PURPOSE: To consider the allocation of $500 for a
County/Town/UNC growth management
conference which would be conducted as
part of the Assembly of Governments
meeting on September 30, 1993.
BACKGROUND: In June of this year an ad hoc committee
of elected officials, staff and interested
citizens met to consider the possibility
of holding a growth management conference
in the fall of this year to bring together
representatives and citizens from the
County, Towns and UNC to discuss the
direction of growth in the County and
potential for a common vision among the
various jurisdictions of this growth. The
ad hoc committee is chaired by
Councilwoman Joyce Brown of Chapel Hill,
and includes County Commissioner
Alice Gordon, Carrboro Mayor Eleanor
Kinnaird, Chapel Hill Town Manager Cal
Horton and UNC professor of City and
Regional Planning David Brower.
One of the country's foremost experts in
the field of growth management and
adequate public facilities planning is Dr.
John DeGrove from Florida Atlantic
University. Dr. DeGrove was in the
vanguard of statewide comprehensive
planning in Florida and helped draft the

state's programs on public facilities
planning (concurrency planning) and
regionally-oriented planning.
The conference would be funded by Orange
County, the Towns of Chapel Hill,
Carrboro, and Hillsborough; UNC; the
Conservation Fund; the Sierra Club; and a
number of other civic agencies.
Orange County's share of the conference
cost would be $500. The County has also
been asked to set up a temporary account
and serve as the conduit for revenues and
expenditures, a role the County Finance
Department served in financing the 1991
conference with Randall Arendt.
The Board of Commissioners and the
County's advisory board mailing list will
receive notice of the conference later in
August.
RECOMMENDATION: The Administration recommends that the
Board approve the appropriation of $500
from the Board's contingency account to
fund the County's share of this
conference, and agree to allow the County
Finance Department to serve as the
financial entity for the conference.

SUBJECT: TODAY'S LUNCH MEETING ON DEGROVE CONFERENCE
At today's lunch meeting, several items regarding the September 30
conference were discussed. Listed below is a synopsis of the more
important comments/actions:
• There will be two sessions on September 30. A morning session
will be held at the University Presbyterian Church on Franklin
Street in downtown Chapel Hill - consisting of two sub-
sessions (one of which will be a panel discussion from 8:30
until 12 :30. The evening session (Assembly of Governments)
will be held at the Chapel Hill Town Hall Council Chamber from
7 :30-10 : 00 .
• The panel discussion will be held in the "PBS" format, with
10-12 panelists. Each panelist will have a specific area of
expertise and can expect to have specific questions about
his/her are of expertise put directly to them. other questions
will be open to the entire panel for general discussion. Dr.
DeGrove will serve as the moderator of the panel, and Dr.
David Godschalk will also be involved. Joyce Brown, Margaret
Brown and Livy Ludington presented a possible list of
panelists. The following names were suggested for the panel:
Elected officials: Verla Insko, Shirley Marshall, Jacqueline
Gist, Joe Hackney.
Citizen activists: Allen Spalt.
UNC: David Godschalk, an assistant vice chancellor (TBA) .
Local gov't staff: John Link, Cal Horton.
Business community: Joel Harper (CoC) , Jim Heavner (Village
Companies) , Sally Jessee (PPP/Marin Properties) , Bob Epting
(attorney) , Bev Webb (attorney) .
Banking: Eddie Mann, Margie Schoeffner, Mark Royster.
Farming: Bob Strayhorn (Larry Rogers) .

Others: Wendy Olsen, Frank Sheffield, Sally Boericke( ? )
Other suggestions are to be referred to Joyce Brown.
• The need for more minority representation on the panel was
mentioned.
• A brochure is being roughed up by Chapel Hill staff for the
conference. Notice to be run in civic group newsletters,
newspapers and Cablevision.
• Revenues can be expected to come in August 17-31 . The first
expenditures may be plane fare and $60 ($25 refundable) on the
meeting site. Mailing lists may be split by jurisdiction, with
each jurisdiction footing the bill for notifying their own
mailing list to cut costs. Also, DeGrove may be able to stay
with UNC or DCRP professor.
• The next meeting will be held Tuesday, August 24 at Tsing Tao
restaurant in Timberlyne Shopping Center, Chapel Hill ( 12 :30) .
Ann Rimmer has informed me that John is expecting an abstract for
the August 17 BOCC meeting on our allocation. I have not yet spoken
with Ken Chavious regarding accounting (he will be back tomorrow) .
I will keep you informed as I hear more.

John DeGrove will be arriving in Orange County on Wednesday,
.September 29 . His activities will include meeting with students
and faculty from city, urban, and regional planning disciplines ,
people interested in forming 1000 Friends of North Carolina,
elected officials, staff, and the various boards and others
involved and interested in planning issues, and the general public .
The Steering Committee discussed the lecture and panel discussion
to be held on Thursday, September 30, tentatively scheduled for the
Presbyterian Church Fellowship Hall . The Steering Committee will
also be responsible for planning the Assembly of Governments
meeting scheduled for Thursday night at the Chapel Hill Town Hall .
The following is a list of assignments of tasks . These will be
discussed at the next meeting to be held on August 4 at 12 : 30 p.m.
at the Village Diner, 600 W. King Street , Hillsborough.

Dr. John DeGrove, a professor with Florida
Atlantic University's Department of Political
Science, is a leading figure in Florida
growth management and a nationally
recognized authority in the fields of
planning and public administration.
Dr. DeGrove is on the boards of the Lincoln
Institute of Land Policy and 1000 Friends of
Florida. His memberships include the
National Academy of Public Administration,
the American Institute of Certified Planners,
and the Urban Land Institute. He serves as
an advisor to the state /regional /local
planning and growth management systems
in the states of California, George, Maine,
New Jersey, North Carolina, Rhode Island,
Vermont, Maryland, Virginia, Washington,
and Oregon.
Dr. DeGrove, considered a dynamic
speaker, will address growth management
issues in Orange County, including
protection of agricultural resources and
environmentally sensitive lands, and
controlling urban sprawl.
The County of Orange and the Towns of
Hillsborough, Carrboro and Chapel Hill are
jointly sponsoring this public discussion of
the future growth of Orange County.
Both sessions of the Growth Management
Conference are open to the public. The
evening session will be geared towards the
local jurisdictions iri the County. All elected
officials and members of advisory boards
and commissions of the local jurisdictions
are invited and encouraged to attend.
