PURPOSE: To approve proposed budget ordinance amendments and grant
project ordinance .
BACKGROUND:
1 . At the August 17, 1993 meeting, the Board of Commissioners
approved allocating $500 from the Contingency account for the
County/Town/UNC growth management conference . This
conference will be conducted as part of the Assembly of
Governments meeting on September 30, 1993 . This amendment
will allocate these funds from the Contingency Account to the
Planning Department for this purpose. (See box #1 on page 3
of this abstract . )
2 . At the August 4 , 1993 Commissioners meeting, the Board
approved receiving a $30, 000 grant from the Z . Smith Reynolds
Foundation to support the Opportunities for Young Fathers
program. The attached grant project ordinance amendment,
page 4 of this abstract, budgets these funds for this
program.
3 . The Department of Social Services has received notice of the
' additional allocation for 1993-94 for the Independent Living
program which is 100% federally supported. This $3 , 452
additional funds increases the support for this program from
$7, 859 to $11, 311 . (See box #3 on page 3 of this abstract . )

4 . At the August 17, 1993 meeting, the Board of Commissioners
approved a contract between the Department of Social Services
and the Economic Development Commission for On-the-Job
Training services for participants in the Job Opportunities
and Basic Skills program (JOBS) . This amendment budgets the
additional $32 , 500 grant from the State Division of Social
Services . (See box #4 on page 3 of this abstract . )
RECOMMENDATION:
The Manager recommends that the Board of Commissioners adopt the proposed
budget ordinance amendments and grant the project ordinance.

Opportunities for Young Fathers Program — Z. Smith Reynolds Foundation
Grant Project Ordinance
Be it ordained by the Orange County Board of County Commissioners that pursuant to Section 13.2
of Chapter 159 of the General Statutes of North Carolina,the following grant project is
hereby adopted.
Section 1. The project authorized is the Opportunities for Young Fathers program as awarded to the
Orange County Department of Social Services by the Z.Smith Reynolds Foundation.The
purpose of this grant is to provide assistance to young low income fathers in Orange County.
Section 2. The officers of the County are hereby directed to proceed with the grant project within
the grant document,the rules and regulations of the Z.Smith Reynolds Foundation.
Section 3. The following revenue is anticipated to be available to complete this project:
Intergovernmental — Z. Smith Reynolds $30,000
Section 4. The following amount is appropriated for this project:
Human Services — Young Fathers Program $30,000
Section 5. The finance officer is hereby directed to maintain within the Grant Project sufficient
specific detailed accounting records to provide the accounting to the grantor agency
required by the grant agreement and federal and state regulations.
Section 6. Funds may be advanced from the General Fund for the purpose of making payments due.
Reimbursement requests should be made to the grantor agency in an orderly and timely
manner.
Section 7. Copies of this grant project ordinance shall be made available to the finance officer for
direction in carrying out this project.
Section 8. There are no permanent positions authorized through this grant project ordinance.
Section 9. This project period begins July 1,1993,and goes through June 30, 1994.
Section 10. This ordinance is effective September 7,1993.
Adopted this 7th Day of September, 1993.
