wide scope of people from the least to the greatest. The Presidents wrote me back
and asked me to stay involved. I now say it is time for me to reach into the depths of the
people to get even more involved and get even more done for the people. I find it a

Other Comments:
I am very active in following the County's efforts to update the Comprehensive Plan. The
development of the EDDs is critical to helping build a more sustainable community. I live
within the boundaries of the area likelyt to be impacted by this EDD. When I left my job
in Raleigh, I began to volunteer locally in areas of interest and related to my professional
work. Since my youngest son left for college this fall I've been seeking a new opportunity
to volunteer. I feel serving on this Task Force will call on my expertise and my interest in
local community economic development issues. STAFF COMMENTS: Reapplied for
